A RESOLUTION APPROVING THE THIRD SUBSTANTIAL AMENDMENT
TO THE COMMUNITY DEVELOPMENT BLOCK GRANT ACTION PLAN FOR PROGRAM
YEAR 2019
WHEREAS, on August 7, 2019, the Village of Mount Prospect Board of Trustees approved
the Community Development Block Grant Annual Action Plan for Program Year 2019, which
runs from October 1, 2019 to September 30, 2020; and
WHEREAS, the Village of Mount Prospect Board of Trustees approved the first substantial
amendment to the 2019 Action Plan on July 7, 2020 to receive an allocation of Community
Development Block Grant Coronavirus (CV1) funds from the United States Department of
Housing and Urban Development in the amount of $154,667; and
WHEREAS, the Village of Mount Prospect Board of Trustees approved the second
substantial amendment to the 2019 Action Plan on March 2, 2021 to receive an allocation
of Community Development Block Grant Coronavirus (CV3) funds from the United States
Department of Housing and Urban Development in the amount of $303,927; and
WHEREAS, in the second substantial amendment to the 2019 Action Plan, the Village of
Mount Prospect committed the Community Development Block Grant Coronavirus (CDBG-
CV) funds to public services activities in the amount of $204,667 and to economic
development activities in the amount of $253,927; and
WHEREAS, the Village of Mount Prospect has prepared the Third Substantial Amendment
to the 2019 Action Plan according to the requirements of the Village's Citizen Participation
Plan, in order to adjust the budget for certain public services activities; and
WHEREAS, the Mayor and Board of Trustees have determined that the Third Substantial
Amendment to the Action Plan for Program Year 2019 is consistent with the goals and
priorities described in the Village Consolidated Plans and with the purpose of the
Community Development Block Grant Program to develop viable urban communities by
providing decent housing and a suitable living environment, and by expanding economic
opportunities, principally for low- and moderate -income persons.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF
THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE
EXERCISE OF THEIR HOME RULE POWERS:

The Coronavirus Aid, Relief and Economic Security Act (CARES Act) (Public Law 116-136) makes available
$5 billion in supplemental Community Development Block Grant funding to prevent, prepare for, and
respond to Coronavirus (CDBG-CV). The Village of Mount Prospect is a grantee in receipt of CDBG-CV
funds from the Department of Housing and Urban Development (HUD) in the total amount of $458,594.
The CDBG-CV funds were awarded to the Village in two packages: CV1, announced in April 2020; and
CV3, announced in September 2020. The CDBG-CV funds have been available to use since the execution
of the funding agreement on September 21, 2020, and 80% of the funds must be expended by
September 21, 2023.
Certain CDBG requirements have been changed by HUD to expedite the use of the CDBG-CV funds:
• The public review period is reduced to no less than five (5) days;
Virtual public hearings are allowed when necessary to protect public health;
The public services cap of 15% is suspended; and
States and local governments may reimburse costs of eligible activities incurred for pandemic
response.
Spending must meet typical HUD requirements for the CDBG program, including fulfilling at least one
national objective, and using at least 70 percent of funds for activities that benefit low- and moderate -
income persons. HUD also requires each grantee to have procedures in place to prevent the duplication
of benefits when it provides financial assistance with CDBG-CV funds. The four broad categories of
eligible activities include:
• Buildings and Improvements, Including Public Facilities;
• Assistance to Businesses, Including Special Economic Development Assistance;
• Provision of New or quantifiably Increased Public Services; and
• Planning, Capacity Building, and Technical Assistance.
In July 2020, the Village completed the first round of substantial amendments for both the 2015-2019
ConPlan and the 2019 AAP. The first amendment committed CV1 funds ($154,667) to public services,
such as rental assistance and emergency food for low and moderate -income households. The second
amendment completed in March 2021 committed CV3 funds ($303,927) to public service and economic
development activities. The substantial amendment that follows is the Village of Mount Prospect's third
round of modifications to its 2019 Annual Action Plan (AAP), which will adjust the budget of certain
public services activities.
The Village's Citizen Participation Plan encourages residents, businesses, units of general government,
and community organizations to engage in a public process and provide comments on the substantial
amendment detailed below. Additions to the published document are indicated in blue highlights and
deletions are indicated with strike -through text.

In April 2020, the Village was notified that it will receive a special allocation of Community Development
Block Grant funds (CDBG-CV) to be used to prevent, prepare for, and respond to the Coronavirus. This
special allocation was authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act)
signed into law on March 27, 2020. The Village's allocation of CDBG-CV funds is $458,594.
The Village submitted a first substantial amendment to the 2015-2019 Consolidated Plan (ConPlan) and
the 2019 Annual Action Plan (AAP) to enable use of these funds during Program Year (PY) 2019. An
additional goal was added to the 2015-2019 ConPlan, three new projects were added to the 2019 AAP,
and one project was revised in the 2019 AAP, in order to maximize the use of the CDBG-CV funds for
community relief and recovery from COVID-19.
In the second substantial amendment to the 2019 AAP, two projects were revised to utilize additional
CARES Act funding awarded to the Village (CDBG-CV3). One project was cancelled at the request of a
subrecipient.
The stay-at-home order for the state of Illinois went into effect on March 21, 2020. In the subsequent
weeks, the Village consulted local businesses and community partners to learn how the pandemic is
affecting their operations and clientele. Respondents indicated measures that would provide immediate
relief for both businesses and residents that have been negatively impacted by the pandemic. The
Village has maintained regular communication with residents, social service providers, and local
businesses for the duration of the pandemic to understand community need and where to direct
additional CARES Act funds for maximum impact.
The first substantial amendment to the 2019 AAP was discussed at the Planning & Zoning Commission
virtual public meeting on June 25, 2020. An eight-day public review period took place from June 29
through July 6, 2020. The draft first substantial amendment was available on the Village website and
hard copies were available at Village Hall. The first substantial amendment to the 2019 AAP went to the
Village Board for Nwon July 7, 2020.
The second substantial amendment to the 2019 AAP was discussed at the Planning & Zoning
Commission virtual public meeting on February 11, 2021. A seven-day public review period took place
from February 11 through February 17, 2021. The draft second substantial amendment was available on
the Village website and hard copies were available at Village Hall. The second substantial amendment to
the 2019 AAP went to the Village Board for No on March 2, 2021.

The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) has suspended the 15% cap on
spending for public services for PY 2019. More than 15% of the CDBG-CV funds for PY 2019 were
allocated to meet increased demand for public services as a result of the COVID-19 pandemic. The
Village recognizes that the pandemic is a continually evolving public health situation requiring flexible
and rapid response, and notes that the CDBG-CV funds may be shifted between projects to best meet
the emerging needs of the community.

Description
The pandemic has increased demand for many public services while
at the same time diminishing organizational capacity to provide said
services. A portion of the Village PY 2019 CDBG-CV funds will be
used to allow sub -recipients to adapt their operations to safely serve
their clients and also meet increased demand for public services.
Additional funds will be directed to the CDBG-CV Public Services
project because social service partners and the Human Services
Department reported high demand for rental assistance for low- and
moderate -income households.

Chairman Donnelly called the meeting to order at 7:01 PM. Commissioner Fitzgerald made a motion
seconded by Commissioner Szymczak to approve the minutes from the Planning and Zoning Commission
meeting on June 9, 2022. The minutes were approved 7-0.
After hearing two items of new business, Chairman Donnelly introduced the final item of business, the
Community Development Block Grant Third Substantial Amendment to the Program Year 2019 Action
Plan.
Ms. Lalagos commenced with a brief background on the Community Development Block Grant (CDBG)
Program. She provided an overview of the CDBG Coronavirus (CDBG-CV) funding, which was authorized
by the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Ms. Lalagos explained that the Village
was awarded the CDBG-CV funds in two rounds — known as "CV1" and "CV3" - for a total of $458,594,
and has committed the CDBG-CV funds to public services and economic development activities.
Ms. Lalagos explained that the Third Substantial Amendment to the 2019 Action Plan was needed to
adjust the budget of the CDBG-CV public services activities. She stated that unspent funds from three
CDBG-CV public services activities will he rolled into the Journeys Emergency Shelter and Services for

Homeless CDBG-CV` activity due to continued need for funds to shelter homeless residents. Ms. Lalagos
indicated that the WINGS CDBG-]/activity will 6ecancelled due toinsufficient demand from Mount
Prospect residents. She noted that the total funding allocated to CDBG-CV public services remains
unchanged at$204,687.
Ms. Lalagos described the flexibilities in the citizen participation process afforded by the CARES Act and
stated that the amendment to the 2019 Action Plan is available for a five-day public review period from
July 14 through 18, 2022. She reported that the amendment is scheduled to go before the Village Board
on July 19. Ms. Lalagos summarized the accomplishments of the CDBG-CV grant thus far, including 8
public services activities that have benefitted 799 individuals, and a small business assistance program
that has distributed grants worth up to $10,000 to 25 local businesses. She noted that the Village has
spent 97%ofthe O}B5-CVgrant and expects tospend the remaining funds bySeptember 3O'3OIZ.Ms.
Lalagos concluded the presentation and opened the floor for questions and comments on the proposed
amendment.
Commissioner Beattie asked why WINGS no longer needs the U��funds.
Ms. Lalagos replied that WINGS serves families and individuals fleeing domestic violence and that no
Mount Prospect residents have used the shelter for several quarters. She stated that if WINGS does not
serve Mount Prospect residents then they cannot use the CDBG-CV funds. Ms. Lalagos noted that the
numbers fluctuate, some years there are many people in the WINGS shelter and some years there are
none.
Commissioner Beattie asked ifJourneys will restart its PADS program inchor6xsthnoughouttheaea.
Ms. k*|agosconfirmed that Journeys bslowly opening uptheir PADS sites, which all closed atthe start
ofthe pandemic except for three locations. She explained that Journeys moved their clients into hotels
and motels atthe start of the pandemic and they continue to shelter Mount Prospect residents in this
manner.
Commissioner Weir asked for more information about Journeys.
Ms. LaIagos stated that Journeys is an organization based out of Palatine and they have a Day Center
where homeless individuals can go to get services such aocounseling, food, clothing, and showers. She
added that they run aPADS program where avolunteer organization such amuchurch sets uppads in
their basement for homeless individuals to stay overnight. Ms. Lalagos noted that Journeys does not
have a permanent shelter space currently, but they use the PADS system which rotates to different
organizations so that the homeless individuals have a place to go each night. She stated that Journeys
proposed tobuild a permanent shelter and she believes |tbcurrently under construction.
Commissioner Weir asked if this is a local nonprofit group or a statewide prograrn.
Ms. La|agmstated that Journeys baPalatine-based nonprofit, but they serve many communities and
they partner with nonprofits and other organizations to the do the PADS program.
Chairman Donnelly noted they offer the PADS program at St. Alphonsus church.

Commissioner Beattie encouraged volunteers to check out the PADS program and noted it is a much
needed service.
Ms. Lalagos added that many people are surprised by the amount of homelessness that exists in the
suburbs, and think it is more of a City of Chicago problem, but it exists everywhere and Journeys serves
primarily suburban clients.
Hearing no further comments or questions, Chairman Donnelly closed the hearing and asked for a
motion to approve the Third Substantial Amendment to the CIDBG Action Plan for 2019. Commissioner
Fitzgerald made a motion seconded by Commissioner Szymczak.

The motion was approved by a vote of 7-0, with a positive recommenddtion to the Village Board for the
scheduled meeting on July 19, 2022.
Upon seeing no citizens to be heard, Chairman Donnelly asked for a motion to adjourn. Commissioner
Fitzgerald made a motion seconded by Commissioner Szymczak and the meeting was adjourned at 7:35

A RESOLUTION APPROVING THE THIRD SUBSTANTIAL AMENDMENT
TO THE COMMUNITY DEVELOPMENT BLOCK GRANT ACTION PLAN FOR PROGRAM
YEAR 2019
WHEREAS, on August 7, 2019, the Village of Mount Prospect Board of Trustees approved
the Community Development Block Grant Annual Action Plan for Program Year 2019, which
runs from October 1, 2019 to September 30, 2020; and
WHEREAS, the Village of Mount Prospect Board of Trustees approved the first substantial
amendment to the 2019 Action Plan on July 7, 2020 to receive an allocation of Community
Development Block Grant Coronavirus (CV1) funds from the United States Department of
Housing and Urban Development in the amount of $154,667; and
WHEREAS, the Village of Mount Prospect Board of Trustees approved the second
substantial amendment to the 2019 Action Plan on March 2, 2021 to receive an allocation
of Community Development Block Grant Coronavirus (CV3) funds from the United States
Department of Housing and Urban Development in the amount of $303,927; and
WHEREAS, in the second substantial amendment to the 2019 Action Plan, the Village of
Mount Prospect committed the Community Development Block Grant Coronavirus (CDBG-
CV) funds to public services activities in the amount of $204,667 and to economic
development activities in the amount of $253,927; and
WHEREAS, the Village of Mount Prospect has prepared the Third Substantial Amendment
to the 2019 Action Plan according to the requirements of the Village's Citizen Participation
Plan, in order to adjust the budget for certain public services activities; and
WHEREAS, the Mayor and Board of Trustees have determined that the Third Substantial
Amendment to the Action Plan for Program Year 2019 is consistent with the goals and
priorities described in the Village Consolidated Plans and with the purpose of the
Community Development Block Grant Program to develop viable urban communities by
providing decent housing and a suitable living environment, and by expanding economic
opportunities, principally for low- and moderate -income persons.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF
THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE
EXERCISE OF THEIR HOME RULE POWERS:

approve the Third Substantial Amendment to the Community Development Block Grant
Action Plan for Program Year 2019, attached hereto and made part of this resolution as
