Kensington Road Mount Prospect, Illinois 60056 (847) 870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS SPECIAL MEETING - January 25, 2023 OPEN SESSION MINUTES 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 2:45 PM AT THE FIRE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Mark Busse, Commissioner Jeanna Claussen, Commissioner Staff Present: Thomas Wang, Deputy Fire Chief Michael Vena, Battalion Chief Michael Eterno, Police Chief Timothy Griffin, Deputy Police Chief Lisa Schillinger, Executive Assistant 3 CITIZENS TO BE HEARD – None in attendance 4 POLICE DEPARTMENT – DISCUSSION AND VOTE TO APPROVE THE PROPOSED DATES, PROCEDURES, VENDOR AND READING LIST OF SERGEANTS PROMOTIONAL EXAMINATION PROCESS (see attached) Deputy Chief Griffin updated the Board on the proposed Sergeant’s Promotional Examination process. The Police Department is proposing renewing a contract with I/O Solutions, the vendor who has been used in the past. An orientation would be scheduled for February 14, 2023 at 9am at the Police Department and would include a presentation by DC Griffin as well as a representative from the Vendor to explain the promotional process in detail. The department also proposed a written examination date of May 2, 2023 at 9am, to be held at the Police Department Community Room. The Board was formally invited to the examination. The Board discussed the eligibility requirement to apply for the position of sergeant, and it was suggested that the language be clarified to read that a candidate is eligible three years from date of hire. DC Griffin proposed that the Reading List remain consistent from the last examination and the Board went through each book on the list as well as the topics of the policies and procedures on the list. As was discussed in a prior meeting, the Board revisited the topic of Officer input into the Merit and Efficiency Scoring. It had been decided prior that a panel of 7 officers, to be chosen by the Union, would score candidates in one category of the 4 forced matrices. Chairman Powers asked if the officer’s identities would be confidential. DC Griffin explained that the data would be confidential, but the identities would not. After discussion by the Board, Chairman Powers asked for a motion to approve the proposed dates, procedures, vendor and reading list of the Sergeants Promotional Examination process. Commissioner Claussen made a motion to approve the Sergeants Promotional Examination process as suggested by the Police Department including dates, procedures, vendor and reading list. Commissioner Busse seconded the motion. Motion Unanimously Approved 5 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION 5.1 Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 5.2 To Conduct Fire Department Background oral interviews Approved 03/06/2023 |Open Session 01-25-2023 A motion was made by Commissioner Busse and seconded by Commissioner Claussen to go into Closed Session at 3:09 pm. Motion Unanimously Approved Police Chief Michael Eterno,Deputy Police Chief Timothy Griffin and Executive Assistant Lisa Schillingerexcused themselves before the Board entered the Closed Session. Roll Call: Chairman James Powers, Commissioner Mark Busse, Commissioner Jeanna Claussen Staff Present: Deputy Fire Chief Thomas Wang, Battalion Chief Michael Vena A motion was made by Commissioner Claussen and seconded by Commissioner Busse to return to Open Session at 8:06 pm. Motion Unanimously Approved The Board returned to Open Session at 8:06 pm. Roll Call: Chairman Powers, Commissioner Busse, Commissioner Claussen Staff Present: Thomas Wang, Michael Vena 6 VOTE ON DETERMINATIONS MADE IN CLOSED SESSION AS TO WHICH FIREFIGHTER/PARAMEDIC CANDIDATES CAN PROGRESS IN THE PROCESS AND WHICH CANDIDATES WILL BE REMOVED FROM THE PROCESS A motion was made by Commissioner Claussen and seconded by Commissioner Busse to remove candidates who did not pass the oral interviews. Motion Unanimously Approved A motion was made by Commissioner Claussen and seconded by Commissioner Busse to advance candidates who passed the oral interviews. Motion Unanimously Approved A motion was made by Commissioner Busse and seconded by Commissioner Claussen to remove candidates who were not present at the oral interviews. Motion Unanimously Approved 7 ADJOURNMENT - With no further business, a motion was made by Commissioner Claussen and seconded by Commissioner Busse to adjourn the meeting at 9:12 pm.
