Mark 5 Years Daniel Jones 5 Years Carolyn Weiand 5 Years PROCLAMATIONS: Mayor Farley presented a proclamation that expressed SUPPORT UNITED the.support of the Village for the 1993/94 United WAY Way Fund Raising Drive. STAY IN SCHOOL Mayor Farley proclaimed the month of October as MONTH "Stay in School Month". PRESENTATION: Sgt. Kevin Condon, representing the Mount Prospect RAPP Police Association presented a check in the amount of $894.00 to Arlington Heights Police Chief Rodney Kath, representing RAPP. This contribution will help fund the activities involved with sponsoring an alternative life-style to former members of gangs. CLASS "R" LIQUOR A request was presented from the'new owners of Jang LICENSE: JANG SO0 Soo Restaurant, 1144 South Elmburst Road, to 1144 S.ELMHURST - transfer the Class "R" liquor license from Jang Soo PUSAN RESTAURANT to the new owners of the restaurant to be known as Pusan Restaurant at the same address. Trustee Corcoran, seconded byTrustee Clowes, moved to permit the new owners of the restaurant located at 1144 South Elmhurst Road to continue doing business under the existing Class "R" liquor license. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. : OOMMUNICATION~/qNDPETITION~ - CITIZENS TO BE HEARD LIONS PARK Bill Walters, representing the Mount Prospect Park SCHOOL District, and Betty Launer, representing Mount Prospect School District 57, explained that these two entities had reached an agreement relative to sharing the land necessary to build a new Lions Page 2 - September 21, 1993 Park School, provided the referendum on the November ballot passed. It was noted that additional parking would be provided on what is now Park District property immediately north of Moehling Drive. Those using the parking lot would have egress and ingress off Maple Street. TRUSTEE COlfliBHTS Trustee Clowes, stated that the booklet uFighting Back" is available from School District 214; that there is support in other communities for zero tolerance relative to minors and alcohol as well as support for a Keg I.D. program; and, the TAP Mount Prospect group will meet Saturday, September 25th at 9:00 AM. OLD BUSINESS ZBA 62-V-93, 950 N.El~hurst Rd/150 W. Rand Rd. ZBA 62-V-93 An Ordinance was presented for first reading that 950 N.EI/~HURST/ would grant a variation to allow 109 parking 150 W. RAND RD spaces, rather than the minimum 132 required, for this office building. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. Trustee wilks, seconded by Trustee Clowes, moved to waive the rule requiring two readings of an Ordinance. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. Trustee Wilks, seconded by Trustee Clowes, moved ORD.NO. 4588 for passage of Ordinance No. 4588 AN ORDINANCE GRANTING A VARIATION FOR PROPERTY LOCATED AT 950 SOUTH ELMHT ROAD/ 150 WEST RAND ROAD Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. ZBA 63-V-93, 300 South George Street ZBA 63-V-93 An Ordinance was presented for first reading that 300 S. GEORGE ST would grant a variation to allow a driveway width of 21 feet, rather than the maximum of 15 feet permitted for a one-car garage. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. Trustee Hoefert, seconded by TrusteeCorcoran, moved to waive the rule requiring two readings of an Ordinance. GEORGE STREET Upon roll ca~l: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. ZBA 66-SU-93 ZBA 66-SU-93, 740 E. Rand Road (Courtesy Home 740 E. RAND ROAD Center) An Ordinance was presented for first reading that would grant an amendment to the Planned Unit Development governing this property. The proposed amendment would delete the authorized self-storage facility and permit an enclosure for outside storage of building materials as an accessory use for Menard's Home Improvement Center. The subject property is currently occupied and owned by Courtesy Home Center. The Zoning Board of Appeals recommended granting the request by a vote of 6-0. Richard Benson, 220 Auto,mn Lane and President of the Harvest Heights Homeowners Association, asked that the Ordinance include the requirement for Menard's to extend the fence from the single family homes to their new fence, which will be set back 78 feet and address the question of lighting and hours that the security lights will be on. This Ordinance will be presented for second reading on October 5th. AMEND CH. 14 An Ordinance was presented for second reading that ZONING would amend Chapter 14 "Zoning" in its entirety. oRD.NO. 4590 Trustee Wilks, seconded by Trustee Hoefert, moved for passage of Ordinance No. 4590 AN ORDINANCEAMENDING CHAPTER 14 ENTITLED "ZONING" IN ITS ENTIRETY Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. AMEND CH. 15 An Ordinance was presented for second reading that LANDSCAPE would amend Chapter 15, "Landscaping Requirements", REQUIREMENTS in its entirety by deleting it from the Village Code, since the text will be included in the new Chapter 14 "Zoning". ORD.NO. 4591 Trustee Wilks, seconded by Trustee Hoefert, moved for passage of Ordinance No. 4591 AN ORDINANCE AHENDING THE VILTAGE CODE · BY DELETING CHAPTER 15 "LANDSCAPING REQUIREMENTS" Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. Page 4 - September 21, 1993 hew ZBA 68-V-93, 1400 East Central Road (St. Emily's ZBA 68-V-93 School) 1400 E.CENTRAL The Petitioner is requesting a variation to increase ST.EMILY'S the existing lot coverage of 60.6% to 61.2% for an SCHOOL addition to the school. The Zoning Board of Appeals recommended granting this request by a vote of 5-0, with one abstention. Trustee Wilks, seconded by Trustee Clowes, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 68-V-93. An Ordinance will be presented for first reading on October 5th. ZBA 69-V-93, 1745 Verde Drive ZBA 69-V-93 The Petitioner is requesting a variation to allow 1745 VERDE DR a 775 square foot garage, instead of the permitted 600 square feet, in order to allow for an addition to the garage for storage. Trustee Hoefert, seconded by Trustee Corcoran, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 69-V-93. ZBA 73-V-93, 904South Owen Street ZBA 73-V-93 The Petitioner is requesting a variation to 904 S. OWEN allow a driveway width of 22 feet, instead of the maximum of 15 feet, in order to provide for a parking pad. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. Trustee Hoefert, seconded by Trustee Wilks, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 73-V-93. Christian Life College, 400 East Gregory Street CHRISTIAN The Petitioner is requesting a modification from LIFE CO?XmGE: the Development Code to waive the requirement 400 E. GREGORY to install the sidewalks required on Rand Road, due to the addition to the church presently underway. The Plan Commission recommended granting the modification requested. Trustee Skowron, seconded by Trustee Wilks, moved to concur with the recommendation of the Plan Page 5 - September 2I, 1993 Commission and waive the requirement to install sidewalks on Rand Road. An Ordinance will be presented October 5th for first reading along with a Resolution authorizing execution of a Restrictive Covenant. SPECIAL SERVICE An Ordinance was presented for first reading that AREA NO. 7 would authorize the creation of Special Service Area No. 7. The Special Service Area would increase taxes for specific apartment complexes for the purpose of providing additional services on the south side of town such as additional building inspectors, additional police officers, etc. The Ordinance presented established the date of October 5th as the date for a Public Hearing on this subject. Ernest Lasse, 805 S. Elm, expressed his opposition to the creation of the proposed Special Service Area. This Ordinance will be presented October 5th for second reading. LINNEMAN ROAD A Resolution was presented that would authorize IMPROVEMENT the Village to make application for STP funds for the Linneman Road improvement. RES.NO. 38-93 Trustee Hoefert, seconded by Trustee Corcoran, moved for passage of Resolution No. 38-93 A RESOLUTION AUTHORIZING ANAPPLICATION BE SUBMITTED TO THE NORTHWEST MUNICIPAL CONFERENCE FOR SURFACE TRANSPORTATION PROGRAM (STP) FUNDING FOR THE LINNEMAN ROAD IMPROVEMENT Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. VILLAGE MAN~GER,S REPORT DES PLAINES RIVE Village Manager Michael E. Janonis asked that the' BACKWATER CONTROL Board consider increasing the contract amount with VALVE PROJECT: Glenbrook Excavating by $19,484.00 to cover GLENBROOK additional work necessary at the Des Plaines River EXCAVATING backwater control valve project. Trustee Hoefert, seconded by Trustee Corcoran, moved to concur with the recommendation of the administration and authorize the contract with Glenbrook Excavatinq be increased by $19,484.00 for additional work performed in conjunction with the Des Plaines River backwater control valve project. Janonis informed the Board that the furniture DISPOSE OF and miscellaneous office equipment recently VILLAGE OWNED authorized for disposition to the highest bidder PROPERTY is still in the possession of the Village due to the fact that no bids were received. Various options were discussed, however, the Board stated that if no charitable organization wanted these items, it would be best to leave everything in the old Public Works Building and let the demolition company include it all in salvage. Trustee Hoefert asked that the administration to do their best to reduce the chance that these items do .not become part of a landfill. AN~ OTHER BUSINESS It was noted that the Village Manager had provided CEh'£~ALROAD information regarding traffic enforcement along TRAFFIC Central Road. Trustee Hoefert, stated that since ENFORCEMENT more than 62 vehicles were issued citations for exceeding the speed, limit, the Village may want see if raising the speed limit would be appropriate. The possibility of more active enforcement was suggested. E~TIVB SESSION Trustee Hoefert, seconded by Trustee Wilks, moved EXECUTIVE to go into an Executive Session for the purpose SESSION of discussing Litigation, Property Disposition and Personnel. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. The Board went into Executive Session at 9:10 P.M. Mayor Farley reconvened the meeting at 10:27 P.M.
