The scope of work includes resurfacing the paved areas, adding curb & gutter and storm inlets along the access roadway to improve drainage, replacing storm sewer pipe in the parking lot, and grass restoration. A Notice to Bidders was posted on the online bid service Demandstar on March 29, 2024, and twelve (12) contractors qualified to do the work were notified by Village staff. On April 9, 2024, at 1:00 p.m., sealed bids for Fire Station #11 Site Improvements were publicly opened and read aloud. Seven (7) contractors submitted bids for this project. The bids ranged from a low of $230,677.00 by Schroeder Asphalt Services, Inc. (Schroeder) to a high of $327,719.20 by M & J Asphalt Paving, Inc. The bid from M & J Asphalt Paving, Inc. had a math error in the extension of the unit price and Schroeder had a math error in the summation in the Add Alternate bid. The omission and errors did not influence the low bid. All bidders submitted bid bonds in the amount of 10% of their total bids, as required. All bidders correctly signed their bids and bid bonds. The low bidder, Schroeder, meets the requirements of the contract documents and is qualified to complete the work involved with this project. Schroeder has successfully performed similar work in Mount Prospect, including paving Fire Station #13 in 2019. They are also scheduled to pave the Rand -Central -Mount Prospect intersection this spring as part of the ongoing improvement project. The base bid work includes asphalt resurfacing of the access roadway, replacing the asphalt area in front of the bay doors with concrete, installing curb & gutter and storm inlets along the access roadway, and grass restoration. The alternate bid work includes replacing storm sewer in the parking lot and resurfacing the parking lot with new asphalt. The bid documents stipulate the Village can award any combination of the base bid and alternate bid items. In an effort to conserve Village funds, staff recommends awarding a contract for all base bid items and those items from the alternate bid related to resurfacing the parking lot. Public Works personnel will complete the storm sewer replacement work in the parking lot. Schroeder's proposal is $187,800.00 (base bid) + $21,372.00 (alternate bid for parking lot resurfacing items only) = $209,172.00 (total recommended award amount). This reduces Schroeder's total bid by $21,505.00. The total recommended award amount based on Schroeder's proposal is still lower than other bidders when comparing the recommended award items. Alternatives 1. Accept the lowest -cost, responsive bid for Fire Station #11 Site Improvements. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the lowest cost responsive bidder, Schroeder Asphalt Services, Inc. of Huntley, Illinois, be awarded the contract for the Fire Station #11 Site Improvements in the amount not to exceed $209,172.00. The Bidder will complete and provide all labor, equipment, materials and mobilization (if applicable) to perform the Work as incidental to the fixed item price for each item proposed. In submitting this bid, the Bidder understands that the Village of Mount Prospect reserves the right to add to or subtract from the estimated quantities. The Village of Mount Prospect intends to award one (1) contract (if at all) for the items bid. If written notice of award of this bid is mailed, emailed or otherwise delivered to the Bidder at any time before this bid is withdrawn, the Bidder agrees to execute and deliver the contract in the prescribed form and furnish payment and performance bonds, or letter of credit, and the insurance certificates required by the Bid Documents to the Village within ten (10) days after receipt.
