Kensington Road Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS OPEN SESSION MINUTES October 4th, 2021 Fire Department Conference Room Chairperson Powers called the meeting to order at 5:52 p.m. Roll Call: James Powers, Chairperson Mark Busse, Commissioner Rockne Bork, Commissioner Jeanna Claussen, Commissioner Excused: William Knee, Commissioner Also Present: John Koziol, Police Chief John Dolan, Fire Chief Tom Wang, Deputy Fire Chief Lisa Schillinger, BOFPC Secretary/Executive Assistant CITIZENS TO BE HEARD No one in attendance. Phone (847)870-5656 APPROVAL OF MINUTES Chairperson Powers asked for a motion to approve the Open Session minutes of June 7, 2021, July 14, 2021 and July 15, 2021. A motion was made by Commissioner Bork and seconded by Commissioner Claussen to approve the Open Session Minutes of June 7, 2021, July 14, 2021 and July 15, 2021. Roll Call: Ayes: Bork, Busse, Claussen, Powers Nays: None Abstain: None Motion Carried FIRE DEPARTMENT UPDATE Fire Chief Dolan reported the Collective Bargaining Agreement was approved by the Village Board in late August. The department has implemented a directive regarding vaccination and testing requirements among fire personnel. The Union was involved early on to establish guidelines of implementation. The Chief thanked the Commissioners for participating in hiring interviews. There are currently no vacancies, but approximately 8-9 retirements are expected. In addition, there will be 6 new hires as a result of the Elk Grove Rural Fire Protection District division agreement. A proposal will be coming before the Village Board for approval. A Diversity, Equity & Inclusion Initiative is being discussed which would lower eligibility requirements for testing regarding paramedic school. Fire Chief reported Mitchell Winkelmann, a firefighter who was injured during an off-duty accident, is making progress in rehabilitation and has received an improved outlook. POLICE DEPARTMENT UPDATE Chief Koziol discussed the implementation of the Lateral Officer Program for hiring of certified police officers. The police department will begin creating the application and recruiting strategies necessary. There are 3 recruits in the police basic training academies and 1 who is in field training. There are still 2 vacancies in the department with the two remaining candidates on the eligibility list currently in the hiring process. Personnel 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity. b. To Approve Closed Session Minutes of June 7, 2021, July 14, 2021 and July 15, 2021. c. Semi -Annual Review of Closed Session Minutes for release to the Open Session Book. A motion was made by Commissioner Busse and seconded by Commissioner Bork to go into Closed Session at 6:22 P.M. Roil Call: Ayes: Bork, Busse, Claussen, Powers Nays: None Abstain: None Motion Carried, The Board returned to Open Session at 7:10 p.m. Roll Call: Chairperson Powers, Commissioner Bork, Commissioner Busse, Commissioner Claussen, A motion was made by Commissioner Bork and seconded by Commissioner Claussen to keep Closed Session Minutes in the Closed Session Book. Roll Call: Ayes: Bork, Busse, Claussen, Powers Nays: None Abstain: None Motion Carried An invitation to the Illinois Fire & Police Commissioners Association for training for November 5'"-7'h 2021 was provided to the Commissioners. If anyone is interested in attending, they may contact Lisa Schillinger for further information.
