MANAGERS REPORT 02/19/2008 INTEROFFICE MEMORANDUM @) TREE CITY USA Mount Prospect Public Works Department DATE: FEBRUARY 13, 2008 SUBJECT: BID RES~L TS - SHADE TREE FURNISHING AND PLANTING - $218,08 BACKGROUND Two sets of bids for the provision and installation of parkway trees were recently opened. Funds were appropriated for plantings including Cost Share trees, risk replacement trees, new construction plantings, CornEd replacements, accident replacements, reforestation, EAB reduction replacements and beautification plantings. As in the past, bid prices were sought for 1-112", 2", 2- 1/2" and larger parkway trees. We also asked bidders to quote prices for "enhanced planting sites" _ larger pits with amended backfill - which we may order on a small number of trees being planted in very poor soil. TO: VILLAGE MANAGER MICHAEL E. JANONIS FROM: FORESTRY/GROUNDS SUPERINTENDENT Compared to past years, this year's bidding process included two major changes. First, as suggested by the Village Board in light of last August's storm, we added provisions that would allow us to order selected trees for private property planting. The property owners will bear the full cost of such plantings, but will be able to take advantage of our bid prices plus a planting surcharge identified by the nurseries. Second, in addition to our regular planting specifications, this year we wrote a second set of specifications for a separate "Oak Reforestation" contract. This will allow us to plant 100-150 parkway Oak trees early this spring in the neighborhoods next due for planting on our Reforestation program. As you will recall, we use the Reforestation program to plant 1-112" diameter trees of underutilized tree species in ideal planting sites, at no direct cost to the adjacent property owner. Oaks are under-represented in our tree population and are usually planted in Spring only. There is a fairly narrow window of time in which trees are best planted each spring and fall. With the increase in this year's tree planting budget, as well as the time we will need to spend on the private plantings, we were concerned about having enough staff to properly handle extensive tree planting projects in the time available. To ease this problem we decided to conduct a separate Oak Reforestation project well before our regular spring planting program. Therefore we used a brief "snow-free" period this past January to identify planting sites for the oaks and notify the adjacent property owners. We wrote the oak specifications to allow us to select the oaks at the nursery in late February/early March and have them planted by mid-April. The regular planting program should begin about that time and end by mid-May. While the Oak bid prices are for Spring 2008 only, the bid prices for the regular planting bid are good through December 2008. Fourteen invitational bids were mailed and a notice to bidders was published in a local newspaper. Eight regular bids and seven Oak bids were received. Also, two no-bid letters were received. Finally, a representative of Possibility Place Nursery got lost on the way to the bid opening and subsequently their bid arrived too late to be considered. Bid results are shown on the attachments; the shaded boxes show the low bidder for each particular size and species. It should be noted that no one bidder submitted the low price on all sizes/species requested. DISCUSSION At this time, we do not know the exact quantity, size and species we will need to order during the coming year, for either parkway or private plantings. However from the bid results it appears there will be enough trees available to supply our planting programs. BID RECOMMENDA liON There is a total of $218,084.00 in various tree planting accounts in the 2008 budget, as follows: Tree Replacement-Cost Recovery Account (page 222, account #0015203-540720) $65,653.00; Tree Replacement-Public Account (page 223, #0015204-540714) $11,834.00; Reforestation Account (page 222, account #0015203-540710) $42,372.00; Tree Replacement -Village Account (page 222, account #0015203-540715) $83,225.00; and EAB Reforestation (page 222, account #0015203-540729) $15,000.00. For the regular planting bid, I recommend splitting the contract award among Arthur Weiler Inc., KGI Landscaping, Mike Greco Landscaping, Karlstedt Landscape Inc., St. Aubin Nursery, Alaniz Landscaping Group, San Filippo Landscape Inc. and Bill Huffman Landscape Service. For the Oak Reforestation project, I recommend splitting the contract award between the same bidders except for Karlstedt, who did not bid on the Oak contract. Total expenditures for all parkway trees purchased through both bids combined will not exceed $218,084.00, and each tree will be purchased from the bidder who submitted the lowest cost for that particular size and species of tree. It should be noted that separate funding for the private property plantings was not included in the 2008 Budget. The Village's Finance Director has asked that Forestry be authorized to exceed the budgeted amount in Account #0015203-540715 by the actual cost of the private plantings, which will be offset by resident payments. The sealing of brick pavers is necessary to keep the brick color from fading and to seal out moisture, dirt, oil and paint that might otherwise get imbedded into the brick. Sealing also extends the life expectancy of the brick walk and facilitates cleaning. All brick walks are sealed on a five year cycle. This proposed agreement is for a 2-year term concluding at the end of 2009. BID RESULTS Sealed bids were opened at 10:00 A.M. on February 4, 2008 for the proposed 2008/2009 brick pavers-sealing program. Bid prices were based on estimated quantities of 20,000 square feet. Six invitational bids were mailed, and a bid notice was placed in the local paper. There are many steps to be taken prior to the start of construction and some of the steps can be accomplished as we wait for the finalization of the land agreement. The time saved will be of benefit for the construction timeline. The Construction Manager is a key position as their main function will be to coordinate and supervise the construction trades. Additional responsibilities will include, but are not limited to, the following: · Manage construction project contracts . Create: . Scope of Work Documents . Bid packages . Maintain project budget · Pre-qualify sub-contractors · Supervision field construction work . Guarantee "maximum" price for projects · Review architect design and specifications as the design progresses The selection of the CM is a time consuming process that includes a number of steps. See attached letter from SRBL illustrating the scope of work for the proposed agreement. While the land agreement has not been finalized and a design architect has not been hired; selecting a Construction Manager will help to move the construction process along. This selection process will take approximately 45 days from the time we enter into a contract with SRBL. On the heels of finishing an exciting study, we look forward with great anticipation to the long awaited implementation of Fire Station 14, the modifications at Public Works and the Emergency Operations Center. We understand that negotiations for the land acquisition for Station 14 are still ongoing and that the Village is not looking to begin design until the issue is resolved. While awaiting resolution however, there are proactive activities that can go on. We feel that selecting a Construction Manager for the upcoming projects is a one of those tasks. We are writing to offer our services in managing the selection process. We feel that hiring the Construction Management firm would be beneficial to proceed with and save the time for this process. The earlier the CM is on board, the more collaborative the Owner/Architect/CM teamwork can be. SRBL proposes a lump sum fee of $5,000 for Construction Management Selection Services. A task list of services included in the above fee is as follows: . Guidance for creation of Village selection team . Writing the Request for Proposals, including inclusion of any Village of Mount Prospect boilerplate contract language . Writing an advertisement for inclusion in local newspapers . Creating a list of recommended Construction Management firms . Assisting in review of proposals . Interpretation and creation of spreadsheets as needed for comparison of proposals . Collection of fee proposal envelopes for safe keeping until after initial firm rankings . Guidance in Village team's selection of a short list for interviews . Assistance in setting up interviews and writing of letters to selected firms/non-selected firms . Attend short list interviews . Guidance for Village team in interpreting interviews . Guidance for ranking of firms . Interpretation and creation of spreadsheets as needed for comparison of fees . Writing letters to inform selected firm/non-selected firms of final choice of Village team . Drafting of Owner-Construction Manager contractual agreement . We do not anticipate any reimbursable expenses or additional hourly expenses during this phase of the project that are not included in our fee.
