Emerson St. Members present upon roll call by the Village Clerk: Mayor Paul Hoefert, Trustee Vincent Dante, Trustee Agostino Filippone, Trustee Terri Gens, Trustee Bill Grossi, Trustee John Matuszak, Trustee Colleen Saccotelli Absent: None APPROVAL OF MINUTES 2.1. Minutes of the January 23, 2024 Committee of the Whole Motion by Colleen Saccotelli, second by Bill Grossi to approve the minutes of the January 23, 2024 Committee of the Whole meeting Yea: Vincent Dante, Agostino Filippone, Terri Gens, Bill Grossi, John Matuszak, Colleen Saccotelli Nay: None Final Resolution: Motion Passed CITIZENS TO BE HEARD None DISCUSSION ITEMS Mayor Hoefert announced agenda item 4.2, Human Services Department's 2023 Mental Health Services Review, has been rescheduled to a future meeting to be determined. 4.1. Lead Service Line Replacements Presentation Director of Public Works Sean Dorsey stated that due to new federal and state regulations, all lead service lines in the Village need to be replaced from the water main into the house. Ownership of the service line is shared between the property owner and the Village. The service line from the b -box to the meter is privately owned; the Village owns the line from the b - box to the main usually located in the public right-of-way. Staffs proposal to replace any existing lead service lines in the Village was presented. Mr. Dorsey introduced engineer Kaitlin Wright, from Baxter & Woodman Consulting Engineers, who provided information regarding rules and requirements for compliance concerning lead and copper service line replacements. Ms. Wright began by providing a brief history of water distribution system's use of lead pipes in the United States. The use of lead pipes was prohibited by the amended Safe Drinking Water Act in 1986. Ms. Wright reviewed a few key terms including the meaning of a full replacement of a water service line. She described a full replacement to be the replacement of a water service line from the water main to within the building plumbing at the first shut-off valve or 18 inches inside the building, whichever is shorter. Ms. Wright reviewed the regulatory agencies that oversee compliance, including the federal Lead and Copper Rule Revisions Act, the federal Lead and Copper Rule Improvements Act, the Illinois Lead Service Line Repalcement Act and several Illinois Department of Public Health directives. She added that these Acts and directives do not include funding mechanisms to comply with the required work. Ms. Wright provided details on the Mount Prospect water system that services 41,192 customers. She added that there are 11,498 service connections; 10,605 have non -lead pipes, 700 have lead or galvanized iron and 193 connections are unknows. A map depicting lead service lines in the Village was displayed. Ms. Wright reviewed the major requirements of the new regulations. Begining April 15, 2027, all community water systems in Illinois must begin replacing lead service lines at a designed rate until the lead line are replaced. Staff has identified 700 service lines in the Village that are in need of replacement. The compliance time frame is 15-20 years but could be reduced to 10 years pending final rulemaking for the federal Lead and Copper Rule Improvements Act. Using the current data, 47 lines would need to be replaced each year over the next 15 years. Ms. Wright provided a cost analysis to complete this program. It is estimated it will cost between $12,000 -$15,000 per replacement for a total annual cost of $564,000 - $705,000, based on 47 replacements per year. Current regulations do not require the Village to finance the entire replacement; however, utilizing state or federal funding requires the Village to finance the entire replacement. Ms. Wright presented the Village's recent cost share plan: • Village pays for 100% of cost for replacement between main and b -box (public side) • Village pays for 66% of cost for replacement between b -box and meter (private side) • Village offers low-income homeownerssw a 0% interest deferred loan for homeowners share Ms. Wright shared what other neighboring communities are doing, current trends across the state and viable funding sources. Mr. Dorsey presented the Village's proposed plan to complete this project and requested input and support from the Board. Mr. Dorsey presented the following: • Village is the sole payer and pays for 100% of the cost • Water/Sewer rates will generate $750,000 in revenue • No cost for residents creates best chance to meet mandated replacement schedule Mr. Dorsey added staff will pursue Public Water Systems loans and congressional grant to reduce borrowing. Following a discussion, Mr. Dorsey answered questions from the Board. Mr. Dorsey provided the following in response to questions from the Board: • Pipes will be replaced with one -inch copper pipes • Staff is working on the final inventory of affected homes; none are located in Fairview Gardens • Homeowners with lead pipes have been notified; water sampling has been conducted in the Village since 1991; lead levels have never reached a dangerous level • The project does not include those homes serviced by Illinois American Water; Illinois American Water is required to comply with the same regulations and will have its own program. • The cost to replace the service from the main to the b -box is included in the Watermain Replacement Project; the new or added cost is the replacement of service from the b - box to the meter inside each home at an estimated cost of $5,200 per home • Current water mains are made of cast or iron material; a few older mains located in the older sections of town have joints that may contain lead. • Lead was permissible until 1986; however, it has not been found in many homes built in the 1960s through the 1980s. • Public information regarding lead service lines is available on the Village website and at the Public Works open house, • Watermain replacements are prioritized based on categorization; schools, daycare centers, hospitals, and medical facilities are considered the highest need and are prioritized first. • A homeowner may request an upgrade to a 2 -inch pipe at their cost. • Director of Finance Amit Thakkar discussed the funding source for this project. No further discussion. Mr. Dorsey requested support from the Board to be the sole payer for the Lead Service Line Replacement project. Mayor Hoefert conducted a straw poll fo the Village Board. The Board provided unanimous support. Mayor Hoefert thanked Mr. Dorsey and Ms. Wright for their presentation. 4.2.
