CALL TO ORDER Mayor Paul Hoefert, in the boardroom at Village Hall, 50 S. Emerson Street, called the meeting to order at 7:03 p.m. Members present upon roll call: Mayor Paul Hoefert, Trustee Agostino Fil i ppone, Trustee John Matuszak, Trustee Richard Rogers and Trustee colleen Saccotelli Trustees Terri Gens and Michael Zadel were absent. 2. APPROVAL OF MINUTES 2.1 Minutes of the Joint Village Board and Finance Commission Workshop - October 11, 2022 Motion by Colleen Saccotelli second by John Matuszak to approve the Joint Village Board and Finance commission minutes of October 11, 2022: Aye: Agostino Filippone, John Matuszak Richard Rogers, Colleen Saccotelli Absent: Terri Gens, Michael Zadel Nay: None Final resolution: Minutes approved. 3. CITIZENS TO BE HEARD None 4. DISCUSSION ITEMS 4.1 Chapter 11 "Merchants, Businesses, occupations and Amusements" Code Amendment Discussion Assistant Village Manager Nellie Beckner presented for discussion, amendments to Chapters 10 and 11 of the Village code. Ms. Beckner stated an extensive review of these two Chapters were identified as a goal in the 2021-2022 Strategic Plan. Chapter 10 regulates licenses and permits as it applies to businesses and occupations licenses only. Staff proposes to eliminate Chapter 10 in its entirety and combine Chapter 10 with Chapter 11 as Article III, "License Revocation and Denial." Ms. Beckner continued, stating the subject matter in Chapter 11, "Merchants, Businesses, Occupations and Amusements," regulates application procedures, contractor licenses and penalties and fees. Ms. Beckner stated the majority of Chapter 11 was written in the 1980s. Staff finds this portion of the code to be dated, using old terminology and outdated uses, is redundant in nature and contains needlessly excessive content. The proposed amendments include reducing Chapter 11 from 41 Articles and 111 different fee classifications to 12 Articles and 35 fee classifications. The result will be content that is easier for residents to comprehend and easier for staff to explain. Ms. Beckner explained the process staff undertook to complete a thorough assessment of the current Chapter 11 regulations that included review by the Village legal team, feedback from departments and comparisons to similar communities. Ms. Beckner outlined and explained the proposed amendments to Chapter 11. The redline document of the proposed amendments to Chapter 11 was included in the agenda packet for review. Ms. Beckner answered questions from the Board. Ms. Beckner stated the ordinance will be presented to the Board in the first quarter of 2023 for additional discussion and final approval. ANY OTHER BUSINESS Mayor Hoefert announced Coffee with Council is Saturday, November 12, beginning at 9:00 a.m. in the Farley Community Room. 7. ADJOURNMENT There being no further business to discuss, Mayor Hoefert asked for a motion to adjourn. Trustee Rogers, seconded by Trustee Matuszak, moved to adjourn the meeting.
