Kensington Road Mount Prospect, Illinois 60056 (847) 870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS SPECIAL MEETING March 20, 2023 OPEN SESSION MINUTES 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:48 PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call: James Powers, Chairman Rockne Bork, Commissioner Mark Busse, Commissioner Jeanna Claussen, Commissioner Absent: William Knee, Commissioner Staff Present: Michael Eterno, Police Chief Timothy Griffin, Deputy Police Chief Thomas Wang, Deputy Fire Chief Heidi Neu, Director of Human Resources Lisa Schillinger, BOFPC Secretary/Executive Assistant 3 APPROVAL OF OPEN SESSION MINUTES Commissioner Bork made a motion to approve the Open Session Minutes of March 6, 2023 and Commissioner Busse seconded the motion. Motion Unanimously Approved 4 CITIZENS TO BE HEARD – No one in attendance. 5 FIRE DEPARTMENT UPDATE Deputy Chief Wang updated the Board on FF Campos, who is currently in the Fire Academy. DC attended Chief’s day at the Academy and was informed that she was doing very well and has been nominated Squad Officer. 6 POLICE DEPARTMENT UPDATE Chief Eterno updated the Board on new Officers Hansen, Golaris and Lopez who are doing well at the Academy and will be graduating April 27th. The Fire and Police Departments are partnering together again for a First Responder Academy for Teens and a total of 17 participants have registered and it will begin on April 6th. Chief Eterno will be going before the Village Board tomorrow evening to ask for an additional 2 officers for 2023. Commissioner Bork asked what the current headcount is and Chief Eterno responded 88. 6 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION A motion was made by Commissioner Bork and seconded by Commissioner Busse to go into Closed Session at 5:51 pm. Motion Unanimously Approved All Commissioners and Staff present from Open Session were in Closed Session attendance. Page | 1 Meeting Minutes 03-20-2023 OPEN SESSION 7.1. Personnel 5 ILCS 120/2(c)(1) -The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 7.2.Approval of closed session minutes 7.2.a. Closed Session minutes of March 6, 2023 7.3. Discussion of Police Department candidate 7.4. Discussion of Police Department Sergeants Promotional Process A motion was made by Commissioner Bork and seconded by Commissioner Claussen to return to Open Session at 6:38 pm. Motion Unanimously Approved The Board returned to Open Session at 6:38 pm. Roll call: Chairman Powers, Commissioner Bork, Commissioner Busse, Commissioner Claussen Also present: Michael Eterno, Timothy Griffin, Thomas Wang, Heidi Neu, Lisa Schillinger 8 OLD BUSINESS – 8.1 Discussion of possible changes to Rules and Regulations – Discussion was tabled until the May meeting. In addition, it was proposed and agreed upon to cancel the April meeting. 9 NEW BUSINESS – VOTE TO REMOVE A POLICE CANDIDATE FROM THE ELIGIBILITY LIST DUE TO NO RESPONSE TO ATTEND THE PSYCHOLOGICAL, MEDICAL, POLYGRAPH AND BACKGROUND EXAMINATIONS A motion was made by Commissioner Claussen to remove Matthew Tolmie from the Eligibility list due to no response to proceed through testing and Commissioner Bork seconded the motion. Motion Unanimously Approved 10 ADJOURNMENT - With no further business, a motion was made by Commissioner Busse and seconded by Commissioner Bork to adjourn the meeting at 6:41 pm.
