COMMUNICATIONS AND PETITIONS, CITIZENS TO BE HEARD
PAR~ING BOAT Richard Hendricks, 1537 E. Emmerson Lane, asked the
Board to consider the subject of off-street
parking, specifically as it applies to the boat and
trailer parked next to the garage of his neighbor.
Mr. Hendricks stated that he brought this subject.
· to the attention of staff 2 years ago and he does
not agree with the interpretation of staff that
this is permitted. Mr. Hendricks asked the Board
to direct the Village Manager to seek a legal
opinion on this subject.
MAYOR'S REPORT
PRESENTATION: Dolores Haugh, representing the Mount Prospect
MOUNT PROSPECT Historical Society, presented the Village Board
HISTORY BOOK with copies of the newly released Mount Prospect
History Book "Where Town and Country Met".
President Pro Tem Floros congratulated Dolores Haugh
on the many accomplishments of the Society and·
expressed appreciation to her personally for all
her efforts.
PROCLAMATION: President Pro Tem Floros presented a Proclamation to
DR. ZYDLO/ Dr. Stanley Zydlo on the occasion of the 20th
EMERGENCY MEDICAL Anniversary of the Emergency Medical Services
SERVICES, 20TH (paramedic) program, which Dr. Zydlo was
ANNIVERS~RY instrumental in initiating. Appreciation and
congratulations were also expressed to the members
of the Fire Department for their life-saving
efforts.

OLD BUSINESS
ZBA 69-SU-92, 1811 Sitka Lane ZBA69-SU-92
An Ordinance was presented for second reading that would 1811 SITKA
grant a Special Use to allow a commercial vehicle, with
a licensed weight in excess of the 8,000 lb. limit, to
be housed in the garage on his single family lot.' The
Zoning Board of Appeals recommended granting this
request by a vote of 6-0.
Trustee Corcoran, seconded by Trustee Hoefert, moved (~D.NO. 4490

Trustee Wilks presented Ordinances for second readings SITE
that would amend various sections of the Village Code OBSTRUCTION
to establish regulations governing Site Obstructions.
Donna JohnsOn, member of the Site Obstruction Committee,
expressed concern about some of the provisions of
the Ordinances, including-the "AsSumption of Risk" and
the definition of "Obstruction", which included language
governing posts and fences. Mrs. Johnson stated that
posts and/or fences was not part of the discussion during
Committee meetings. Trustee Wilks stated that the
Attorney recommended including this language.

Committee and staff for the many hours spent on
establishing this Site Obstruction Ordinance.

Mayor Farley arrived at this point in the meeting.
An Ordinance was presented for second reading that AMEND CH. 23
would amend Article XVII entitled "Alarm System" of ALARM SYSTEM
Chapter 23 to establish an annual license fee of LICENSE
$10.00, due January 1 each year, and increase the REQUIRED
fines for false alarms for emergencies requiring
the Police Department to respond.

EBA 72-SU-92, 1716 Aspen Drive ZBA 72-SU-92
The Petitioner is requesting a Special Use Permit ~716 ASPEN DR
to allow a ground-mounted satellite antenna. The
Zoning Board of Appeals recommended granting this
request by a vote of 5-0.
Mr. Mc Killup, 1801 Aralia, expressed opposition
to this request.
It was agreed by the Petitioner that mature shrubs/
evergreens a minimum of 4 feet in height would be
planted around this antenna in an effort to screen
the dish from the neighbors.
Trustee Busse, seconded by Trustee Clowes, moved
to concur with the recommendation of the Zoning
Board of Appeals and grant the Special Use requested
in ZBA 72-SU-92, with the condition that mature
shrubs be planted around the dish.

The Petitioner is requesting a variation to allow 811 S.EDWARD
a sideyard setback of 4.5', rather than the

required 7.2', in order to build a partial second
story addition to this single family home. The
Zoning Board of Appeals recommended granting this
request by a vote of 6-0.
Trustee Corcoran, seconded by Trustee Wilks, moved
to concur with the recommendation of the Zoning
Board of Appeals and grant the variation requested
in ZBA 73-V-92.

ZBA 74-V-92 ZBA 74-V-92, 1901 Cholo Lane
1901 CHOLO LN The Petitioner is requesting a variation to allow a
sideyard setback of 5.75', rather than the required
8.6', in order to construct a garage and room
addition to this single family home. The Zoning
Board of Appeals recommended granting this request
by a vote of 6-0.
Trustee Busse, seconded by Trustee Clowes, moved to
concur with the recommendation of the Zoning Board
of Appeals and grant the variation requested in ZBA
74-V-92.

ZBA 75-V-92 ZBA 75-V-92, 10 East Sunset
10 E. SUNSET The Petitioner is requesting a variation to allow a
7 foot service walk, encroaching into the side
yard, rather than the permitted width for a service
walk of 36". The Zoning Board of Appeals
recommended granting this request by a vote of 6-0.
Trustee Clowes, seconded by Trustee Busse, moved to
concur with the recommendation of the Zoning Board
of Appeals and grant the variation requested in
ZBA 75-V-92.

ZBA 76-V-92, 201 South Edward Street ZBA 76-V-92
The Petitioner is requesting a variation to 201 S.EDWARD
allow a rear yard setback of 1.57', rather
than the required 5 feet, to allow for an
accessory structure. Also requested is a variation
to allow an exterior sideyard setback of 17.3 feet,
rather than the required 20', in order to construct
a 2-car garage. The Zoning Board of Appeals
recommended granting these requests by a vote of
6-0.
Trustee Busse, seconded by TruStee Hoefert, moved to
concur with the recommendation of the Zoning Board
of Appeals and grant the variations requested in
ZBA 76-V-92.

Dunn's Subdivision, 15 North Marcella DUNN'S
The Dunn's Plat of Subdivision was presented. This SUBDIVISION
plat divides one large lot into 2 single family lots.
The Plan Commission had reviewed this subdivision
and recommended approval by a vote of 7-1.
Trustee Wilks, seconded by Trustee Hoefert, moved
t6 authorize the Mayor to sign and Clerk to attest
his signature on the Dunn's Plat of Subdivision.

In conjunction with the Dunn's Subdivision, the MODIFICATIONS
Petitioner requested modifications from the FROM DEVELOPMENT
Development Code (Chapter 16).relative to: CODE (CH. 16)
Right-of way; lot depth; cul de sac requirements;
sidewalks; street lighting; and, pavement width.
The Plan Commission considered these requests for
modifications and recommended granting them by a
vote of 7-1.
Trustee Wilks, seconded by Trustee Clowes,' moved
to concur with the recommendation of the Plan
Commission and grant the modifications from the
Development Code as requested.

PUBLIC HEARING
PUBLIC HEARING: Mayor Farley called a Public Hearing to order at
DOWq~TOWN 10:00 P.M. noting that the Public Hearing was called
REDEVELOPMENT pUrsuant to proper legal notice having been
PROJECT & PLAN published in the Mount Prospect Herald on November
18, 1992 and November 25, 1992, for the purpose of
considering Amendment #2 to the Downtown
Redevelopment Project and Plan.
Mayor Farley also noted that all the legal
requirements relative to the Public Hearing had
been met.
It was noted that a Joint Review 'Board, which
included representatives of various Boards,
Commissions and other taxing bodies had met to
consider the proposed amendment #2 to the Downtown
Redevelopment Project and Plan. The Eligibility
Report had been presented and considered by the
Joint Review Board.
David Clements, Director of the Planning
Department, explained that the proposed amendment
would include the properties located within the
triangular parcel generally located between Main
Street (Route 83), Northwest Highway and Central
Road.
Betty Launer and Dr. Tom Many, representing the
Mount Prospect School District 57 had expressed
their concern that the taxes received by that
School District would be reduced by the adoption of
A~endment #2.
Henry Friedrichs and Mr. Stammos, local
businessmen, expressed concern relative to the loss
in taxable property if the Village allowed the
Catholic Charities to construct apartments, since
that property would be tax exempt.
Village Manager Janonis pointed out that the
property previously housing the Public Works
facilities is presently tax exempt and producing no
taxes for any of the taxing bodies.
It was noted that Ordinances authorizing Amendment
#2 to the Downtown Redevelopment Project and Plan
would be presented for first readings at the
December 15th meeting of the. Village Board.
There being no further comments from the audience,
Mayor Farley declared the Public Hearing closed at
11:25 P.M.

AND 92/93 TAX LEVY the following Ordinances for first reading:
ORDINANCES
An Ordinance to abate a part of the taxes
levied for corporate and municipal purposes of
the Village of Mount Prospect, Illinois for
the fiscal year beginning May 1, 1992 and
ending April 30, 1993;

An Ordinance to abate a part of the taxes levied
for unlimited tax bonds of Special Service Area
Number 1, Special Service Area Number 2, and
Special Service Area Number 6 of the Village of

An Ordinance authorizing the levy and collection
of taxes for corporate and municipal purposes of
the Village of Mount Prospect, Illinois for the
fiscal year beginning May 1, 1992 and ending

of taxes for municipal purposes of Special
Service Area Number 1, Special Service Area
Number 2, Special Service Area Number 5, and
Special Service Area Number 6 of the Village of

These Ordinances will be presented December 15th for
second readings.

to go into Executive Session for the purpose of
discussing litigation.
