MAYOR'S REPORT EMPLOYEE Mayor Farley and Fire Chief Edward Cavello presented RECOGNITION: certificates and plaques to the following employees FIRE DEPT. of the Fire Department in conjunction with the annual quinquennial recognition: Kenneth Koeppen 30 years James Hemesath 20 years Thomas Kelly 20 years Daniel Ackerman 20 years James Juliano 20 years Will Baas 20 years Raymond Young (Absent) 20 years Thomas Willming 10 years Sue Peyton (Absent) 5 years Blaine Dodt 5 years Kevin Christianson 5 years Terrence Corr 5 years Dale Steward 5 years PROCLAMATIONS: Mayor Farley proclaimed Sunday, October 31, 1993 as HALLOWEEN Halloween. PROSPECT HIGH Mayor Farley proclaimed November 1-6, 1993 as Prospect BAND WEEK High School Marching Blue Knights Band Week. Three members of the band were present to accept the proclamation and a donation from the Village towards expenses involved in their performing at the 1993 Macy's Thanksgiving Day Parade in New York. FIRE PREVENTION Mayor Farley and Fire Chief Cavello presented the AWARD: DEPUTY Annual Fire Prevention Professional of the Year CHIEF JACKSON Award to Deputy Fire Chief Lonnie Jackson. FIRE SAFETY Trustee Wilks congratulated Chief Cavello and the AWARD: Mount Prospect Fire Department for earning an award CHIEF CAVELLO for his leadership with the Fire Safety Alliance on October 7 in Niles, Illin6is. FIRE PREVENTION Mayor Farley and Fire Chief Cavello presented the POSTER AWARDS Fire Prevention Poster Awards to 33 Mount Prospect school children, kindergarten through eighth grades, whose fire prevention posters were chosen as best in their age categories. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD None. TI~USTEE COM~-q~TS Mayor Farley initiated discussion of the next meeting date of the Village Board, considering that November 2 is also election day. Trustee Hendricks stated that he is an election official and unavailable until late, however, Trustee Wilks and Trustee Corcoran indicated that they will each be out of town on November 3. It was determined that the next meeting will be held on November 2, the originally scheduled date. Trustee Wilks questioned the legitimacy of a phone call she recently received from the Mount Prospect Police Association soliciting funds. Village Manager Michael Janonis confirmed that this is indeed a legitimate organization which deserves residents' support. Page 2 - October 19, 1993 OLD BUSINESS ZBA 76-V-93, 601 North Main Street (Moose Lodge #660) ZBA 76-V-93 An Ordinance was presented for first reading which 601 NORTH would grant side yard variations to allow the existing MAIN STREET gravel parking lot to be improved with asphalt. Trustee Hoefert, seconded by Trustee Skowron, moved to waive the rule requiring two readings of an Ordinance. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: Hendricks Motion carried. Trustee Hoefert, seconded by Trustee Skowron, moved ORD. NO. for passage of Ordinance No. 4598 4598 AN ORDINANCE GRANTING A VARIATION FOR PROPERTY LOCATED AT 601 NORTH MAIN STREET Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Hendricks, Skowron, Wilks Nays: None Motion carried. An Ordinance was presented for second readingwhich RECAPTURE would authorize an agreement to recapture costs of AGREEMENT: public improvements within Orchard Field Subdivision ORCHARD on Blue Jay Court. FIELD Trustee Wilks, seconded by Trustee Hoefert, moved ORD. NO. for passage of Ordinance No. 4599 4599 AN ORDINANCE PRORATING THE COST OF CERTAIN PUBLIC IMPROVEMENTS IN THE VILLAGE OF MOUNT PROSPECT, BLUE JAY COURT Upon roll call: Ayes: Clowes, Corcoran, Hendricks, Hoefert, Skowron, Wilks Nays: None Motion carried. Trustee Hendricks asked for clarification regarding the zoning of the property immediately south of Blue Jay Court. Staff indicated they will provide him with that information. NEW BUSINESS A Resolution was presented which would authorize EASEMENT: the Village to take necessary action to acquire an 1700 WEST easement in conjunction with the flood control LINCOLN program at Lincoln Street and Busse Road. Henry Kedzerski, 1700 West Lincoln Street, is the owner of the property being affected by the easement and expressed his opposition to the project. There was discussion among Mr. Kedzerski, Mr. Janonis, Herb Weeks, Director of Public Works, and Board members; Mr. Kedzerski was assured that all the necessary precautions are being taken to avoid any risk to his property. Page 3 - October 19, 1993 Trustee Hoefert, seconded by Trustee Corcoran, moved for passage of Resolution No. 42-93 RES. NO. A RESOLUTION TO EXERCISE POWER OF EMINENT DOMAIN 42-93 IN ORDER TO ACQUIRE CERTAIN EASEMENTS Upon roll call: Ayes: Clowes, Corcoran, Wilks, Hendricks, Hoefert,. Skowron Nays: None Motion carried. SAFETY Recommendations of the Safety Commission related to COM~{ISSION parking and right turn restrictions were deferred to the November 2 meeting of the Village Board due to the fact that responses to a survey from residents had not been received yet, and a business owner in the area was not notified of the Safety Commission meeting. CHRISTMAS The disposal of Christmas trees was discussed by the TREE Board, Mr. Janonis, and Mr. Weeks. In past years, COLLECTION Christmas trees have been collected bythe Public Works department and made available to residents as wood chips, but the demand for these is not as great as it once was, so they will not offered this year.' ARC DISPOSAL Trustee Hendricks, seconded by Trustee Hoefert, moved to have ARC Disposal Company, under the current contract, collect the trees and wreaths and take them to a landfill at no additional cost to the Village or its residents, and with no sticker required. PESTICIDE Mayor Farley introduced a State Bill which prohibits REGULATION the regulation of pesticides by any local units of government except for Cook County and the City of Chicago. The Village of Schaumburg has filed a lawsuit challenging the pesticide bill and has asked the Village for monetary support. Trustee Hoefert, seconded by Trustee Skowron, moved to contribute $1,000 to the Village of Schaumburg to defray the cost of litigation concerning pesticide legislation. UNFUNDED A Resolution was presented which states the opposition MANDATES of the Village to unfunded mandates by the U.S. Congress and the Illinois General Assembly. Trustee Hoefert, seconded by Trustee Wilks, moved for ~ passage of Resolution No. 43-93 RES. NO. Page 4 - October 19, 1993 VIT~.AGEMANAGER'S REPORT Village Manager Michael Janonis presented bid results for various items. The following bids were received for the FUEL BIDS purchase of unleaded gasoline and low sulfur diesel fuel for all Village vehicles: Bidder Amount 'Bell Fuel $81,258 Conserv FS 83,341 Onyx 84,000 Royal Fuel 94,933 Trustee Wilks, seconded by Trustee Clowes, moved BELL FUEL to accept the low qualified bid submitted by Bell Fuel for gasoline and fuel for all Village vehicles. The following bids were received for the MARCELLA ROAD reconstruction of Marcella Road: RECONSTRUCTION Bidder Amount J.A. Johnson Paving $113,818.25 Arrow Road Construction 128,382.40 Trustee Corcoran, seconded by Trustee Wilks, moved J.A. JOHNSON to accept the low qualified bid submitted by J.A. PAVING Johnson Paving at a cost not to exceed $113,818.25. Upon roll call: Ayes: Clowes, Corcoran, Hendricks, Hoefert, Skowron, Wilks Nays: None Motion carried. Page 5 - October 19, 1993 EXECUTIVE SESSION EXECUTIVE Trustee Hendricks asked that the subject of Personnel SESSION be added to the Executive Session discussion. Trustee Wilks, seconded by Trustee Hoefert, moved to go into an Executive Session for the purpose of discussing Property Disposition and Personnel. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Hendricks, Skowron, Wilks Nays: None Motion carried. The Board went into Executive Session at 9:50 P.M." Mayor Farley reconvened the meeting at 10:05 P.M. Present upon roll call: Mayor Farley Trustee Clowes Trustee Corcoran Trustee Hendricks Trustee Hoefert Trustee Skowron Trustee Wilks It was noted that the subject Trustee Hendricks wanted to discuss was how the design for the Police and Fire Headquarters facility Dedication Plaque was decided. Specifically, he questioned why Trustee SkOwron's and his name were omitted from the plaque, considering the fact that they were sitting Trustees at the time of the building dedication. He felt that the omission was not conducive to team building among Board members. Mayor Farley responded that the decision had been made as the result of extensive discussions by and between Board members late in the summer of 1991. All incumbent Board members concurred with the Mayor's recollection. Trustee Skowron asked if the discussion had resulted in a written policy statement. If not, then it should be formally adopted as such. Based upon additional discussion, staff was directed to research the issue and provide Board members with any available information as to whose names appear on plaques. Trustee Hendricks indicated that he was not asking that the existing Dedication Plaque be redesigned. ADJOURNMENT Mayor Farley adjourned the meeting at 11:12 P.M.
