HomeMy WebLinkAboutRes 41-98 08/04/1998vwl/ 7/31/98 RESOLUTION NO. 41-9~8 A RESOLUTION REQUESTING THE ILLINOIS COMMERCE COMMISSION TO ENFORCE NUMBER POOLING AND OTHER CONSERVATION MEASURES WITH REGARDS TO THE "847" AREA CODE WHEREAS, on May 11, 1998, the Illinois Commerce Commission ("iCC") entered an order in Dockets 97-0192/97-0211 Consolidated in which it set out conservation methods designed to delay or avoid the need for relief in Number Plan Area ("NPA") 847 and additional Chicago metropolitan NPAs regarding the exhaustion of telephone numbers; and WHEREAS, this May 11, 1998 ICC order stated that an all-service oveday relief plan for NPA 847 be considered only if and when all conservation methods were exhausted; and WHEREAS, on May 18, 1998 Illinois Bell Telephone Company d/b/a Ameritech Illinois ("Ameritech"), as the State's Number Administrator, filed a report with the ICC which indicated that conservation methods would not delay an exhaust of NPA 847; and WHEREAS, Ameritech also indicated in its May 18, 1998 report, its intention to request an oveday relief area code for NPA 847 from the North American Number Administrator; and WHEREAS, the North American Number Administrator issued NPA 224 to Ameritech as an overlay relief area code for NPA 847 on June 23, 1998; and WHEREAS, the Telecommunications Industry Team announced on June 25, 1998 its intention to introduce NPA 224 as an overlay relief code for NPA 847 on November 7, 1998, thus, requiring mandatory eleven digit dialing for all telecommunications customers within NPA 847; and WHEREAS, the ICC, as a result of the actions of Ameritech and the Telecommunications Industry Team, was left to question whether the telecommunications industry has abided by the conservation methods identified in its May 11, 1998 order; and WHEREAS, on June 29, 1998, the ICC initiated an investigation into issues relating to the exhaustion of telephone numbers in NPA 847 (Docket No. 98-0497) to determine to what extent, if any, the telecommunications industry has implemented its May 11, 1998 order; and HEREAS, the ICC has set an expedited hearing schedule for this investigation, intending to issue an interim or final order by August 10, 1998. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Mayor and Board of Trustees fully support the efforts of the Illinois Commerce Commission to investigate the telecommunications industry's compliance with its May 11, 1998 order. SECTION TWO: That the Village of Mount Prospect believes that the telecommunications industry has yet to substantiate the need for an all-services overlay relief code for NPA 847. Evidence gathered by the Citizens Utility Board shows that there are nearly four million telephone numbers available for assignment to consumers in NPA 847. This includes three million numbers controlled by the 37 carriers doing business in the region and one million numbers that have yet to be given to any carrier. This evidence implies that NPA 847 is experiencing a situation where carriers are hoarding telephone numbers as they compete with one another for new customers. SECTION THREE: That the Village of Mount Prospect encourages the ICC to strictly require the telecommunications industry to fully implement the conservation methods identified in its May 11, 1998 order which should delay the exhaust of NPA 847 until it is truly necessary. SECTION FOUR: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law.
