Kensington Road Mount Prospect, Illinois 60056 (847)870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS REGULAR MEETING December 05, 2022 OPEN SESSION MINUTES 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:45 PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Rockne Bork, Commissioner William Knee, Commissioner Excused: Mark Busse, Commissioner Jeanna Claussen, Commissioner StaffPresent:John Dolan,Fire Chief Michael Eterno, Police Chief Lisa Schillinger, BOFPC Secretary/Executive Assistant 3 APPROVAL OF OPEN SESSION MINUTES 3.1 Commissioner Knee made a motion to approve the open session minutes of November 7, 2022. Commissioner Bork seconded the motion. Motion Unanimously Approved 3.2 Commissioner Bork made a motion to approve the open session minutes of November 3, 2022 special meeting. Commissioner Knee seconded the motion. Motion Unanimously Approved 4 CITIZENS TO BE HEARD – No one in attendance. 5 FIRE DEPARTMENT UPDATE Fire Chief John Dolan updated the Board regarding the Elk Grove Rural FD district. The EGRFD has reached out to the Village Manager to discuss the IGA. An agreement (if signed), would likely take effect in March 2023. The Fire Department would need 6 new hires to accommodate the additional call volume within that district. The department has not received an update on the SAFER grant. 6 POLICE DEPARTMENT UPDATE Chief Eterno updated the Board on the retirement of Sergeant Dirk Ollech on 01/09/2023. As a result, the last candidate on the Sergeant’s Promotional List will replace Sergeant Ollech and the list will be exhausted. The department will be running another promotional process in 2023. Chief Eterno will discuss changes to the process with the Board before the process is initiated. John Welliver and Eric Kimbrough will start on 12/12/2022 and will be sworn in on either 12/12/2022 or 12/13/2022. Chairman Powers and Chairman Knee would be available for the swearing in. Three new recruits are currently in the hiring process to fill open positions. 7 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION 6.1 Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 6.2 Approval of closed session minutes of November 3, 2022 and November 7, 2022. 6.3 Semi-annual review of closed session minutes for release to the open session book for the period of June 2022 to November 2022. A motion was made by Commissioner Bork and seconded by Commissioner Knee to go into Closed Session at 5:55 pm. | Approved 1/9/2023 Motion Unanimously Approved All Commissioners and Staff present from Open Session were in Closed Session attendance. A motion was made by Commissioner Borkand seconded by CommissionerKneeto return to Open Session at 6:45pm. The Board returned to Open Session at 6:45 pm. Roll Call: Chairman Powers, Commissioner Bork, Commissioner Knee Also present: Michael Eterno, John Dolan, Lisa Schillinger 8 VOTE TO DESTROY OR RETAIN CLOSED SESSION AUDIO RECORDINGS PURSUANT TO THE OPEN MEETINGS ACT FOR THE PERIOD OF JANUARY 2021 THROUGH JUNE 2021 Commissioner Bork made a motion to destroy the closed session audio recordings for the period of January 2021 through June 2021. Commissioner Knee seconded the motion. Motion Unanimously Approved 9 VOTE TO RELEASE CLOSED SESSION MINUTES TO THE OPEN SESSION BOOK OR RETAIN IN CLOSED SESSION FOR JUNE 2022 THROUGH NOVEMBER 2022 MINUTES Commissioner Knee made a motion to retain the closed session minutes of June 2022 through November 2022 in the closed session book. Commissioner Bork seconded the motion. Motion Unanimously Approved 10 VOTE TO APPROVE THE FIRE DEPARTMENT ELIGIBILITY LIST Commissioner Bork made a motion to approve the fire department eligibility list. Commissioner Knee seconded the motion. Motion Unanimously Approved 11 OTHER BUSINESS - NONE 12 ADJOURNMENT - With no further business, a motion was made by Commissioner Bork and seconded by Commissioner Knee to adjourn the meeting at 6:47 pm.
