Kensington Road Mount Prospect, Illinois 60056 (847)870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS REGULAR MEETING November 7, 2022 OPEN SESSION MINUTES 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:45PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Rockne Bork, Commissioner Mark Busse, Commissioner Jeanna Claussen, Commissioner William Knee, Commissioner Staff Present: Tom Wang, Deputy Fire Chief Michael Eterno, Police Chief Lisa Schillinger, BOFPC Secretary/Executive Assistant 3 CITIZENS TO BE HEARD – No one in attendance. 4 FIRE DEPARTMENT UPDATE Deputy Chief Wang informed the Board that the department has 92 applicants on the Eligibility Register. A total of 169 took the exam and 71 failed. Because of the changes to the requirements to apply, more applications were received, but more applicants failed the test than previously. The last hiring cycle resulted in 104 on the list. DC Wang asked if they are able to begin interviewing the new candidates. Commissioner Bork asked how many candidates remain on the current list. DC Wang stated that 104 candidates remain but is unsure of how many of those candidates would be interested in proceeding. Chairman Powers stated that the current list must be exhausted by interviewing remaining Eligibility Register candidates to determine if they will proceed and removing or hiring the current candidates before the Board can proceed with a new list. Deputy Chief Wang distributed a list of interview questions to be discussed during closed session. The department is proposing some updates to current questions to be discussed with the Board. 5POLICE DEPARTMENT UPDATE Chief Eterno updated the Board on the lateral applicant process. 5 candidates were interviewed by the BOFPC and all 5 candidates were placed on the Eligibility List, which was approved at the interviews. Two of the lateral applicants and two of the new recruit applicants were extended offers to move forward in the hiring process. Chaplain Russ Bechtold is retiring at the end of the year and will be recognized at the Village board meeting on 11/15/2022 as well as with a dinner reception with details forthcoming. 6 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION 6.1 Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 6.2 Discussion of Fire Department oral interview questions A motion was made by Commissioner Busse and seconded by Commissioner Claussen to go into Closed Session at 5:56 pm. Motion Unanimously Approved | Approved 12/5/2022 All Commissioners and Staff present from Open Session were in Closed Session attendance. A motion was made by Commissioner Bork and seconded by Commissioner Claussen to return to Open Session at 6:42 pm. The Board returned to Open Session at 6:42 pm. Roll Call: Chairperson Powers, Commissioner Bork, Commissioner Busse, Commissioner Claussen, Commissioner Knee Also present: Michael Eterno, Thomas Wang, Lisa Schillinger 7 OTHER BUSINESS Interview dates for FD Interviews were established for 11/21/2022 and 11/22/2022 and 12/5/2022 and 12/7/2022 at 3 pm. 8 ADJOURNMENT - With no further business, a motion was made by Commissioner Knee and seconded by Commissioner Bork to adjourn the meeting at 6:42 pm.
