Kensington Road Mount Prospect, Illinois 60056 (847) 870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS REGULAR MEETING May 01, 2023 OPEN SESSION MINUTES 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:45pm AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Rockne Bork, Commissioner Mark Busse, Commissioner Jeanna Claussen, Commissioner William Knee, Commissioner Staff Present: Michael Eterno, Police Chief Timothy Griffin, Deputy Police Chief John Dolan, Fire Chief Thomas Wang, Deputy Fire Chief Lisa Schillinger, BOFPC Secretary/Executive Assistant 3 APPROVAL OF OPEN SESSION MINUTES Commissioner Busse made a motion to approve the Open Session Minutes of March 20, 2023 and Commissioner Bork seconded the motion. Motion Unanimously Approved 4 CITIZENS TO BE HEARD – No one in attendance. 5 FIRE DEPARTMENT UPDATE Chief Dolan updated the Board on FF Campos, who completed the Romeoville Fire Academy with honors. The six new hires are now at NIPSTA together and will graduate mid-June. Three of the six are paramedics. The remaining three will go to paramedic school. The department has received a letter of intent to retire from Lt. Ghawaly in late July/early August. The department hosted a disaster preparedness expo last Saturday (5/29) and it was a well-attended event with approximately 200 attendees. Chief Dolan also informed the Board that the IGA with Elk Grove Rural Fire Protection District is once again being discussed. 6 POLICE DEPARTMENT UPDATE Chief Eterno updated the Board on new Officers Hansen, Golaris and Lopez who graduated last Thursday (4/27) from PTI. Officer Hansen received academic honors and all recruit updates from the Academy were very good. They will be starting Field Training after their Admin week. Officer Louis Smith (CPD) and Ruben Perez thth will be sworn in on Thursday, May 4. In addition, Commander Mark Weger will be retiring on May 5. Current headcount is 88, and out of the remaining candidates on the Eligibility List, only one will be hired. The list is exhausted and there are still two openings to fill. Command staff interviews for Lateral Officers will occur in the next month. The department is looking to discuss vendors and processes for the next recruitment test cycle. 7 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION A motion was made by Commissioner Busse and seconded by Commissioner Claussen to go into Closed Session at 5:54pm. Personnel 5 ILCS 120/2(c)(1) -The appointment, employment, compensation, discipline, performance,or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 7.2. Approval of closed session minutes 7.2.a. Closed Session minutes of March 20, 2023 7.3. Update of Police Department Sergeant’s Promotional Process 7.4. Discussion of Fire Department Candidates A motion was made by Commissioner Kneeand seconded by Commissioner Claussento return to Open Session at 6:09pm. Motion Unanimously Approved The Board returned to Open Session at 6:09PM. Roll call: Chairman Powers, Commissioner Bork, Commissioner Busse, Commissioner Claussen, Commissioner Knee Also present: Michael Eterno, Timothy Griffin, John Dolan, Thomas Wang, Lisa Schillinger 8 OLD BUSINESS – 8.1 Discussion of possible changes to Rules and Regulations – Chairman Powers asked if the Board would like to discuss possible changes. Some changes were discussed and the Board agreed that a special meeting would be called to make more extensive revisions of the Rules and Regulations at a later date. Commissioner Bork made a motion to approve the following change to the Rules and Regulations. Commissioner Knee seconded the motion. Motion Unanimously Approved 8.1.1 Change any cutoff score for new recruit testing from 80 to 70. Chairman Powers made a future recommendation for the Village Board to amend the Village ordinance which states that a secretary from the Board will be appointed. A date of June 5, 2023 at 3pm was set for the next Board of Fire and Police Commissioners meeting to discuss more extensive revisions to the Rules and Regulations. 9 NEW BUSINESS – 9.1. VOTE TO REMOVE FOUR POLICE CANDIDATES FROM THE ELIGIBILITY LIST DUE TO LACK OF RESPONSE TO ATTEND THE PSYCHOLOGICAL, MEDICAL, POLYGRAPH AND BACKGROUND EXAMINATIONS A motion was made by Commissioner Claussen and seconded by Commissioner Knee to remove Michael Prasinos, Araceli Navarro (Rodriguez), Andrew Hassel and Kenneth Blanchard from the Eligibility list due to no response to proceed through testing and Commissioner Bork seconded the motion. Motion Unanimously Approved 9.2. DISCUSS AND VOTE ON NEW RECRUIT TESTING TIMES/DATES, VENDORS AND PROCESSES – DC Griffin discussed the 2022 Recruiting cycle in detail. He stated that according to the Rules and Regulations in place, a score of 80 is required on the written exam to advance to the Oral Interviews. The current vendor, Laser and Associates, will not validate their exam at 70, so the department has been researching and speaking with other testing vendors. The following vendors were considered along with a brief summary of advantages and disadvantages: National Testing Network i. Online virtual test or in person test at NTN location ii. Widely used in the surrounding area including Palatine PD with good results iii. Test validated at threshold of 70 iv. Offering a free exam would be difficult and the cost substantial as candidates could use our test to obtain the free account and send the results to other agencies Stanard i. Used in the past in the department ii. Test validated at threshold of 70 iii. Online exam offered, but exam is un-proctored, so the possibility of cheating exists Page | 2 Meeting Minutes 05-01-2023 OPEN SESSION I/O Solutions i. Online testing or in person test format ii. 3 different test options iii. Widely used in the surrounding area including Arlington Heights, Prospect Heights and Berwyn, Wheeling and Des Plaines iv. Application process is handled by vendor, which would lessen department workload v. Test validated at threshold of 70 vi. 82% pass rate on the NCJOSI2 exam DC Griffin spoke with Village Attorney Lance Malina regarding the possibility of utilizing a score of 70 in light of the current hiring situation. He stated that due to the exigent circumstances as a public safety concern as well as the possible adverse impact a score of 80 has on the candidates, amending the passing score from 80 to 70 was recommended. It was advised that the Board would work expeditiously to amend the Rules and Regulations in the near future to include the changes. After discussion of vendors and processes, the Board decided to select I/O Solutions as the vendor and use the NCJOSI2 Exam. A motion was made by Commissioner Busse and seconded by Commissioner Claussen to use I/O Solutions as the new recruit testing vendor and use the NCJOSI2 exam. Motion Unanimously Approved 9.3. VOTE ON FIRE DEPARTMENT CANDIDATES A motion was made by Commissioner Knee and seconded by Commissioner Claussen to remove candidate Nicholas Miura from the Eligibility List Motion Unanimously Approved 10 ADJOURNMENT - With no further business, a motion was made by Commissioner Bork and seconded by Commissioner Knee to adjourn the meeting at 7:05pm.
