This area was annexed to the Village in 1969 after streets, utilities, and most homes were already constructed. Originally, the sewer system was owned and operated by a private utility company (the Utility Sewer Company). The Village purchased the utility shortly after the area was annexed. The sewer conveyance system in the area is composed of separate sanitary sewers and separate storm sewers. However, the sanitary sewer accepts significant stormwater during rain events due to directly connected footing tiles from some neighborhood homes. To accommodate these flow peaks, the sanitary sewer system features a relief storage pipe (installed in 1992) and a high-capacity pump station that discharges to a Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) interceptor sewer in the Central Road right-of-way. The MWRDGC interceptor carries the waste to treatment plants for processing. The Village has a comprehensive end -of -lifecycle program to replace all ten of its sewer pumping stations around town. Thus far, eight sewer pumping stations have been replaced. One is underway this year at the Maple Berkshire relief station. In 2019, staff began a process to replace the Fairview Garden pump station located on Horner Lane. To replace a sewer pumping station, a permit is required from our receiving system (MWRDGC). The MWRDGC will not issue a permit to replace the Fairview Lift Station in kind because the current rate of discharge exceeds the new limits established in the 2014 Cook County Watershed Management Ordinance (WMO). To obtain a permit, the discharge capacity of the pump station would have to be reduced by approximately two-thirds (66%). This reduction would result in frequent basement back-ups during common rain events. The existing lift station has three pumps capable of pumping a maximum of 1.656 MGD. If the Village were to reconstruct the lift station at the allowable permit capacity, the maximum flow rate would reduce to 0.5314 MGD. The solution to the Fairview Gardens sanitary sewer sub -basin clear water inflow and aging lift station problem proposes a gravity sewer outlet that would eliminate the existing lift station and create a new connection to the MWRDGC Upper Des Plaines Intercepting Sewer 14A at an existing MWRDGC drop manhole. The new connection will be located at the northwest corner of Central Road and Wolf Road, in Des Plaines. The proposed gravity outfall includes the extension of a 12" sanitary sewer from the existing lift station wet well to the drop manhole at intercepting sewer. The project includes the installation of 2,059 linear feet of 12" sanitary sewer on Horner Lane and Central Road. There will be 5 new sanitary manholes installed, a connection to an MWRD drop manhole, demolition of the existing Fairview Gardens Lift Station and pavement and right-of-way restoration. Bid Results The Village's engineering consultant for this project, Ciorba Group, prepared detailed Plans, Specifications, and bidding documents necessary to facilitate contractual performance of this work. The bid documents were sent to five (5) area firms who have experience in sanitary sewer installation and lift station demolition projects. In addition, the bid was publicly advertised on the Village's website utilizing Demandstar bid services. On Thursday, February 29, 2024, a non -mandatory pre-bid meeting was held with four (4) contractors attending along with representatives from the Village and Ciorba Group. Based on inquires, two (2) addendums were issued to address contractor questions as well as changes required to address MWRDGC review comments. Copies of the two addendums are attached. On Tuesday, March 12, 2024, the bids were publicly opened and read as required by Village Code. The following eight (8) firms submitted bids. All bids were submitted with requisite documents, security, signatures, and acknowledgment of both addendums. Based on the review of the bids, reference checks and past projects, the lowest responsible bidder is Joel Kennedy Constructing Corporation of Chicago, Illinois (Kennedy). A bid tabulation is attached. Martam Constructions is listed as not applicable in the bid tabulation because they used the wrong schedule of prices for their bid form. Addendum 1 required contractors to use a new schedule of prices due to a decrease in quantities for restoration material and the addition of 5 sanitary lateral replacements and 3 storm sewer replacements. These items were added because of the potential of damage to the existing assets when crossing them with the new 12" sanitary main. Reference checks indicated that Kennedy has also satisfactorily completed similar gravity sewer installation work in other communities. In 2020, Kennedy replaced 3,900 liner feet of sewer force main for Lake County Public Works. In 2022, they replaced 1,170 linear feet of combined storm and sanitary sewers in the City of Elgin and numerous water main replacement projects in surrounding communities. The firm is also currently on a contract with the Metropolitan Water Reclamation District (MWRD) for a large-scale sludge pipeline replacement at their north side treatment plant. The contract is for $27,120,000 and the work includes the installation of 19,500 linear feet of 20" sanitary sewer force main, the installation of 21 structures and removing and replacing valves in 43 existing structures. Since the project includes underground work, there is a possibility of unforeseen repairs. Staff is requesting a 10% contingency ($231,352) to address any of these unforeseen issues should they arise. A 10% contingency would bring the project award total to $2,544,872.40 (the $2,313,520.36 base bid plus 2 plus the 10% contingency of $231,352 = $2,544,872.36). Alternatives 1. Accept the lowest -cost, responsive bid for the Fairview Gardens Gravity Sewer Project. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the lowest responsible bid submitted by Joel Kennedy Constructing Corporation of Chicago, Illinois to construct the Fairview Gardens Gravity Sewer Project for an amount not to exceed $2,544,872.36. I. CLARIFICATIONS TO BID DOCUMENTS: 1. Contractor Question: How does the contractor deal with the traffic signal conduit at the outfall connection that crosses the pipe trench and is located near the manhole connection? The Contractor shall protect the conduit located near the outfall works. If the Contractor damages the conduit during construction, the Contractor will be responsible for maintenance of the Wolf Road/Central Road intersection in accordance with the Traffic Signal General Requirements special provision. The Maintenance of Existing Traffic Signal Installation pay item has been included in this contract for maintenance of this signal installation for the duration of this project. 2. Contractor Question: Can the contractor have two lanes near the outfall connection? The MOT on the project is being permitted with IDOT based on maintaining the existing movements through the intersection. The shifting of traffic to two construction lanes shall be made at the location shown on the MOT plan. 3. Contractor Question: Please confirm that the proposed 12" will tie into the mwrd drop manhole on the square portion of the structure, and not below it on the round portion. The elevations on the chart on plan page 46 seem to show we will connect into the round portion? Tie in elevation is based upon dimensions provided by MWRD inspection personnel on December 6, 2023 by measurement from the existing structure rim elevation of 653.81 down to "Elevation B" as shown on the MWRD Record drawing. Due to the geometry of the structure and the confined space requirement during the inspection, a full line of site during the measurements could not be maintained with MWRD personnel so the dimensions and elevations have been adopted as recorded in the field. During construction, the Contractor shall verify the elevations prior to coring the structure. It is expected that the connection will occur approximately at the location shown in the following exhibit. ADDENDUM #1 A-2 Issued for Addendum: 03/07/2024 4. Contractor Question: Do the houses on the East side of Horner Lane connect into the existing 8" dip sanitary on the West side of Horner? If so, what is the elevation of the existing 8': Will the services be in conflict? Field locates for services at 101, 103, 105, 107, and 109 Horner Lane were not completed. It should be assumed that these services will cross the proposed sewer trench. Based on the elevation of the 8" sewer in the west parkway, it can be assumed that these services will be between approximately 8' deep. Special Provision 23 — Sanitary Sewer, 12" (Z0057100) shall be revised as stated under Item I in Part II of this Addendum. 5. Contractor Question: Please clarify that we are not connecting any services to the proposed 12" sewer? The work does not include the connection of services to the proposed 12" sanitary sewer. 6. Contractor Question: The existing pavement on the NW corner of Wolf and Central is finished concrete. Does that area get resurfaced or should it be replaced with finished concrete? Contractor Question: Please clarify the pay item for "Connection to Existing Structure': The specs call out the MWRDGC detail "Concrete Collar" and "Methods of Connection to MWRD Manholes': The Methods detail show how to connect to a drop connection, but the profile on sheet 16 doesn't show a drop connection. Please clarify if the connection called out on sheet 16 is a drop connection. This connection is not a drop connection. Sheet 38 has been revised to cross out non - applicable items. The connection shall be a cored wall connection as shown in the detail "Connection Directly to Manhole Without Stub" on Sheet 38. Special Provision 23 —Sanitary Sewer, 12" (Z0057100) The following language shall be added to Special Provision 23. Protection of Existing Sanitary Services Construction of the Sanitary sewer shall include the protection of existing sanitary services across the trench by supporting the existing service. If services are damaged during the work, the service shall be saw cut at the limits of the trench and repaired with PVC SDR 26 sanitary service pipe matching the existing diameter. Connection to existing services shall be made with a non -shear coupling. 2.
