HomeMy WebLinkAbout07/12/2008 CWC minutes MINUTES VILLAGE OF MOUNT PROSPECT COFFEE WITH COUNCIL SATURDAY, July 12, 2008 Community Center 1 st Floor Village Hall The meeting was called to order at 9:04 a.m. by Mayor Wilks. Trustee Arlene Juracek was present. Representing staff were Assistant Village Manager Dave Strahl and Police Chief John Dahlberg (arrived at 9:20 a.m.). Residents In Attendance Ken Koeppen South Linneman Jim Chylik Locust Street Mal Holec Quince Lou is Bowers Boxwood Carol Tortorello Elmhurst Avenue Gerald "Skip" Farley North Emerson Street Jeff Copland North Elm Street Thomas Tezky North School Street Ken Koeppen, South Linneman Street Mr. Koeppen recommended posting signs in fire lane parking areas stating the fine associated with the ordinance violation. He feels if the people see the cost it will discourage people from parking there. Mr. Koeppen also asked if the newly installed stop signs with flashing lights were permanent or will the flashing lights be removed. Mr. Strahl said the flashing lights were there to make people aware of the new sign and would eventually be removed. Jim Chvlik, Locust Street Mr. Chylik brought several issues to Coffee with Council. The first issue was regarding cars speeding on Palm between Busse and Tamarack since the stop sign was removed at Oakwood and Palm. Mayor Wilks said individual police enforcement could be used in the area. Mr. Chylik questioned how the Village determines the replacement of sidewalks. His concern is the sidewalks marked with an X indicating they are scheduled to be replaced are not as bad as other sidewalks. The sidewalk on Tamarack between Locust and Thornwood on the east side of the street is like gravel. Mr. Strahl will follow-up with Public Works on this matter. Mr. Chylik said he will bring a list of areas he feels need new sidewalks to the next meeting. Mr. Chylik asked if it was possible to turn the music down during the carnival. After a brief discussion, the Mayor said she will mention it to the Lions Club. He also asked if pedestrians have the right of way over bicycles on sidewalks. Mr. Strahl advised that pedestrians do have the rig ht of way. Mal Holec, Quince Street Mr. Holec said to keep up the good work on the water retention basin and the new fire station 14. His main concern was the Randhurst development and its success. He has visited other outdoor malls and is concerned traffic congestion will be an issue, as well as occupancy. He suggested the possibility of a circulating bus for the north and south end of town to bring people to the mall. Trustee Juracek said there is a transportation study being done. Mayor Wilks stated the company is committed to the mall project. Louis Bowers, Boxwood Louis Bowers asked if there is a regulation on when political signs can be displayed. Mayor Wilks stated there is no regulation. Assistant Village Manager Dave Strahl said the signs cannot be displayed on the parkway. Mr. Bowers reported he talked to the Chairman of the Association and if given a date, they will clear the parking spaces on Boxwood for sweeping. Chief Dahlberg will get Mr. Strahl the contact information. Carol Tortorello, S. Elmhurst Avenue Carol Tortorello commented on the great 4th of July parade and fireworks. She asked if they would consider throwing something other than candy during the parade. There was a general discussion on this topic. Gerald "Skip" Farley, North Emerson Street Mr. Farley asked if there was anything new on prohibiting right turns at the intersection of south east bound Rand at Mount Prospect Road. Chief Dahlberg said the timing on the signals was just recently further adjusted to try to alleviate traffic blocking Central Road. I.D.O.T. (Illinois Department of Transportation) continues to assert that prohibiting right hand turns from south east bound Rand Road onto south bound Mount Prospect Road, even during peak volume periods is not necessary. Sergeant Eterno, the Traffic Unit Supervisor, will continue working with I.D.O.T. to encourage a prohibition of right hand turns from south east bound Rand Road at Mount Prospect Road. Jeff Copland, North Elm Street Mr. Copland's main concern was Randhurst Mall and preserving what is there. He used the loss of Twin Lakes Miniature Golf as an example. Mr. Copland does not like the idea of Randhurst being an outdoor mall and is concerned with overbuilding like other towns. There was a general discussion regarding the redevelopment of Randhurst Mall. Thomas Tezky, North School St. Mr. Tezky also expressed his concern regarding available public transportation for Randhurst Mall. At 10:58 a.m., the meeting was adjourned. ) / '" /....,....
