Kensington Road Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS OPEN SESSION MINUTES November 1, 2021 Police Department Conference Room Chairperson Powers called the meeting to order at 5:45 p.m Roll Call, James Powers, Chairperson Mark Busse, Commissioner Rockne Bork, Commissioner Jeanna Claussen, Commissioner William Knee, Commissioner Also Present: John Koziol, Police Chief Mike Eterno, Deputy Police Chief John Dolan, Fire Chief Tom Wang, Deputy Fire Chief Lisa Schillinger, BOFPC Secretary/Executive Assistant CITIZENS TO BE HEARD No one in attendance. Phone (847) 870-5656 APPROVAL OF MINUTES Chairperson Powers asked for a motion to approve the Open Session minutes of September 131h, 2021, September 141H 2021 and October 4th, 2021. A motion was made by Commissioner Knee and seconded by Commissioner Bork to approve the Open Session Minutes of September 131h, 2021, September 14th, 2021 and October 4th, 2021. Roll Call: Ayes: Bork; Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried FIRE DEPARTMENT UPDATE Fire Chief Dolan reported they are expecting two new hires in addition to the budget for 6 new hires. They are proceeding with hiring and will be hosting interviews on 11/15/2021 and 11/16/2021. Elk Grove Rural Fire Protection Board has not formally voted on the IGA but the Fire Department will continue moving forward with the plans to begin serving the community in that area. One candidate is in process of testing. They are on candidate number 50 on the Eligibility List. POLICE DEPARTMENT UPDATE Chief Koziol updated the Board on the three new hires in the academy and that they are performing well. An additional new hire was released from Field Training to Solo Patrol. There are currently three openings. A candidate is in the testing phase to fill one of the spots and Oral Interviews will be held on November 9th, 2021 for 10 candidates. The lateral program is still in the process of implementation for already Certified Police Officers. A sergeant's test will also likely be administered next year to fill expected vacancies. The Police Union approached the department regarding changes to the testing process for sergeants. More clarification will be sought regarding their issues. Personnel 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity. b. To Approve Closed Session Minutes of September 131h, 2021, September 14th, 2021 and October 4th, 2021 - A motion was made by Commissioner Knee and seconded by Commissioner Claussen to go into Closed Session at 6:05 P.M. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried A motion was made by Commissioner Bork and seconded by Commissioner Claussen to return to Open Session at 6:50 P.M. The Board returned to Open Session at 6:50 p.m. Roll Call: Chairperson Powers, Commissioner Bork, Commissioner Busse, Commissioner Claussen, Commissioner Knee A motion was made by Commissioner Bork and seconded by Commissioner Claussen to remove Candidate A due to improper judgement from the Eligibility List. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried A motion was made by Commissioner Knee and seconded by Commissioner Bork to remove Candidate B due to lack of maturity and judgement from the Eligibility List. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried A motion was made by Commissioner Busse and seconded by Commissioner Knee to remove Candidate C for a failed background examination from the Eligibility List. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried A motion was made by Commissioner Bork and seconded by Commissioner Claussen to remove Candidate C for not being recommended by the psychological examination as well as lack of judgement and maturity from the Eligibility List. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried The Police Chief notified the Board of his retirement at the end of the year. He thanked the Board for their hard work and enjoyed working with them. The Board wished Chief Koziol well.
