March 5, 2024 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Y $73,353.00 General Fund and Motor Fuel Tax Fund CONSENT AGENDA Action Item As part of the Village's annual preventative maintenance program, streets that have been paved within the past five to six years are chosen for crack sealing repair. Typically, within five to six years, the pavement develops transverse and longitudinal cracks, which permits water to get in under the pavement and weaken the base, thus causing premature pavement failures. To prevent further deterioration, the cracks are sealed and in return extending the life of the pavement for an additional ten to fifteen years. The contract being considered this year is a joint bid through the efforts of the Municipal Partnering Initiative (MPI). MPI is a group of Cook, Lake and Du Page County municipalities that have successfully leveraged bulk purchasing and workload sharing to reduce the cost of many municipal services. The bid is similarly structured to the MPI bids that the Village has previously participated in. The length of the contract is for (3) years with the option of (2) annual extensions beyond the termination date by mutual written agreement. This type of contract will subsequently result in more favorable pricing for the municipalities. Payment for the work performed under this contract is made directly to the contractor. No liability is established between the Village of Mount Prospect and the other participating municipalities. The MPI project will include over 500,000 pounds of sealant in 2024, encompassing crack sealing projects for the Villages of Mount Prospect, Arlington Heights, Evanston, Glenview, Glenview Park District, Highland Park, Lake Bluff, Rolling Meadows, wheeling and Wilmette. BID RESULTS The invitation to bid was published by the Village of Mount Prospect, the lead municipality for the contract. The bid opening was held on February 19, 2024, at 1 p.m. at 50 S Emerson Mount Prospect, Illinois. Three bids were received, each bid was checked for accuracy. Two of the three bids were properly submitted and verified to have been signed, including the necessary bonds. one bid was disqualified for improper bid submission. The bidder emailed his bid, as such not following the "instruction to bidder" portion of the bid document. Further, the unit pricing of the disqualified bid was $0.39 higher per pound than the lowest qualified bidder. Below is a summary of the bids. Patriot Pavement has previously performed this work for the Village and all the work was completed satisfactorily. References were supplied as required and checked. All references indicated that Patriot Pavement have satisfactorily performed projects of the scale and scope in an acceptable manner. Alternatives 1. Accept Municipal Partnering Initiative joint bid results for pavement crack sealing. 2. Action at discretion of Village Board. Staff Recommendation Staff recommends accepting the Municipal Partnering Initiative joint bid results for pavement crack sealing and awarding a three (3) year contract to Patriot Pavement of Des Plaines, Illinois for an amount not to exceed $73,353 in 2024. Staff also requests Village Board authorization to extend the contract up to two (2) annual extensions (2027 and 2028) provided the Municipal Partnering Initiative collectively elects to do so.
