Kensington Road Mount Prospect, Illinois 60056 (847)870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS REGULAR MEETING November 06, 2023 OPEN SESSION MINUTES 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:47 PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call:James Powers, Chairman Rockne Bork, Commissioner Mark Busse, Commissioner Jeanna Claussen, Commissioner William Knee, Commissioner Staff Present: Michael Eterno, Police Chief John Dolan, Fire Chief Lisa Schillinger, Executive Assistant 3 APPROVAL OF OPEN SESSION MINUTES Commissioner Bork made a motion to approve the Open Session Minutes of October 2, 2023 and Commissioner Busse seconded the motion. Motion Unanimously Approved 4 CITIZENS TO BE HEARD – No one in attendance. 5 FIRE DEPARTMENT UPDATE Fire Chief Dolan updated the Board on the successful food drive they hosted last month. They received 9 pallets of food. They are currently working on the toy drive. The Intergovernmental Agreement with the Elk Grove Rural Fire Protection District is complete, and the department is working to have the acquired station operational by March or April of 2024 to begin serving those residents. 6 POLICE DEPARTMENT UPDATE Police Chief Eterno briefed the Board on the Harper College Experience Day where some of the officers spoke about the law enforcement profession as well as the newly launched Cadet program. It was a positive recruiting experience for the department as well as the community. th Additionally, the department will be hosting the annual Shop with the Cops event on December 11. The Citizens Police Academy graduation will be taking place this month. 7 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION A motion was made by Commissioner Bork and seconded by Commissioner Claussen to go into Closed Session at 5:55 PM. Motion Unanimously Approved All Commissioners and Staff present from Open Session were in Closed Session attendance. 7.1. Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 7.2. Approval of closed session minutes of October 2, 2023 Page | 1 Meeting Minutes 11-06-2023 OPEN SESSION.docx 7.3.Semi-annual review of closed session minutes for release to the Open Session book for the period of April 2023 to November 2023. A motion was made by Commissioner Bork and seconded by Commissioner Claussen to return to Open Session at 6:19 PM. Motion Unanimously Approved The Board returned to Open Session at 6:19 PM. Roll call: Chairman Powers, Commissioner Bork, Commissioner Busse, Commissioner Claussen, Commissioner Knee Also present: Michael Eterno, John Dolan, Lisa Schillinger 8 OLD BUSINESS 9 NEW BUSINESS 9.1 DISCUSS SCHEDULE OF REGULAR MEETINGS FOR THE BOARD OF FIRE AND POLICE COMMISSIONERS FOR THE 2024 CALENDAR YEAR The Board set the following meetings for calendar year 2024: January 8, 2024 July 1, 2024 February 5, 2024 August 5, 2024 March 4, 2024 September 9, 2024 April 1, 2024 October 7, 2024 May 6,2024 November 4, 2024 June 3 December 2, 2024 9.2 VOTE TO DESTROY OR RETAIN CLOSED SESSION AUDIO RECORDINGS PURSUANT TO THE OPEN MEETINGS ACT FOR THE PERIOD OF JULY 2021 THROUGH JULY 2022 A motion was made by Commissioner Bork and seconded by Commissioner Claussen to destroy closed session audio recordings for the period of July 2021 to July 2022. Motion Unanimously Approved 9.3 VOTE TO RELEASE CLOSED SESSION MINUTES TO THE OPEN SESSION BOOK OR RETAIN IN CLOSED SESSION FOR APRIL 2023 THROUGH NOVEMBER 2023 MINUTES A motion was made by Commissioner Bork and seconded by Commissioner Claussen to retain in closed session the closed session minutes for the period of April 2023 to November 2023. Motion Unanimously Approved 9.4 VOTE ON DETERMINATIONS MADE IN CLOSED SESSION AS TO WHICH POLICE CANDIDATES TO REMOVE FROM CONSIDERATION AND THE TESTING PROCESS BASED ON FAILURE TO COMPLETE TESTING AND/OR THE INITIAL BACKGROUND INVESTIGATION A motion was made by Commissioner Bork and seconded by Commissioner Claussen to remove candidate Przybylowski and candidate Lodding from consideration due to information discussed in the closed session at the 10/2/2023 meeting. Motion Unanimously Approved 10 ADJOURNMENT - With no further business, a motion was made by Commissioner Bork and seconded by Commissioner Claussen to adjourn the meeting at 6:33 PM.
