Upon roll call: Ayes: Busse, Corcoran, Floros, Hoefert, Wilks Nays: None Motion carried. COI41~UN~CATION~ ~ PETITION~, CITI~EN~ TO BE HEARD CLEAR SIDEWALKS Richard Bachhuber, 625 S. Edward, stated that many residents do not clear the public sidewalks in front of their homes from snow and ice, resulting in a dangerous situation for people who walk. Mr. Bachhuber asked if there was a law requiring residents to clear their sidewalks. Village Manager Janonis stated that while residents are encouraged to clear their sidewalks, there is no law with that requirement, noting that enforcement would be almost impossible. Mr. Bachhuber also stated that other communities clear the public sidewalks and asked if Mount Prospect could do the same. Mr. Janonis responded that the cost would be prohibitive for Mount Prospect to assume the responsibility of clearing all the public sidewalks in the Village. Richard Nendricks, 1537 E. Emmerson Lane, brought up the subject of the boat trailer parked next to his neighbor's garage, stating that he would like a written response to his complaint. Mr. Janonis stated that he and Mr. Hendricks had talked on more than one occasion and informed Mr. Hendricks during those conversations that he concurs with the interpretation of staff that the trailer does not violate local regulations. MAYORtS REPORT APPOINTMENTS: Mayor Farley presented his recommendation for appointments as noted: Economic Development Commission term to expire 5/97 James N. Ebbinghaus, 1612 N. Park Business District Development and Redevelopment Commission - term to expire 5/97 Calvin N. Huber, 716 N. Fairview Safety Commission - term to expire 5/97 Arlene A. TOWN-HOMES ZBA 79-Z-92, ZBA 80-SU-92 and ZBA 81-V-92, ZBA 79-Z-92 903 South Edgewood Lane ZBA 80-SU-92 Ordinances were presented for first readings ZBA 81-V-92 that would rezone the subject property from 903 EDGEWOOD R-X to R-1 and to grant a Special Use for a 3-car garage and variation for a 30 foot wide driveway. It was noted that a neighbor had concerns relative to flooding and these concerns will be addressed. CH.7: SIGN CODE An Ordinance was presented for second reading that would amend Chapter 7 (Sign Code) in its entirety. Mr. Hendricks expressed his opposition to several sections of the Ordinance. EXTEND ORD. An Ordinance was presented for first reading that NO. 4396 would extend the effective date of Ordinance No. 2016 EUCLID 4396, granting variations for property at 2016 East Euclid Avenue, for one additional year. Trustee Hoefert, seconded by Trustee Corcoran, moved RES.NO.4-93 for passage of Resolution No. 4-93 A RESOLUTION AUTHORIZING EXECUTION OF AN EASEMENT AGREEMENT FOR A PERPETUAL EASEMENT AND THREE TWO-YEAR CONSTRUCTION EASEMENTS TO THE VILLAGE OF ARLINGTON HEIGHTS ACROSS METROPOLITAN WATER RECLAMATION DISTRICT PROPERTY COMMONLY KNOWN AS NICHOLAS J. Page 9 - January 19, 1993 PHASE III The following proposals were received for SEWER IMPROVEMENT: construction engineering services for Phase III of ENGINEERING the sewer improvement program: RJN Environment (Est.hrs. 4,712) $285,666.00 ~-~ SEC Donohue (Est.hrs. 5,343) 313,018.00 i It was noted by administration that based on the hourly rate SEC Donohue was the low bid, it was also noted that based on past performance, it was the recommendation of the administration that this contract be awarded to SEC Donohue. SEC DONOHUE Trustee Busse, seconded by Trustee Floros, mowed to concur with the recommendation of the administration and accept the proposal received from SEC Donohue in an amount not to exceed $313,018.00 for the construction engineering services for the Hatlen Heights sanitary sewer project, the Fairview Gardens sanitary sewer project and the Prospect Manor/North Main project. SIGNATORY: A Resolution was presented that would authorize IEPA LOAN the Village Manager of the Village of Mount Prospect DOCUMENTS to sign documents in conjunction with the Illinois Environmental Protection Agency loan program relative to the storm water management project.' RES.NO. 8-93 Tr~/stee Hoefert, seconded by Trustee Floros, moved for passage of Resolution No. 8-93 A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO SIGN LOAN DOCUMENTS IN CONJUNCTION WITH THE LOAN FROM THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY (IEPA) FOR THE STORM WATER MANAGEMENT PROJECT Upon roll call: Ayes: Busse, Corcoran, Floros, ~ Hoefert, Wilks Nays: None Motion carried. PURCHASE A request was ?resented from the Police Chief to SQUAD CARS waive the bidding procedure and authorize the Page 10 - January 19, 1993 purchase of sixteen (16) squad cars as replacement vehicles, in conjunction with the State of Illinois bid for Chevrolet Caprice sedans, at a cost of $13,862.95 each vehicle for a total of $221,807.20. Trustee Hoefert asked for various items of 'information relative to the vehicles being replaced. Trustee Wilks asked if she could sit in when the Vehicle RepIacement Committee within the Police Department discuss the replacement of squad cars. Trustee Busse, seconded by Trustee Floros, moved to waive the bidding procedure and authorize the purchase of 16 replacement squad cars, in conjunction with the State bid, at a cost not to exceed $221,807.20. Upon roll call: Ayes: Busse, Corcoran, Floros, Hoefert, Wilks Nays: None Motion carried. Mr. Janonis informed the Board that there is a SENIOR CENTER problem with the heating system in a portion HEARING SYSTEM of the Senior Citizen Center, which is radiant heating under the floor. A portion of the pipe has already been replaced, due to leaks, and it appears there are more leaks in other areas. It was noted by Mr. Janonis that staff would retain a consultant to make a recommendation as to the best method of repair or replacement' and that recommendation will be presented to 'the Village Board at the February 2nd meeting. It is estimated that repairs will cost between $10,000 and $15,000. ANY OTHER BUSINESS Richard Bachhuber stated that he is a member of a local organization fighting against drugs and requested the Board to give financial support to this organization. A question was asked by a member of the Board relative to the number of Christmas trees still lying at curbs throughout the Village. The Village Manager stated that those trees did not have the $1.25 sticker required for pick up. It was also stated that there may have been confusion by the residents not realizing that the Village required a sticker this year, however, arrangements have been made with the scavenger company to pick up all trees, with or without the sticker.
