MAYOR'S BEPORT PRESENTATION: Dolores Haugh, representing, the Mount Prospect FIRE PROTECTION Historical Society presented a copy of an article MIISEUM: which recently appeared in a national publication 101 S. MAPLE ST acknowledging the method of fire protection used in the new museum, 101 South Maple. Dolores expressed appreciation to staff and all involved with this process. PRESENTATION: Police Chief Pavlock.presented Post Director EXPLORER AWARDS Michael Salatino and Officer Lee of Mount Prospect Police Explorer Post 323. Members of the Explorers range from 14 to 21 years of age. It was noted that our Post participated in the Illinois Law Enforcement Explorer Conference in Champaign, and won trophies for First and Fifth Place in Pistol Competition and Second Place in Surveillance. AMEND CH. 5 Mayor Farley presented an Ordinance for first SPECIAL EVENTS reading that would amend Chapter 5 of the Village COMMISSION Code by creating a Special Events Commission. Trustee Wilks suggested that instead of having the initial 5 different terms (1 through 5 year terms) the members of this Commission should have shorter terms, up to 3 years. Trustee Wilks also asked that the Mayor consider appointing members of existing civic organizations to this Commission. Trustee Corcoran, seconded by Trustee Clowes, moved to waive the rule requiring two readings of an Ordinance. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. ORD.NO. 4573 Trustee Corcoran, seconded by Trustee Hoefert, moved for passage of Ordinance No. 4573 A_NORDINA_NCEAMENDING CHAPTER 5 OF THE VILLAGE CODE TO CREATE A sPECIAL EVENTS COMMISSION Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. TRUSTEE CO~fl4ENTS' CONGRATULATE Trustee CloWes noted that Police Chief Pavlock CHIEF PAVLOCK & will assume the position of President of the JOYCE SKURLA Illinois Police Chiefs Organization. Trustee Clowes also noted that Joyce Skurla, Village Network 50 Employment Coordinator, is the recipient of the Clyde Murray Award for Excellence. Trustee Clowes and members of the Board all expressed their congratulations to these employees on their accomplishments and recognition received. Page 2 - August 3, 1993 OLD BUSINESS ZBA 44-V-93,. 628 Bob-O-Link ZBA 44-V-93 /Ln Ordinance was presented for second reading 628 BOB O LINK that would grant a variation to allow a front yard setback of 20 feet, instead of the minimum of 30 feet, in order to allow an existing porch to remain. Also requested is a variation to allow a second driveway to be added off Forest Avenue. The Zoning Board of Appeals recommended granting these requests by a vote of 6-0. Trustee Wilk%, seconded by. Trustee Clowes, moved ORD.NO. 4574 for passage of Ordinance No. 4574 D/~ ORDINANCE GRANTING A VARIATION FOR PROPERTY COMMONLY KNOWN AS 628 BOB-O-LINK Upon roll call: Ayes: Clowes, Skowron, Wilks, Farley Nays: Corcoran, Hoefert Motion carried. ZBA 45-Z-93, 1022 Linneman Road ZBA 45-Z-93 ~tn Ordinance was presented for second reading 1022 LINNEMANRD that would rezone the subject property from R-X to R-1 (Single Family). The Zoning Board of Appeals recommended granting this request by a vote of 6-0. Trustee Wilks, seconded by Trustee Clowes, moved ORD.NO. 4575 for passage of Ordinance No. 4575 AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. Elmhurst Place Subdivision The El~urst Place Plat of Subdivision was EL55{URST PLACE presented.. This subdivision will create 7 SUBDIVISION single family lots. The Plan Commission considered this subdivision and recommended approval. Trustee Corcoran, seconded by Trustee Wilks, moved to authorize the Mayor to sign and Clerk to attest his signature on the Elmhurst Place Plat of Subdivision. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion.carried. An Ordinance was presented for first reading that MODIFICATIONS would allow a modification from the Development FROM CH. 16 Code for the Elmhurst Place Subdivision relative (DEVELOPMENT to lot depth and to waive the requirement to CODE) install certain public improvements. The Plan Commission recommended granting these requests provided a Restrictive Covenant be executed guaranteeing installation of the required public improvements when required by the Village. RESTRICTIVE A Resolution was presented that would authorize COVENANT execution of a Restrictive Covenant governing the ~lmhurst Place Subdivision. RES.NO. 32-93 Trustee Corcoran, seconded by Trustee Hoefert, moved for passage Of Resolution No. 32-93 A RESOLUTION AUTHORIZING EXECUTION OF A RESTRICTIVE COVENANT FOR PROPERTY COMMONLY KNOWN AS THE EL~5{URST PLACE SUBDIVISION Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. NEW BUSINESS ZBA 57-V-93 ZBA 57-V-93, 504 SOuth Main Street The Petitioner is requesting a variation to allow a room addition to be built, within 6.83 feet of an accessory structure, rather than the required 10 feet. The Zoning Board of Appeals recommended granting this request by a vote of 7-0. Trustee Corcoran, seconded by Trustee Hoefert, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 57-V-93. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. An Ordinance will be presented August 17th for first reading. Page 4 - August 3, 1993 ZBA 58-V-93, 423 South Pine Street ZBA 58-V-93 The Petitioner is requesting a variation to allow 423 S. PINE ST a six foot service walk to encroach into the side yard. The Zoning Board of Appeals recommended granting this variation by a vote of 6-1. · It was noted that the subject property is a corner lot and that the Petitioner would like to use this area, which is located off the kitchen, in order to have access to a grill and to be able to watch their children. The playable area of the property is off the garage and not visible from the house. The'next door neighbor stated that drainage problems · had been resolved to his satisfaction and he did not oPPose this service walk. Trustees Corcoran and Hoefert stated that they could not support the request due to the fact that they did not feel the Petitioner demonstrated a hardship and they do not support additional impervious surfaces. Trustee Clowes, seconded by Trustee Skowron, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 58-V-93. Upon roll call: Ayes: Clowes, Skowron, Wilks, Farley Nays: Corcoran, Hoefert Motion carried. An Ordinance will be presented August 17th·for first reading. ZBA 59-V-93, 221 North Eastwood ZBA 59-V-93 The Petitioner is requesting a variation to allow 221 N. EASTWOOD 'an exterior side yard setback of 9' 9", instead of the required 20', in order to replace a detached garage. The Zoning Board of Appeals recommended denying this request by a vote of 3-4. It was noted that the subject property is a 50 foot wide lot and that while the house faces Eastwood, the driveway is off Isabella. The Petitioner would like to replace the existing garage with a larger building. He also noted that if he met the requirements of the Code, the driveway and garage would take the entire rear yard. The Petitioner also stated that if the variation is denied he would be permitted to repair the old structure. Neighbors expressed support for the Petitioner's request. Members of the Board expressed concern that the Petitioner's vehicle may block the sidewalk and stated that they would prefer improvements meet the requirements of the Code. '-' Trustee Skowron, seconded by Trustee Clowes, moved to grant the variation requested in ZBA 59-V-93. Upon roll call: Ayes: Clowes, Skowron, Farley Nays: Corcoran, Hoefert, Wilk$ Motion failed. Page 5 - August 3, 1993 ZBA 60-SU-93 ZBA 60-SU-93, Circuit City - Randhurst CIRCUIT CITY: The Petitioner is requesting a special use to RANDHURST allow a satellite antenna. The Zoning Board of Appeals recommended granting the request in ZBA 60-SU-93. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks · Nays: None Motion carried. An Ordinance will be presented August 17th for first reading. MFT FUNDS A Resolution was presented that would appropriate $500,000 from the Motor Fuel Tax Funds for the purpose of reconstructing the following: Apache Lane from Boulder Drive to Burning Bush Lane Boulder Drive from Apache Lane to Burning Bush Lane Haven Street from Douglas Avenue to Meier Road RES.NO. 33-93 Trustee Wilks, seconded by Trustee Corcoran, moved for passage of Resolution No. 33-93 A RESOLUTIONAPPROPRIATING MOTOR FUEL TAX FUNDS Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Sk0wron, Wilks Nays: None Motion carried. VILLAGZ F~a-NAGZR'S REPORT CHANGE WORK ORDER: Village Manager Michael E. Janonis presented a EMERSON SEWER request for a change work order for the stormwater REPLACEMENT management program to include the combined sewer on Emerson between Gregory and Highland. It was noted that Ganna Construction has agreed to add this additional work to the project for an additional cost of $110,825 for a total project cost of $3,929,357.50. GANNA CONSTRUCTION Trustee Wilks, seconded by Trustee Skowron, moved to concur with the recommendation of the administration and authorize the replacement of the combined sewer on Emerson Street, between Highland and Gregory, by Ganna Construction at a cost not to exceed $110,825.00. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. Mr. Janonis announced that the street re-surfacing program is complete and the reconstruction program will begin within the next 4 weeks. The Village Manager also stated, for informational purposes, that there had been a water main break under Weller Creek and that he had given authorization for emergency repairs, which repairs cost $3,500.00.
