Kensington Road Mount Prospect, Illinois 60056 (847)870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS REGULAR MEETING December 04, 2023 OPEN SESSION MINUTES 1CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:48 PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Mark Busse, Commissioner Jeanna Claussen, Commissioner Excused: Rockne Bork, Commissioner Bill Knee, Commissioner Staff Present: Michael Eterno, Police Chief John Dolan, Fire Chief Lisa Schillinger, Executive Assistant 3APPROVAL OF OPEN SESSION MINUTES Commissioner Claussen made a motion to approve the Open Session Minutes of November 6, 2023 and Commissioner Busse seconded the motion. Motion Unanimously Approved 4CITIZENS TO BE HEARD No one in attendance. 5FIRE DEPARTMENT UPDATE Fire Chief Dolan updated the Board on the possible upcoming retirement of Lt. Evans in early 2024. Additionally, he provided at update to the Elk Grove Rural Fire Protection District situation. The department plans to hire three additional firefighters and are planning to apply for a SAFR grant to help offset the cost to the Village. The department will also begin a testing cycle in the fall of 2024. 6POLICE DEPARTMENT UPDATE Police Chief Eterno briefed the Board on the officer who was out on light duty due to an injury while at the until the end of December. Additionally, an officer who has been on light duty for a few months is still progressing. 7CLOSED SESSION CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION A motion was made by Commissioner Claussen and seconded by Commissioner Busse to go into Closed Session at 5:56 PM. Motion Unanimously Approved All Commissioners and Staff present from Open Session were in Closed Session attendance except EA Lisa Schillinger who excused herself at 6:02 PM. 7.1.Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 7.2.Approval of closed session minutes of November 6, 2023 Page | 1 Meeting Minutes 12-04-2023 OPEN SESSION.docx 7.3.Discussion of police officer candidates A motion was made by Commissioner Busse and seconded by Commissioner Claussen to return to Open Session at 6:30 PM. Motion Unanimously Approved The Board returned to Open Session at 6:30 PM. Roll call: Chairman Powers, Commissioner Busse, Commissioner Claussen Also present: Michael Eterno, John Dolan 8 OLD BUSINESS 8.1 RULES AND REGULATIONS 8.1.1 DISCUSSION The Board discussed the previous proposed revisions to the Rules and Regulations 8.1.2 VOTE TO APPROVE REVISIONS TO THE RULES AND REGULATIONS A motion was made by Commissioner Claussen and seconded by Commissioner Busse to approve the previously proposed revisions to the Rules and Regulations. Motion Unanimously Approved 9 NEW BUSINESS 9.1 VOTE ON DETERMINATIONS MADE IN CLOSED SESSION AS TO WHICH POLICE CANDIDATES TO REMOVE FROM CONSIDERATION AND THE TESTING PROCESS BASED ON THE INITIAL BACKGROUND INVESTIGATION A motion was made by Commissioner Claussen and seconded by Commissioner Busse to remove not recommended candidates discussed in closed session from consideration. Motion Unanimously Approved 10 ADJOURNMENT - With no further business, a motion was made by Commissioner Busse and seconded by Commissioner Claussen to adjourn the meeting at 6:36 PM.
