Trustee Busse, seconded by Trustee Corcoran, nominated Trustee Leo Floros. There being no further nominations, the Clerk called the motion for Leo Floros to be President Pro Tem for this meeting. MAYOR'S REPORT PROCLAMATION: President Pro Tem Floros proclaimed the month of RED CROSS MONTH March, 1993 as American Red Cross Month. Lynn Ki~mB, representing the Red Cross, accepted the Proclamation. PROCLAMATION: President Pro Tem Floros, presented a Proclamation HOPE NOW in support of HOPE NOW for their efforts in assisting the homeless. OLD BUBINESE None. NEW BUBINEBB VACATE ALLEYS President Pro TemFloros called a Public Hearing to order at 7:48 PM. The purpose of the Public Hearing, called pursuant to proper legal notice having been published in the Mount Prospect Journal and Topics on January 29, 1993, is to consider the vacation of the alley abutting School and Owen Streets between Northwest Highway and Evergreen Avenue and the alley abutting Owen and William Streets, between Milburn and Evergreen Avenues, which alleys are no longer useful or necessary to the Village. It was noted that the 16 foot wide alleys being the subject of this Public Hearing are unimproved and provide no benefit to the Village. It was also noted that many residents whose property abut these alleys are using the property and due to the fact that interest has been expressed to allow fences to enclose the unimproved alleys, it was determined that it would be in the best interest of the Village to vacate the subject alleys. Staff explained that while the alleys would be vacated, a utility easement would be retained for telephone, electric and cable T.V. The following residents expressed their opposition to the proposed vacations: Don Mosinski, 217 S. Owen Ron Hardin, 213 S. Owen Mrs. Mosinski, 217 S. Owen Mike Taylor, 200 S. Owen John Halloran, 205 S. Owen R. J. Cameron, 208 S. Owen Some of the reasons expressed for opposing the proposed vacations include increased property taxes on the additional 8 feet and possible problems with a utility'easements. Mr. Romano, 212 S. Owen, asked if ~he Village would enforce the local regulations if the alleys are not vacated, since there are sheds and fences located within the alleys. Page 2 - February 16, 1993 The administration was directed to obtaininformation in order to respond to the concerns expressed by the residents before the next meeting on March 2nd. President Pro Tem Floros declared the Public Hearing closed at 8:25 P.M. An Ordinance was presented for first reading that would authorize the vacation of the alleys being the subject of the preceding Public Hearing. This Ordinance will be presented for second reading on March 2nd. The Plat of Vacation will also be presented on March 2nd. ZBA 1-V-93, 1129 Thomas More Terrace ZBA 1-V-93 The Petitioner is requesting a variation to allow 1128THOMAS a circular driveway for a newly constructed single family home. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. Trustee Corcoran, seconded by Trustee Clowes, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 1-V-93. Upon roll call: Ayes: Busse, Clowes, Corcoran, Wilks Nays: None Motion carried. An Ordinance will be presented for first reading at the next meeting, March 2nd. ZBA 2-V-93, 1810 Pheasant Trail ZBA 2-V-93 The Petitioner is requesting a variation to allow 1810 a floor area ratio of .35, instead of the permitted 1H~EASANT~R. .30, in order to allow an addition to an existing single family home. The Zoning Board of Appeals recommended granting this request by a vote of 6-0. Trustee Corcoran, seconded by Trustee Wilks, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 2-V-93. Upon roll call: Ayes: Busse, Clowes, Corcoran, Wilks Nays: None Motion carried. An Ordinance will be presented for first reading at the next meeting, March 2nd. Trustee Hoefert arrived at this point in the meeting. ZBA 5-Z-93 and ZBA 6-SU-93, 630 West Rand Road ZBA 5-Z-93 The Petitioner, Shell Oil Company, is requesting ZBA6-SU-93 the subject property be re-zoned from R-X, assigned 630 W.RAND upon annexation, to B-3 and a Special Use in order to allow the existing automotive service station. The Zoning Board of Appeals recommended granting these requests by votes of 6-0. Trustee Corcoran, seconded by Trustee Clowes, moved to concur with the recommendation of the Zoning Board of Appeals and grant the request to re-zone the property beingthe subject of ZBA 5-Z-93. KENSINGTON/ A Resolution was presented authorizing execution of WHEELING an Agreement between the Illinois Department of INTERSECTION Transportation and the Village to share the cost of IMPROVEMENT improving the intersection of Kensington and Wheeling Roads. It was noted that the State of Illinois would be paying $788,842 for this improvement and the Village will pay $15,871, which covers the cost of Opticom. RES.NO. 9-93 Trustee Clowes, seconded by Trustee Wilks, moved for passage of Resolution No. 9-93 A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT BETWEEN THE VIT~GE OF MOUNT PROSPECT AND THE ILLINOIS DEPARTMENT OF TRANSPORTATION FOR IMPROVEMENT OF THE INTERSECTION OF KENSINGTON AND WHEELING ROADS Upon roll call: Ayes: Busse, Clowes, Corcoran, Hoefert, Wilks Nays: None Motion carried. MFT FUNDS A Resolution was presented that would authorize the appropriation of $16,000 from the Motor Fuel Tax Fund forthe Kensington/Wheeling Roads improvement. Manta Painting 814,242.50 It was noted that an additional $105,000 should be approved if the successful bidder is required to haul away hazardous waste products resulting from this project. Mr. Weeks, Director of Public Works, noted that a new process has been developed that will eliminate hazardous materials being generated from this project, therefore it will not be necessary to authorize the additional funds. SECURITY Trustee Hoefert, seconded byTrustee Wilks, moved to PAINTING CO. concur with the recommendation of the administration and consultants and accept the low qualified bid submitted by Security Painting Company in an amount not to exceed $467,340.00 for the cleaning, re-painting and rehabilitation of the elevated water storage tank at Maple and Northwest Highway. CONSULTANT: Trustee Clowes, seconded by Trustee Busse, moved to TANK INDUSTRY concur with the recommendation of the administration CONSULTANTS to retain Tank Industry Consultants to inspect the rehabilitation of the elevated storage tank at Maple and Northwest Highway at a cost notto exceed $37,800.00. MOUNT PROSPECT A recommendation was presented by staff for ROAD WATER MAIN replacing the water main on Mount Prospect Road, due REPLACEMENT to multiple breaks during the past several months, which project requires professional engineering services for the design and inspection of this project. ANY OT~ER BUSINES~ President Pro Tem Floros asked the administration what SIGN: signs would be installed in conjunction with the new NEW POLICE Police and Fire Headquarters facility. The Village & FIRE Manager stated that signs are being reviewed to FACILITY identify that facility. Trustee Wilks asked if directional signs could be placed in various areas around the Village for convenience in locating this facility.
