2 WEST BUSSE AVENUE
REQUEST FOR "CLASS S" LIQUOR LICENSE
On Thursday, September 13, 2007, the Village Manager met with Mr. Errol Oztekin regarding
his request for the creation of a new "Class S" liquor license for the above referenced
restaurant. The "S" classification provides for full service alcohol in a restaurant with separate
lounge. The Blues Bar is a structure currently under construction and located within the
downtown TIF Redevelopment Area. The establishment will serve lunch and dinner seven days
a week. Live entertainment will be a featured attraction. A limited grand opening is scheduled for
October 9 with a full public opening on October 12.
The Village Manager discussed at length with Mr. Oztekin the requirements of the Village's
Liquor Code including the need to be mindful of sales to minors as well as obviously intoxicated
persons. The requirements of the Village's Fight Ordinance were also discussed. The applicant
was also advised of his responsibility to appropriately train all managers and wait staff in the
proper procedure for sale and distribution of alcohol. Mr. Oztekin indicated he had read and
understood the requirements of the Ordinance.
A completed application with fees as well as most other required documentation is on file. Mr.
Oztekin has submitted to the required background check and fingerprinting. If the Village Board
views this application favorably, an Ordinance creating a new "Class S" license would need to
be adopted. Said license would be issued once all outstanding documentation has been
received.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class liS" Liquor Licenses by One (1) (Blues
Bar at Two West Busse Road) Said list is as follows:
