ORDINANCE NO. 841
AN ORDINANCE AMENDING CHAPTER 21, BUILDINGS, of
MUNICIPAL CODE of the VILLAGE OF MOUNT PROSPECT,
COUNTY OF COOK, BY ADDING THERETO A.RTICLE IV
ELECTRICAL INSTALLATIONS.
WHEREAS, the Electrical Commission of the Village of Mount
Prospect has heretofore been established for the purpose of proposing the
adoption of electrical regulations for said village, and
WHEREAS, said Commission has heretofore met and proposed the
following regulations to be adopted by the Village, and
WHEREAS, the President and Board of Trustees approve of the
recommendations of the Electrical Commission of said Village and believe
it to be of the best interest of said Village that the regulations herein-
after set forth be in fact adopted by the Village as its regulations for
the Village,
NOW, THEREFORE, BE IT ORDAINED by the President and Board ot
Trustees of the Village of Mount Prospect, County of Cook, Illinois:
SECTION 1. That Chapter 21 Buildings of the Municipal Code
of the Village of Mount Prospect be amended by adding thereto the following:
.ARTICLE IV - Electrical Installations
Section 21.401. Rules A.dopted. The following rules are
hereby adopted as safe and practical standards for the installation,
alteration and use of electrical equipment in the village.
A. - The rules and regulations of the Chicago Electrical Code
of 1958 and amendments theretofore (Chapters 86, 86.1, 87, 88)
except as to regulations contained therein relating to signs.
However, provisions of this article or amendments thereto
shall govern and control in case of conflict.
B. - The rules and regulations regarding the installation,
alterations and use of electrical equipment as last adopted
by the Electrical Code of this village, namely,
1. - That the service wires and service switch on all
residential installations be at least 100 ampere capacity.
2. - Circuit Requirements. That in single family residences,
the main service entrance equipment shall consist of a single
disconnect of not less than 100 ampere capacity which shall
serve a circuit box containing a minimum of eight circuits,
six of which must be in use for a~ dwelling unit having
1,000 square feet or less floor area.
3. - Receptacle Requirements. In single family residences
no more than ten receptacles or outlets shall be tied into
a~ one circuit. This provision shall not be deemed in
conflict with Section 76-210.15 Paragraph "Bn of the Chicago
Electrical Code.
4. - Kitchen Requirements. There shall be a minimum of two
20-ampere appliance circuits in the kitchen of any dwelling.

5. - Special permission for service and entrance cable.
Service and entrance cable may only be used for revision
work and then only by special permission of the chief
electrical inspector.
6. - Outlet Requirements. In single family residences
there shall be at least one outlet on each wall except in
bathrooms, closets, hall areas, garages and basements.
C. - The Chief Electrical Inspector shall maintain three
copies of the Chicago Electrical Code on file in his office
at all times; the same to be available for public inspection
during all regular business hours.
Section 21.402 - Permits. No electrical equipment shall be
installed or altered within the Village unless a permit for such installation
or alteration be first issued by the Chief Electrical Inspector.
Section 21.403 - Definition. The term "electrical equipment"
as used in this article means conductors and equipment installed for the
utilization of electricity supplied for lights, heat or power, but does
not include radio apparatus or equipment for wireless reception of sounds
and signals, nor ordina~ household appliances such as toasters, vacuum
cleaners, washing machines, and does not include apparatus, conductors,
and other equipment installed for or by public utilities, including common
carriers, which are under the jurisdictinn of the Illinois COMMerce
Commission, for use in their operation as public utilities.
Section 21.404 - Applications. No permit for the installation,
alteration and use of electrical equipment shall be issued except pursuant
to an application therefore made out on a printed form, to be furnished by
the Chief Electrical Inspector, or his duly authorized deputy, and submitted
to the electrical inspection department, and upon the payment of a fee in
advance, as hereinafter provided.
This application for each permit shall contain the name of
the owner, or user of electrical equipment to be installed, altered or used,
and the location of the premises where such installation or alteration is
to be made by street and number, and a detailed description and plan of the
work to be done.
Section 21.405 - Fees. The following fees shall be paid for
the inspection by the electricar-inspection department of all electrical
equipment installed or altered within the Village.

E. - Minimum Inspectinn Fee. No inspection shall be made for
a less amount than $4.50. All fees herein provided for shall be paid to
the Village before a permit is issued.
Section 21.406 - Re-Inspection.
A.. - The electrical inspector shall make periodically a thorough
re-inspection of the installation in buildings of all electric wiring,
electric devices and electric material now installed or that may herein-
after be installed, within the Village of Mount Prospect, and when the
installation of any such wiring, devices or material is found to be in a
dangerous or unsafe condition the person, firm or corporation owning, using
or operating the same shall be notified, and shall make the necessary repairs
or changes required to place such wiring, devices and material in a safe
condition and have such work completed within fifteen days, or any longer
period specified by the electrical inspector in said notice. The electrical
inspector is hereqy empowered to disconnect or order the discontinuance of
electrical service to such wiring, devices or material so found to be
defective, until the installation of such wiring, devices and material has
been made safe as directed by the electrical inspector.
i ~. - Each re-inspection of any overhead, underground, or
,I interior wires, or equipment shall be charged for according to the time
Ii required for such re-inspection by the electrical inspection department,
Ii at the rate of $4.25 an hour.

Iii Whenever extra inspections are made on account of inaccurate or incorrect
I. information, failure to make neeessa~ reports, or faulty construction,
a charge of $4.25 per hour shall be made by the electrical inspection
i department for time consumed in making extra inspections.

Section 21.407 - Certificates of Approval.
A. - The electrical inspector shall issue a certificate of
approval after each inspection in which the wiring or apparatus is found
to be in compliance with the terms of this Article and with the rules
adopted.
B. - The Chief Electrical Inspector shall issue a final
certifieate of approval after the completion of installation of all wiring
or all apparatus if said work is found to be in full compliance of the
terms of this Article and with the rules adopted.
C. - It shall be unlawful to use or turn on power into,
or induce a~ electric current to flow through any wires or equipment
hereafter installed for which certificate has not been issued.
Section 21.408. Appeals from the decisions of the Chief
Electrical Inspector.
In case of a dispute between the applicant and the Chief Electrical
Inspector about any installation, maintenance or repair, the applicant
may appeal the decision to the President and Board of Trustees of the
Village and in which event the President and Board of Trustees shall
refer the dispute to the Electrical COMMission for its recommendation
prior to making any decision.
Section 21.409. Penalty. Any person, firm or corporation
violating any provision of this Article shall be fined not less than
$10.00 nor more than $200.00 for each offense and a separate offense
shall be deemed committed on each day during or on which a violation
occurs or continues.
SECTION 2. This ordinance shall be in full force and
effect from and after its passage, approval and publ~ation according
to law.
