Meeting April 16, 2024 - JOINT VILLAGE BOARD & FINANCE COMMISSION WORKSHOP AND VILLAGE BOARD MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Fiscal Impact (Y/N) Dollar Amount Budget Source Category Type Information Y $967,685.12 Capital Improvements Program Fund VILLAGE MANAGER'S REPORT Action Item The conveyance of storm water during rain events in the Village can be divided into two types of systems; open ditches along non -curbed, rural profile streets and buried storm/combined sewer pipe along primarily curbed, urban profile streets. In some parts of the Village during heavy rain events, these conveyance systems do not facilitate adequate flow. Poor drainage along ditches often allows water to sit stagnant for long periods after a rain event. In addition, undersized storm sewer pipe can lead to temporary street flooding during short, heavy rain events. The 2024 Village Drainage Improvements Project will improve the drainage system at four locations. Three locations have an open ditch system. They include the west half of Prospect Meadows Subdivision, a section of Glendale Lane, and the 800 block of S. Elm Street. Work slated for the Prospect Meadows Subdivision is the third and final phase of ditch maintenance work in the neighborhood. The scope of work includes regrading the ditches to provide positive drainage and removal & replacement of many driveway culverts. Work on Glendale Lane is primarily ditch regrading work. Work on Elm Street is a combination of ditch reshaping and storm sewer construction. The fourth location of the project is a storm sewer system on the 1000 block of S. Lancaster Avenue. The scope of work includes installing additional storm inlets to accept storm water on the street and storm sewer pipe to convey the water downstream more efficiently and reduce street flooding. A Notice to Bidders was posted on the Demandstar website on March 18, 2024. Village staff also notified several contractors of the project. Twelve (12) general contractors obtained the bid documents. On April 1, 2024 at 1:00 pm, sealed bids for the 2024 Village Drainage Improvements Project were publicly opened and read aloud. Three contractors submitted bids for this project. The bids ranged from a low of $879,713.75 by Mauro Sewer Construction, Inc. to a high of $964,960.00 by Martam Construction, Inc. Below is a summary of the hids: Bidders Total Bid Mauro Sewer Construction, Inc. $879,713.75 Ganziano Sewer & Water $886,986.50 Martam Construction, Inc. $964,960.00 Engineer's Estimate $868,767.60 Discussion SII bid submittals were checked for accuracy. All bidders submitted bid bonds in the )mount of 10% of their total bids, as -equired. All bidders correctly signed their )ids and bid bonds. Mauro Sewer Construction's bid is $10,946.75 (1.26%) above the Engineer's Estimate but within the budgeted amount for the project. Village staff does not believe rebidding the project will result in lower prices. The low bidder, Mauro Sewer Construction, Inc. has previously completed drainage improvements for the Village, including the Forest Avenue Storm Sewer Project in the Prospect Meadows Subdivision and the 2019 & 2022 Backyard Drainage Projects. The work from Mauro Sewer Construction, Inc. has always been acceptable. For reference, a copy of Mauro Sewer Construction Inc.'s bid submittal is attached. Staff recommends awarding the contract up to the full bid amount plus a 10% contingency to account for any unforeseen issues during construction. This results in the low bid amount ($879,713.75) + 10% contingency ($87,971.37) = total recommended award ($967,685.12). The project is expected to begin in early May and be completed in the fall. The Bidder will complete and provide all labor, equipment, materials and mobilization (if applicable) to perform the Work as incidental to the fixed item price for each item proposed. In submitting this bid, the Bidder understands that the Village of Mount Prospect reserves the right to add to or subtract from the estimated quantities. The Village of Mount Prospect intends to award one (1) contract (if at all) for the items bid. Failure to complete the work in the designated time frame may result in the Director of Public Works withholding compensation due the Contractor for failure to complete the said work in the designated time frame, calling the bonds, or taking such other action as may be available.
