Mike Figolah MAYOR,S REPORT HOLIDAY INN Mayor Farley stated that the corporate ownership of the CLASS "M" LIQUOR Holiday Inn has changed and presented a request.to LICENSE allow the Holiday Inn to continue doing business under the existing Class "M" liquor license. Trustee Corcoran, seconded by Trustee Wilks, moved to acknowledge the change in corporate ownership for the Holiday Inn and authorized the business to continue operating underthe existing Class "M" liquor license. AMEND CH. 13 A request was presented to create one additional Class CLASS "R" "R" liquor license for Chungkiwa Restaurant to be located at 1631-1633 South Busse Road. CHUNGKIWA Trustee Busse, seconded by Trustee Clowes, moved to RESTAURANT authorize the creation of a Class "R" liquor license 1631 S.BUSSE RD for Chungkiwa Restaurant, 1631-1633 South Busse Road. OLD BUSINESS None ~w BUSINESS ZBA 17-V-92 ZBA 17-V-92, 1500 - 1522 N. Elmhurst Road 1500 N.ELMHURST The Petitioner is requesting a variation from Section 14.3012 to allow a reduction in the number of required parking spaces for this shopping center, located at the southwest corner of Elmhurst Road and Camp Mc Donald Road. It was noted that the variation would permit Lou Malanti's to operate a carry-out/pick-up restaurant. The Zoning Board of Appeals recommended granting t~is request by a vote of 6-0. Trustee Corcoran, seconded by Trustee Hoefert, moved Page 2 - May 5, 1992 to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 17-V-92. Prairie Ave ZBA19-V-92 & The Petitioner is requesting a variation to allow ZBA 20-SU-92 a driveway 31 feet wide.and a special use to allow 228 & 230 S. a garage designed to house more than 2 vehicles. P~AIRIE AVE The Zoning Board of Appeals recommended grants these requests by a vote of 6-0. Trustee Busse, seconded by Trustee Corcoran, moved to concur with the recommendation of the Zoning Board ~f Appeals and grant the variation and special use being the subject of ZBA 19-V-92 and ZBA 20-SU-92. ZBA 21-SU-92, 102 Hatlen Avenue ZBA 21-SU-92 The Petitioner is requesting a special use to allow 102 HATLEN a garage designed to house more than 2 vehicles. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. Trustee Hoefert, seconded by Trustee Corcoran, moved to concur with the recommendation of the. An Ordinance will be presented for first reading on May 19th. ZBA 22-V-92, 1308 North Lama Lane ZBA 22-V-92 The Petitioner is requesting variations to allow 1308 LAMA LN a circular driveway and to allow 48% of the front yard to be covered with impervious Surface. By a vote of 6-0, the Zoning Board of Appeals recommended denying these requests. ZBA 23-SU-92 ZBA 23-SU-92, 309 North Westgate 309 WESTGATE The Petitioner is requesting a special use to allow a satellite dish ten feet in radius. The Zoning Hoard of Appeals recommended granting this request by a vote of 6-0. Trustee Busse, seconded by Trustee Clowes, moved to concur with the recommendation of the Zoning Board of Appeals and grant the special use requested in ZBA 23-SU-92. OWEN The Petitioner is requesting a variation to allow a Floor Area Ratio of .45, rather than the permitted .35, in order to construct a second story addition and sun room to an existing single family home. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. Trustee Corcoran, seconded by Trustee Clowes, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 24- V-92. MAPLE STREET A Resolution was presented authorizing execution of an TOWNHOMES: Agreement between the Village and the townhome PARKING association located on Maple and Lincoln Streets, which Agreement would allow the residents to park in the Maple Street Parking Lot for a specified annual fee. RES.NO. 14-92 Trustee Hoefert, seconded by Trustee Wilks, moved for passage of Resolution No. I4-92 A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT BETWEEN THE TOWNHOMES GENERALLY LOCATED AT THE NORTHWEST CORNER OF MAPLE AND LINCOLN STREETS AND THE VILLAGE OF MOUNT PROSPECT RELATIVE TO PARKING Upon roll call: Ayes: Clowes, Cor¢oran, Floros, Hoefert, Wilks Nays: None Pass: Busse Motion carried. Page 4 - May 5, 1992 An Ordinance was presented for first reading that AMEND would amend Ordinance No. 4311, granting variations ORD.NO.4311 amend the Chicago Assembly of God Church at 618 East Golf Road. Trustee Floros, seconded by Trustee Clowes, moved ORD.NO. 4428 for passage of Ordinance No. 4428 AN ORDINANCE AMENDING ORDINANCE NO. 4311, GRANTING A VARIATION FOR THE CHICAGO ASSEMBLY OF GOD CHURCH, 618 EAST GOLF ROAD, BY EXTENDING THE EFFECTIVE DATE FOR ONE ADDITIONAL YEAR. IDOT A Resolution was presented that would authorize ROAD ~-- the Village to make specific roadway repairs on REPAIRS State rights-of-way without having to post a bond. Trustee Corcoran, seconded by Trustee Wilks, moved RES.NO.15-92 for passage of Resolution No. 15-92 A RESOLUTION IN LIEU OF A SURETY BOND IN ORDER TO PERFORM SPECIFIED CONSTRUCTION WORK WITHIN STATE OF ILLINOIS RIGHTS-OF-WAY Upon roll call: Ayes: Busse, Clowes, Corcoran, Floros, HOefert, Wilks Nays: None Motion carried. A Resolution was presented that would authorize ROADWAY an Agreement between the Village of the Illinois MAINTENANCE Department of Transportation (IDOT) to maintain IDOT certain State rights-of-way. Trustee Hoefert, seconded by Trustee Wilks, moved RES.NO.16-92 for passage of Resolution No. 16-92 A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT OF UNDERSTANDING RE~LATIVE TO MAINTENANCE OF ROADWAYS UNDER THE JURISDICTION OF THE ILLINOIS DEPARTMENT OF TRANSPORTATION Upon roll call: Ayes: Busse, Clowes, Corcoran, Floros, Hoefert, Wilks Nays: None Motion carried. LITIGATION A Resolution was presented that would authorize COOK COUNTY acceptance of a settlement in the litigation Cook SCHOOL BuS County School Bus Company vs. Village of Mount Prospect. SELL PERSONAL An Ordinance was presented for first reading that would PROPERTY: authorize the sale of miscellaneous personal property AUCTION owned by the Village as well as items that were either abandoned or confiscated. The subject property would be sold to the highest bidder through a public auction held in conjunction with the annual Police Department's bicycle auction. Trustee Corcoran, secOnded by Trustee Hoefert, moved to waive the rule requiring two readings of an Ordinance. VILLAGE MANAGER'S REPORT Village Manager John Fulton Dixon presented BIDS: various bid results. The following bid was received for two 35,000 TRUCK CABS GVWR truck cabs and chassis: & CHASSIS Freund International Two 1993 Model 4900 .International ~ Cabs and Chassis Total Price: $75,564.00 It was noted by staff that several requests for bids were distributed however only one bid was received. Trustee Busse, seconded by Trustee Clowes, moved FREUND to concur with the recommendation of the INTERN'L administration and accept the bid received from Freund International for two 35,000 GIrWR truck cabs and chassis at a cost not to exceed $75,564.00. Upon roll call: Ayes: Busse, Clowes, Corcoran, Floros, Hoefert, Wilks Nays: None Motion carried. A recommendation was presented from the Northwest CRACK Municipal Conference to participate in their multi- SEALING community bid process for crack sealing. It was the recommendation of the Conference to accept the iow bid submitted by Behm Pavement Maintenance for a cost of $1.034 per pound, not to exceed $34,000. Trustee Clowes, seconded by Trustee Hoefert, moved BEHM PAVING to concur with the recommendation of the administration and accept the bid fromBehm Paving Maintenance for the crack sealing program at a cost not to exceed $34,000. CAN DOTA The following proposals were received for the storm STORM SEWER sewer improvement project known as the Can Dota/Wa PROJECT Pella/Central Road Storm Sewer. SEC Donohue, 1818 hours, $130,000 RJN Environmental Associates, 2052 hour, $145,541 SEC DONOHUE Trustee Wilks, seconded by Trustee Corcoran, moved to concur with the recommendation of the administration and accept the proposal submitted by SEC Donohue in the amount of $130,000 to perform the construction engineering services for the Can Dora/Wa Pella/Central Road Storm Sewer Project. Upon roll call: Ayes: Busse, Clowes, Corcoran, Floros, Hoefert, Wilks Nays: None Motion carried. CHANGE WORK A recommendation was presented from the administration ORDER 92 for change work order #2 for the Police and Fire POLICE & FIRE Headquarters under construction. It was noted that the HEADQUARTERS proposed change work order would increase the projected cost of the construction by $247,999.00. Trustee Corcoran, seconded by Trustee Floros, moved to concur with the recommendation of the administration and authorize Change Work Order #2 .for the Police and Fire Headquarters, increasing the cost of the project by $247,999.00. SENIOR CENTER The following proposals were received for the ADDITION architectural work on the proposed addition to the Senior Citizen Center: Archiplan International Ltd. $7,500 Donohue 7,930 Kurtz Associates Architects 9,100 ARCHIP~AN Trustee Hoefert, seconded by Trustee Wilks, moved to INTERNATIONAL waive the bidding procedure and authorize entering into a contract with Archiplan International Ltd to prepare the architectural drawings for the proposed addition to the Senior Citizen Center at a cost not to exceed $7,500. Page 8 - May 5, 1992 he Village Manager presented an update on the EMERGENCY recently approved emergency sewer repairs in the SEWER REPAIR: general area of 202 South Owen Street. 202 S OWEN It was noted that the Village Board authorized an expenditure of $15,000 as an initial estimate for this emergency repair, however, a revised amount for this project, including re-sodding the parkways, is $21,487.68. Trustee Hoefert, seconded by Trustee Corcoran, moved to authorize an expenditure not to exceed $21,487.68 for the emergency sewer repair in the general area of 202 South Owen Street. Upon roll call: Ayes: Busse, Clowes, Corcoran, Floros, Hoefert, Wilks Nays: None Motion carried. Mr. Dixon stated that the sidewalk replacement SIDEWALK program may begin next week. REPLACEMENT PROGRAM It was also noted by the Village Manager that a meeting date is being established with the parties DISCONNECT involved with the disconnect law suit, specifically SUIT involving those businesses on Kenneth Drive and Addison Court. The purpose of the meeting would be to see if a settlement can be reached between the parties. Mr. Dixon stated that the vehicle sticker sales for VEHICLE the 1992/93 stickers are within 100 of the number STICKERS sold last year. The Auditorium Committee met relative to the proposed AUDITORIUM auditorium to be built at Lincoln Jr. High. The proposed ground breaking for this project is scheduled for June 15, 1992. Trustee Floros asked if gravel driveways are permitted GRAVEL in the Village and what enforcement is being used DRIVEWAYS to bring non-conforming properties into conformance.
