REQUEST FOR NEW "CLASS W" LIQUOR LICENSE
On Friday January 4, 2008, the Village Manager met with Mr. Manuel Guillen, Walter Rodriguez
and his wife Teresa to discuss their request for the creation of a new "Class W" liquor license.
The "Class W" designation provides for service of beer and wine only at dining tables. Breezes
of Mexico was formerly known as Ricos Tacos. The applicants bought the business in
November of 2007, and at that time the existing "Class W" liquor license was relinquished by the
former owner. The applicants (current owners) are requesting the creation of a new "Class W"
license for the establishment. The request is based on a desire to meet the dining requests of
their patrons. While all three applicants are partners in the business, Mr. Guillen will serve as
chef and day to day manager of the operation. The Rodriguez's will be responsible for the back
office aspects of the operation. The restaurant offers Mexican cuisine for lunch and dinner,
seven days a week.
The Village Manager reviewed with the applicants the Village's particular sensitivity to the sale
of alcohol to minors and over service to clearly intoxicated individuals. The requirements of the
Fight Notification Ordinance were also discussed at length. Mr. Janonis emphasized that all
employees were held to the strict standards of the Liquor Code and any violations would be held
against the applicants. Mr. Guillen and the Rodriguez's indicated that they read and understood
the requirements of the Liquor Code. Due to the applicants' relative inexperience with holding a
liquor license, the Village Manager is recommending that Mr. Guillen complete a Certified Liquor
Servers course as a condition of issuing the license.
A completed application along with applicable fees and required paperwork are in hand. All
three of the applicants have submitted to required fingerprinting and background checks. If the
Village Board considers the request favorably, an Ordinance creating a new "Class W" license
would be in order. Said license would be issued only after proof of Liquor Servers training was
provided to the Village.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 ofthe Village Code of
Mount Prospect. as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class "W" Liquor Licenses by One (1) (Breezes
of Mexico at 1742 E. Kensington Road) Said list is as follows:
