Kensington Road Mount Prospect, Illinois 60056 (847)870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS REGULAR MEETING June 5, 2023 OPEN SESSION MINUTES 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 3:05PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Rockne Bork, Commissioner Mark Busse, Commissioner Jeanna Claussen, Commissioner William Knee, Commissioner Staff Present: Michael Eterno, Police Chief Timothy Griffin, Deputy Police Chief John Dolan, Fire Chief Lisa Schillinger, BOFPC Secretary/Executive Assistant 3 APPROVAL OF OPEN SESSION MINUTES Commissioner Busse made a motion to approve the Open Session Minutes of May 1, 2023 and Commissioner Bork seconded the motion. Motion Unanimously Approved 4 CITIZENS TO BE HEARD – No one in attendance. 5 FIRE DEPARTMENT UPDATE Chief Dolan stated that the 6 new department hires will be going to shift soon and they have all had great reports from NIPSTA. Collaborative active shooter training between fire and police has begun at Lincoln Middle School. The training is a hands on drill for all personnel. 6 POLICE DEPARTMENT UPDATE Chief Eterno updated the Board on new Officer Louis Smith. He is doing well and adapting to the department. He is continuing his Field Training. New recruit Ruben Perez is at the Police Training Institute. 7 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION A motion was made by Commissioner Knee and seconded by Commissioner Claussen to go into Closed Session at 3:12PM. Motion Unanimously Approved All Commissioners and Staff present from Open Session were in Closed Session attendance. Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or 7.1. dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 7.2. Approval of closed session minutes 7.2.a. Closed Session minutes of May 1, 2023 7.3. Semi-annual review of Closed Session Minutes for release to the Open Session Book for December 2022-March 2023 7.4. Presentation and discussion of 2023 Police Sergeant’s Promotional Candidate List Page | 1 Meeting Minutes 06-05-2023 OPEN SESSION.docx A motion was made by Commissioner Bork and seconded by Commissioner Claussen to return to Open Session at 3:54PM. Motion Unanimously Approved The Board returned to Open Session at 3:54PM. Roll call:ChairmanPowers, Commissioner Bork, Commissioner Busse, Commissioner Claussen, Commissioner Knee Also present: Michael Eterno, Timothy Griffin, John Dolan, Lisa Schillinger 8 OLD BUSINESS – 8.1 Discussion of changes to Rules and Regulations – Chairman Powers lead a discussion on changes to the current Rules and Regulations. The changes will be made and reviewed by Village Counsel. Fire Chief John Dolan excused himself from the meeting at 6:56PM 9NEWBUSINESS – 9.1. VOTE TO APPROVE 2023 POLICE SERGEANT’S ELIGIBILITY LIST A motion was made by Commissioner Bork and seconded by Commissioner Claussen to accept the list of 8 candidates with scores from 86.21 to 57. Motion Unanimously Approved 9.2. VOTE TO RELEASE CLOSSED SESSION MINUTES TO THE OPEN SESSION BOOK OR RETAIN IN CLOSED SESSION FOR DECEMBER 2022 THROUGH MARCH 2023 MINUTES A motion was made by Commissioner Bork and seconded by Commissioner Claussen to keep Closed Session Minutes from the period of December 2022 through March 2023 in the Closed Session Book. Motion Unanimously Approved 9.3. VOTE TO DESTROY OPEN SESSION AUDIO RECORDINGS FOR DECEMBER 2022 THROUGH MAY 2023 A motion was made by Commissioner Bork and seconded by Commissioner Claussen to destroy Open Session audio recordings for December 2022 through May 2023. Motion Unanimously Approved 9.4 VOTE ON PROPOSED CHANGES TO RULES AND REGULATIONS The vote was tabled till proposed changes have been reviewed by Village Counsel and discussed further amongst the Board. 10 ADJOURNMENT - With no further business, a motion was made by Commissioner Bork and seconded by Commissioner Claussen to adjourn the meeting at 7:45PM.
