Kensington Road Mount Prospect, Illinois 60056 (847)870-5656 BOARD OF FIRE AND POLICECOMMISSIONERS REGULAR MEETING March 06, 2023 OPEN SESSION MINUTES 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:46 PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Rockne Bork, Commissioner Mark Busse, Commissioner Jeanna Claussen, Commissioner William Knee, Commissioner Staff Present: Michael Eterno, Police Chief John Dolan, Fire Chief Thomas Wang, Deputy Fire Chief Lisa Schillinger, BOFPC Secretary/Executive Assistant 3 APPROVAL OF OPEN SESSION MINUTES – Commissioner Knee made a motion to approve the Open Session Minutes of January 9, 2023 and Commissioner Claussen seconded the motion. Motion Unanimously Approved Commissioner Busse made a motion to approve the Open Session Minutes of January 17 & 18, 2023 and Commissioner Knee seconded the motion. Motion Unanimously Approved Commissioner Claussen made a motion to approve the Open Session Minutes of January 24 & 25, 2023 and Commissioner Knee seconded the motion. Motion Unanimously Approved 4 CITIZENS TO BE HEARD – No one in attendance. 5 FIRE DEPARTMENT UPDATE Chief Dolan updated the Board on new hire Katia Campos, who is currently in the Fire Academy. 6 POLICE DEPARTMENT UPDATE Chief Eterno updated the Board on new Officers Hansen, Golaris and Lopez who are doing well at the Academy. All of their exam results are above average and they are scheduled to graduate the end of April. Lateral Transfer Officers Welliver and Kimbrough are still in Field Training and they have adapted to the department very well. The Fire and Police Departments are partnering together again for a First Responder Academy beginning the first week of April. We are currently searching for candidates to attend. Commissioner Bork asked what age group attends the Academy and Chief Eterno explained that all high school aged kids are welcome to apply. Chief Eterno has submitted a request for two additional officers to the Village Manager’s office and the Finance Department, which was approved. The next step is to go before the Village Board. Commissioner Knee asked the Chief what would be the optimal number of officers. The Chief responded that a number in the low 90’s would be desirable. Numbers at that level would allow more special teams and units including a Traffic Unit and Special Response Team. In addition, an additional Investigator spot was created. The Chief would also like to partner with Federal agencies such as the DEA. Page | 1 Meeting Minutes 03-06-2023 OPEN SESSION 7 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION 7.1.Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 7.2. Approval of closed session minutes 7.2.a. Closed Session minutes of January 9, 2023 7.2.b. Closed Session minutes of January 17, 2023 7.2.c. Closed Session minutes of January 18, 2023 7.2.d. Closed Session minutes of January 24, 2023 7.2.e. Closed Session minutes of January 25, 2023 7.3. Discussion of Fire Department candidates in light of background, psychological, polygraph and medical examinations 7.4. Discussion of Police Department Sergeants Promotional Process A motion was made by Commissioner Bork and seconded by Commissioner Knee to go into Closed Session at 5:55 pm. Motion Unanimously Approved All Commissioners and Staff present from Open Session were in Closed Session attendance. A motion was made by Commissioner Bork and seconded by Commissioner Claussen to return to Open Session at 6:44 pm. Motion Unanimously Approved The Board returned to Open Session at 6:44 pm. Roll call: Chairman Powers, Commissioner Bork, Commissioner Busse, Commissioner Claussen, Commissioner Knee Also present: Michael Eterno, John Dolan, Thomas Wang, Lisa Schillinger 8 VOTE ON DETERMINATIONS MADE IN CLOSED SESSION AS TO WHICH FIREFIGHTER/PARAMEDIC CANDIDATES CAN PROGRESS IN THE PROCESS AND WHICH CANDIDATES WILL BE REMOVED FROM THE PROCESS Commissioner Knee made a motion to allow candidates A, B and C to continue in the process and to remove candidates D and E from the hiring process in light of psychological and polygraph findings and the determination that they would be or would not be an appropriate candidate for the Fire Department. Commissioner Claussen seconded the motion. Motion Unanimously Approved 9 NEW BUSINESS – A discussion of possible changes to the Rules and Regulations occurred and Chairman Powers asked Staff and Commissioners to review current Rules and Regulations and submit possible changes at the next Board meeting including the possible appointment of a Secretary of the Board. 10 ADJOURNMENT - With no further business, a motion was made by Commissioner Bork and seconded by Commissioner Knee to adjourn the meeting at 6:57 pm.
