Kensington Road Mount Prospect, Illinois 60056 (847)870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS SPECIAL MEETING January 09, 2023 OPEN SESSION MINUTES 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:46 PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Rockne Bork, Commissioner Mark Busse, Commissioner Jeanna Claussen, Commissioner William Knee, Commissioner Staff Present: Michael Eterno, Police Chief John Dolan, Fire Chief Thomas Wang, Deputy Fire Chief Lisa Schillinger, BOFPC Secretary/Executive Assistant 3 APPROVAL OF OPEN SESSION MINUTES – Commissioner Bork made a motion to approve the Open Session Minutes of December 5, 2023 and Commissioner Busse seconded the motion. Motion Unanimously Approved 4 CITIZENS TO BE HEARD – No one in attendance. 5 FIRE DEPARTMENT UPDATE Fire Chief John Dolan updated the Board regarding the FEMA SAFER Grant. While the department was not awarded the grant, they will be moving forward with hiring candidates. Candidates were selected from the current Eligibility list to move forward in the process. More information will be forthcoming. The Elk Grove Rural Fire District Chief will be retiring February 28, 2023. They have reached out to the Village to discuss the IGA. 6POLICE DEPARTMENT UPDATE Chief Eterno discussed the swearing in of our three newest police officers. In addition, the department is looking to increase staffing levels by adding three new positions. He has spoken with the Mayor and Village Mayor regarding the increase. Chief Eterno provided handouts for the Police Training Institute where our recruits are currently enrolled. They contain the curriculum and also the new POWER test standards effective 01/01/2023, which the department uses to test candidates. Chairman Powers asked how many locations run the POWER test and Chief Eterno discussed the locations and where they are located. The Board discussed the tests and the standards. Commissioner Bork questioned Chief Eterno about the number of current sworn officers (87) and was informed that the total officers include the replacement of Sergeant Dirk Ollech, who retired on 01/09/2023. As a result, the last candidate, Officer Chris Berg, on the Sergeant’s Promotional List will replace th . The Sergeant Ollech and the list will be exhausted. His swearing in is scheduled for Wednesday, January 11 department will be running another promotional process in 2023 and has reached out to the Vendor, I/O Solutions. The Board will be receiving more information regarding the Sergeants test. Chief Eterno will discuss changes to the process with the Board before the process is initiated. 7 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION 7.1 Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 7.2 Discussion of Fire Department oral interview questions APPROVED 03/06/2023 | Open Session 01-9-2023 7.3 Approval of Minutes – Closed Session minutes of December 5, 2022. A motion was made by Commissioner Knee and seconded by Commissioner Bork to go into Closed Session at 5:58 pm. Motion Unanimously Approved All Commissioners and Staff present from Open Session were in Closed Session attendance. A motion was made by Commissioner Claussen and seconded by Commissioner Bork to return to Open Session at 6:41 pm. Motion Unanimously Approved The Board returned to Open Session at 6:41 pm. Roll call: Chairman Powers, Commissioner Bork, Commissioner Busse, Commissioner Claussen, Commissioner Knee Also present: Michael Eterno, John Dolan, Thomas Wang, Lisa Schillinger 8 VOTE TO APPROVE OR REJECT CHANGES TO FIRE DEPARTMENT ORAL INTERVIEW QUESTIONS Commissioner Knee made a motion to approve the discussed changes and Commissioner Claussen seconded the motion. Motion Unanimously Approved 9 VOTE TO DISPOSE OF AUDIO RECORDINGS OF OPEN SESSION MEETINGS FROM JUNE 2022 TO NOVEMBER 2022 Commissioner Knee made a motion to dispose of the open session audio recordings of June 2022 through November 2022 and Commissioner Claussen seconded the motion. Motion Unanimously Approved 10 OTHER BUSINESS – A review of the regular meeting schedule for the 2023 calendar year for the Board of Fire and Police Commissioners was discussed and it was decided that all regular meetings would be on the first Monday of each month at 5:45pm at the Police Department Administrative Conference Room. Exceptions were th of July holiday and Labor Day. The July meeting will be on July 10, 2023 and the September made for the 4 meeting will be on September 11, 2023. In addition, Chairman Powers requested that any potential changes to the Rules and Regulations be considered by the Commissioners. They will be discussed at a future meeting. 11 ADJOURNMENT - With no further business, a motion was made by Commissioner Bork and seconded by Commissioner Knee to adjourn the meeting at 6:50 pm.
