IntheAMcarscanparkalongtheeastsideofAspenDrivesouthoftheschool andleavethecarstowalkstudentstoschool.Thiscreatesconfusionbecause otherdriversthinkthecarisinthedropoffqueueinsteadofparked.Once thedriverrealizesthecarisparkedinsteadofqueuing,theywillaggressively cutinandoutofthetrafficlanetogetaroundtheparkedcar. 3. InthePM,carswillbeginqueuinguptohalfanhourbeforeschoolletsout. By15to20minutesbeforeschoolletsoutthequeuereachesMayaLaneand carsbeginqueuingonthenorthsideofMayaLaneeastofAspenDriveand queuingonthesouthsideofMayaLanewestofAspenDrive. Theinconsistentparkingregulationsduringpickupanddropofftimesalong theeastsideofAspenDrivecreatesconfusionaboutwhenparkingisorisnot allowed.Thisimpactsthequeue,especiallywhenacarisparkedillegallyin thePM,bycausingcarstodartinandout ofthequeuelinetoavoidthe parkedcar. 2. CarsqueuingonMayaLanepreventtwowaytrafficandcausescarstodrive inoncomingtrafficlanestonavigatetheintersectionofAspenDriveand MayaLane.TheintersectionsofMayaLanewithBuckthornDriveandAspen Drivehavethreecrosswalksinsuccessionthatstudentsusetogettoandfrom FrostElementarySchoolandAspenTrailsPark.Pedestriansmaynotexpect vehiclestoapproachthecrosswalksintheincorrectlanedecreasingsafetyat thecrosswalks. Observations:1. PublicWorksobservedlegalparkinginthemorningandillegalparkinginthe afternoongreatlyaffectingtheefficienciesofstudentdropoffandpickup. 2. VehiclesparkedonMayaLanecausedthequeueofcarstoserpentinearound theparkedcarswhichpreventedabusfromtraversingMayaLane. 3. Vehicles,ingeneral,driveaggressivelyneartheschool. Action:PublicWorks,theSchool,thePTOandthePoliceDepartmenthadameetingatthe schooltodiscusstheissuesandpossiblesolutions.TheSchoolthensentaletter toPublicWorksrequestingthesignchanges.TheSchoolwillalsoconsideronsite improvementstoreducethequeueandcongestiononVillageStreets. ResidentSurvey:Residents,theSchool,andtheParkDistrictweresolicitedbyletterforinputonthe proposedparkingchangesonAspenDrive.Theywerealsoinvitedtoattendthe TransportationSafetyCommissionMeeting.Nocommentshavebeenreceived. Recommendation:AspenDriveisastreetinaresidentialareathatbecomescongestedeachschool dayduringdropoffandpickuptimes.Inconsistentparkingregulationsalongthe eastsideofAspenDriveduringdropoffandpickupcreatesconfusionand congestionduringdropoffandpickup.Additionally,parentsusingpersonal vehiclestopickupanddropoffstudentshasincreasedgreatlyinrecentyears. Thishascausedthequeueofparentswaitingtodropofforpickupstudentsto stretchontoMayaLane,creatingtrafficissuesonMayaLane,especiallyatthe intersectionwithAspenDrivewheretherearemanypedestriancrossingsforthe Schoolandpark. Recommendation:ProhibitParkingontheeastsideofAspenDrivefromMaya LanetotheSchoolfrom8:00AMto9:30AMforstudentdropofftomatch parkingrestrictionsduringpickup. Recommendation:TheSchoolshouldinvestigatephysicalchangestotheir parkinglotsandstudentdropoff/pickuplocationstoallowthequeuefordrop offandpickuptobecontainedtoSchoolPropertyandAspenDrive. Options:AddawhitelanelinefromtheedgeofpavementontheeastsideofAspenDrive betweenMayaLaneandtheSchooltodelineatethequeuelinefromthetravel lane.Whenparkingisallowed,itwillactasaparkinglanedesignation. TSCMeetingPage3of9April10,2023 Discussion Therewasgeneraldiscussionontherequest,historyoftrafficissuesinthearea andwhatthischangeisattemptingtohelp.CivilEngineerForesmanreiterated thatthisparkingchangewouldhelpthepickupanddropoffprocessonAspen Drivebyhavingthesameparkingregulationsin effectforboththeAMandPM periods,butthiswouldnothelptrafficissuesattheintersectionofMayaLaneand AspenDrive.Tocorrecttrafficissuesatthatintersection,thequeueofcarsneeds tobecontainedtoschoolproperty.TheSchoolisawareofthisandwillbe looking intochangestheycanmake.Therewasgeneralagreementwithmakingthe parkingregulationsconsistent. ViceChairmanProsperistartedthediscussionontheoptiontoaddapavement markinglinetodelineatethequeuelinefromthethroughtrafficonAspenDrive. Hewasconcernedthataddingthepavementmarkinglinemayconfusedriversinto thinkingparkingisallowed.VillageEngineerLawrieaddedthatthiscouldbean iterativeprocesswhereapavementmarkinglinecouldbeaddedinthefutureafter theparkingregulationchangesifwanted.TheCommissionagreedtonotinstalla pavementmarkinglineatthistime. CommissionerDeAragonmotionedtoapprovetheparkingregulationchanges withoutinstallingapavementmarkinglineandChairmanKuehlthauseconded. Themotionwasapprovedbyavoteof60. B. BusinessCenterDriveRoadDiet StaffLiaisonForesmanpresentedthefollowingtotheCommissionforconsideration. Summary:TheVillageisresurfacingBusinessCenterDrivefromRandRoadtoFeehanville DriveandWheelingRoadfromBusinessCenterDrivetoKensingtonRoadaspart ofthe2023StreetResurfacingProgram.TheVillagewouldliketousethisasan opportunitytoreconfigureBusinessCenterDrivetocreateBufferedBikeLanesin ordertoenhancesafetyandpromotebikingandwalking.Bufferedbikelanesare apaintedtobikelanewithapaintedtobufferbetweenthevehiclelane andthebikelane.Plasticbollardswillnotbeincludedinthebufferarea. Additionally,theVillagewouldliketowidenthesidewalkonthewestsideof BusinessCenterDrivefromRandRoadtoHarvestLaneandinstallanewpathon thenorthsideofHarvestLanefromBusinessCenterDrivetotheexistingbusiness centerpathsystem.Thisprojectisinsupportoftwokeycomponentsofthe StrategicPlan;tohavewelldesignedroadsandtocreateacomplete pedestrianinfrastructurenetworkthatpromotesmultimodaltransportation optionsandmeetsthegoalsofourCompleteStreetsPolicy. Existing BusinessCenterDriveisoneofthemainaccesspointstotheKensingtonBusiness Conditions:Park.BusinessCenterDriveistypically48feetwide(ee)withtwo12footwide throughlanesineachdirection.BusinessCenterDrivewidenstofivelanesatthe intersectionwithRandRoadandhastwosouthwestboundleftturnlanes,one southeastboundrightturnlaneandtwonortheastboundthroughlanes. Approximately9,600vehiclesperdayuseBusinessCenterDrive.Theexisting speedlimitonBusinessCenterDriveis30MPH.Onstreetparkingisnotallowed anywherewithintheprojectlimits. TSCMeetingPage4of9April10,2023 BusinessCenterDriveeastofWheelingRoadis48feetwide(ee)withone19foot throughlaneandonefivefootwidebikelaneineachdirection.WheelingRoad betweenBusinessCenterDriveandKensingtonRoadis39feetwide(ee)withone 14.5footwidethroughlane andonefivefootwidebikelaneineachdirection. Proposed RoadwayImprovements Conditions: BusinessCenterDrivebetweenHarvestLaneandWheelingRoadisproposedto undergoameaningitwillbeconvertedfromfourtravellanes(twoin eachdirection)toonetravellaneineachdirection,asharedleftturnlaneor median,andbufferedbikelanes.Thewidthoftheroadwaywillnotchange.The proposedtypicalsectionincludesone11footwidethroughlaneineachdirection, a12footwidecentersharedleftturnlaneormedianlaneand7footwide bufferedbikelanes(3footbuffer,4footbikelane)ineachdirection. WheelingRoadfromBusinessCenterDrivetoKensingtonRoadandBusiness CenterDrivefromWheelingRoadtoFeehanvilleDrivewillmaintaintheexisting laneconfiguration,butthebikelaneswillberestripedasbufferedbikelanes, reducingthewidthofthethroughlaneforvehicles. AttheintersectionofRandRoadandBusinessCenterDrivethesouthwestbound laneconfigurationwillremainthesame,buttherewillonlybeoneenteringlane fromRandRoadontoBusinessCenterDrive.Thiswillallowforaleftturnlaneto beinstalledforleftturnsintoNorthwestElectricalSupplyandforarightturnlane tobeinstalledontoHarvestLane.Thelaneconfigurationatotherintersections withintheprojectlimitswillremainthesame,exceptatWheelingRoadand BusinessCenterDrivewherethenortheastboundbikelanewillbemaintained throughtheintersection. PedestrianImprovements: Asmentionedintheroadwaysection,bufferedbikelaneswillbeinstalledon BusinessCenterDrivebetweenHarvestLaneandWheelingRoadwheresharrows currentlyexist.SharrowswillberemovedonBusinessCenterDrivebetweenRand RoadandHarvestLanewiththeintentionthatbikeswillusethenewwiderpath onthewestsideofBusinessCenterDriveandthenewcrosswalkonthenorthleg oftheHarvestLaneandBusinessCenterDriveintersectiontoaccessthebuffered bikelanes. ThesidewalkonthewestsideofBusinessCenterDrivebetweenRandRoadand HarvestLanewillbewidenedtoan8footwidepath.Thiswillprovideanoff streetconnectionfromtheKensingtonBusinessParkbikewaysystemtothefuture bikepathonthesouthwestsideofRandRoadandtheexistingmajoreastwest onstreetbikerouteonGregoryStreet.Easementswillberequiredfrom NorthwestElectricalSupplyand400/410BusinessCenterDriveforthewidened sidewalk. Anew8footwidepathwillbeinstalledonthenorthsideofHarvestLanefrom BusinessCenterDrivetotheexistingpathsystem.Aneasementfrom411Business CenterDrivewillbeneededforthispath. TSCMeetingPage5of9April10,2023 TheexistingcrosswalkonBusinessCenterDrivesouthofHarvestLanewillbe shiftedtonorthofHarvestLane.Abumpoutwillbeaddedtothewestsideof BusinessCenterDrivetoreducethecrossingwidth.Thiswillallowpedestrians andbicycliststocrossBusinessCenterDrivewhileavoiding trafficturningleftfrom HarvestLaneontoBusinessCenterDrive. AlandscapedmedianwillbeinstalledonBusinessCenterDrivebetweenthe drivewaysto400/410BusinessCenterDrive.Thiswillprovideapedestrianrefuge islandfortheexistingmidblockcrosswalkthatleadstothebusinessparktrails. Concretepadswillbeconstructedforbusstopswithintheprojectlimits.New crosswalkswillbeinstalledwherenecessarytoaccessbusstopsontheeastside ofBusinessCenterDrive. Bicycleandwillbeconstructedattheintersectionof WheelingRoadandKensingtonRoadtofacilitatetransitioningbicyclistsfromon streettooffstreetfacilitates.Thiswillalloweasyaccessforbikestothe pedestrianpushbuttonstotriggerthetrafficsignal.Asimilarofframpwillbe constructedonsouthboundBusinessCenterDriveatHarvestLane. StreetlightswillberelocatedtobetterlightthecrosswalksonBusinessCenter Drive. ReportResults:SamSchwartzEngineeringcompletedatrafficstudytodetermineiftherewould beanyadverseeffectscausedbyreconfiguringBusinessCenterDrivetohaveone throughlaneineachdirectioninsteadoftheexistingtwo. SamSchwartzcollectedpeakhourtrafficcountsattheintersectionsofBusiness CenterDrivewithRandRoad,HarvestLaneandWheelingRoad.Theyalso completeda72hourtrafficcountonBusinessCenterDrivebetweenHarvestLane andWheelingRoad.Theythenusedthistrafficdatatomodeltheexistingand proposedconditionstodetermineanychangeindelayforvehiclestravelingalong BusinessCenterDrive. Thefollowingareresultsofthestudy: TrafficVolumesareexpectedtoremainsteadyovertimeduetothe surroundingareabeingcompletelybuiltupandlittlevacancywithinthe businessparkitself,howeverSamSchwartzassumedslighttrafficgrowth tobeconservativeintheiranalysis. DelayattheintersectionofBusinessCenterDriveandRandRoadis expectedtoincreaseslightly,duetoplannedtrafficsignalinterconnectto othertrafficsignalsonRandRoadandisunrelatedtotheproposed changesonBusinessCenterDrive. DelayfortheleftturnmovementfromHarvestLanetosouthwestbound BusinessCenterDriveincreasesslightlyduetolessgapsintrafficon BusinessCenterDrivebecausetherewillbeonethroughlaneinsteadof two. DelayattheintersectionofBusinessCenterDriveandWheelingRoad increasesslightlyduetoasmallincreaseintrafficpredicatedbythestudy, buttheapproachlaneconfigurationremainsthesame,limitingtheimpact theroaddiethasontraffic. TSCMeetingPage6of9April10,2023 SamSchwartzindicatedtheproposedlaneconfigurationwould adequatelyaccommodatedemandunderyear2033conditions.Slight increasesindelayareanexpectedtradeoffandshouldbeconsidered againstthebenefitsgainedwithaddedpedestrianandbicycle infrastructureandincreasedsafety. Survey:BusinessOwnersandTaxPayersdirectlyimpactedbytheproposedprojectwere mailedaletterdetailingtheprojectanditdirectedthemtotheVillageWebsite wherefullplansfortheprojectcouldbeviewed.Theletteralsosolicited commentsfromthebusinessesandinvitedthemtoattendtheTransportation SafetyCommissionMeeting.Nocommentswerereceivedfromthebusinesses impactedbytheproject.Onecommentwasreceivedfromaresidentrelatedto bicycleaccommodationsfortheprojectandisincludedasanattachment. Easements: Easementsarerequiredfromthreepropertiesforthepedestrianimprovements. 600EastRandRoad Apermanenteasementisrequiredforsidewalkwideningalong BusinessCenterDrive. AtemporaryeasementisrequiredfordrivewayreconstructionandADA compliancewiththewidenedsidewalk. 411BusinessCenterDrive ApermanenteasementisrequiredalongHarvestLanefornewpath construction. Atemporaryeasementisrequiredbeyondthepermanenteasementto theparkinglotbackofcurbforgrading. Apermanenteasementisrequiredatthenortheastcornerofthe intersectionofHarvestLaneandBusinessCenterDrivetoaccommodate crosswalkimprovements. 412BusinessCenterDrive Apermanenteasementisrequiredforsidewalkwideningalong BusinessCenterDrive. Recommendation:TheVillagehastheopportunitytoenhancetheexistingpedestrianandbicycle networkalongBusinessCenterDriveinconjunctionwiththescheduledroadway resurfacingproject.Thisprojectwillcompleteagapintheexistingnetworkand willconnecttofuturebikeandpedestrianimprovementsalongRandRoad.A trafficstudyshowsthattherewillbeminimalimpactonBusinessCenterDrive trafficasaresultoftheseproposedchanges. Recommendation:Supportfortheprojectaspresented.Nochangestothe VillageCode(newordeletedordinances)arenecessary. Options:ChangestotheplansasdirectedbytheTransportationSafetyCommission. TSCMeetingPage7of9April10,2023 Discussion:Therewasopendiscussionontheplans.TheCommissionthenwentsheetby sheetdiscussingtheproposedplans.Belowisthesummaryofrecommended changestotheplanmadebytheCommission: ViceChairmanProsperiaskedaboutaddingarightturngreenarrowtothe intersectionofRandRoadandBusinessCenterDrive.Thisisoutofthe scopeofthisproject,butVillageEngineerLawrieindicatedthatIDOT wouldbeimprovingtheintersectionatsomepointinthefutureandthe VillagewillreachouttoIDOTatthattimewiththisrequest. SuperintendentMoeaskedthattheconcretemedianonBusinessCenter DriveatRandRoadberemovedtoimprovesnowremovaloperations. SuperintendentMoeaskedthatthebumpoutanglebeadjustedto improvesnowremovaloperations. SuperintendentMoequestionedthenewstripedmidblockcrossingon HarvestLane.CivilEngineerForesmanindicateditwastoallowaccessto thenewpathforbikestransitioningfromtheonstreetbikerouteon HarvestLanetothenewpath.CivilEngineerForesmanindicatedthe Villagewillreviewthatcrossinganditmayberemovedinthefinaldesign, andinsteadreplacedwithabiketransitionramp only. SuperintendentMoeaskedaboutsightlineswiththeproposedtreesin thenewlandscapedmedian,CivilEngineerForesmanindicatedthosewill bereviewedbeforefinallandscapingdesignisdeterminedandtreesmay notbeappropriateinthemedianpendingthatreview. BattalionChiefNovaksuggestedextendingoffstreetbikefacilitiesonthe westsideofWheelingRoadfromtheintersectionwithKensingtonRoad tothestartofthebikelanetoreduceconflictsbetweenbikesandturning vehicles. ViceChairmanProsperimotionedtoapprovetheproposeddesignwith considerationgiventothecommentstheCommissionprovidedand CommissionedDeAragonseconded. Themotionwasapprovedbyavoteof60. COMMISSIONISSUES CommissionerDeAragonaskedabouttimingfortheRandRoad,CentralRoadandMountProspectRoad IntersectionImprovementProject.CivilEngineerForesmanindicatedconstructionwascurrently underwaywithtemporarytrafficsignalsbeinginstalled.Majorworkisexpectedtobecompletedthisyear withminorworkremainingforthespringof2024dependingonhowutilityrelocationsprogress.There willbeawintershutdownoftheprojectwherethecontractorwillsecurethesiteandlittleworkwillbe done. VillageEngineerLawrieinformedtheCommissionthattheVillagehadreceiveda$3millionITEPGrantfor theMelasMeadowsPedestrianBridgeproject.$3millionisthemaximumawardforanITEPfunded project.Wearesettoreceive$240,000(80%)forPhaseIIDesignEngineeringand$412,800(80%)for PhaseIIIConstructionEngineering.Theremaining$2,347,200isforConstructionandrepresents approximately50%oftheconstructioncosts.Villagestaffhasalsorecentlysubmittedapplicationsforthe STPandCMAQProgramstoclosethefundinggapforConstructioninordertoreachthe80%federallimit.
