As always, you may also join us via livestream or View the meeting on Comcast or WOW channel 17. 1, CALL TO ORDER Mayor Hoefert called the May 18, 2021 meeting of the Mount Prospect Village Board to order at 7:10 p.m. in the Boardroom at Village Hall. 1.1 Rall call Members present upon roll call by the Village clerk: Mayor Paul Hoefert, Trustee Agostino Filippone, Trustee Terri Gens, Trustee John Matuszak, Trustee Peggy Pissarreck, Trustee Richard Rogers, and Trustee colleen Saccotel I i Absent: None 1.2 Pledge of Allegiance - Mayor Paul Hoefert 1.3 Invocation - Trustee Richard Rogers 2, APPROVAL OF MINUTES 2.1 a. Public Meeting - Gnboarding Workshop - April 27, 2021 b. Regular Meeting of the Village Board - May 4, 2021 Motion by Colleen Saccotell i, second by Richard Rogers to approve the meeting minutes of April 27, 2021 and May 4, 2021; Yea: Agostino Filippone, Terri Gens, John Matuszak, Peggy Pissarreck, Richard Rogers, Colleen Saccotelli Nay: None Final Resolution: Motion Passed KA 3. MAYORS REPORT 3.1 Proclamation: National Public Works Week May 16 - 22, 2021 Mayor Hoefert read the proclamation into record. Director of Public Works Sean Dorsey accepted the proclamation on behalf of the Public Works Department and thanked the Mayor and Board for this recognition. Mr. Dorsey stated the Public Works Open House historically takes place during Public Works week but the event was cancelled for the second straight year due to the pandemic. Mr. Dorsey stated the department plans to resume this popular community event next year along with tours of the Public Works facility which are also suspended due to COVID-19. Mr. Dorsey thanked the Board for their continued support. On behalf of the Board, Mayor Hoefert expressed gratitude to the Public Works department for all they do for the community of Mount Prospect. 3.2 Proclamation: Emergency Medical Services Week - May 16-22, 2021 Mayor Hoefert read the proclamation into record. Acting Fire Chief John Dolan, Acting Deputy Fire Chief Tom Wang and EMS coordinator Susan Bagdade accepted the proclamation on behalf of the Fire Department. Acting Chief Dolan thanked all paramedics, particularly those of the Mount Prospect Fire Department who adapted and responded with professionalism, dedication and certainty during these uncertain times. on behalf of the entire Board, Mayor Hoefert thanked the Mount Prospect Fire Department for all they have done and continue to do to keep the residents of Mount Prospect safe. 3.3 Proclamation: National Police Week - May 9-15, 2021 Mayor Hoefert read the proclamation into record. Police chief John Koziol accepted on behalf of the Police Department and thanked the men and Women of the Mount Prospect Police Department. Chief Koziol stated National Police Week is a time to honor the fallen and recognize officers who dedicate their lives to keep citizens safe. Trustee Rogers and Trustee Saccotell i each expressed gratitude to the department for their steady commitment to the community under difficult circumstances. Mayor Hoefert, on behalf of the entire Board, thanked Chief Koziol and his department for all they do. 3.4 Request to waive the Village fees for the 82nd Annual Mount Prospect Lions Club Festival, scheduled June 30 - July 4, 2021. Village Manager Michael Cassady presented a request from the Mount Prospect Lions Club to waive Village fees for the upcoming Lions Club Fourth of July Festival. Mr. Cassady stated Village staff participated in several planning sessions with the Lion's Club and the Mt. Prospect Park District to develop a proactive strategy to ensure a safe event for all. The plan for the event will follow COVID protocols established by the Center for Disease control and Illinois Department of Public Health. Lions Club representative Ed Murphy thanked staff for their cooperation and expressed appreciation that a plan of action was agreed upon by all parties to hold this event in a M safe and responsible manner. Mr. Murphy added the festival raises funds for the community. Mayor Hoefert thanked the Lions club and all its' members for their commitment and cooperation to make this long -held event happen this year. Mayor Hoefert stated the community looks forward to this annual celebration and is pleased to see the event return this year. Motion by Richard Rogers, second by John Matuszak authorizing the Village to waive Village fees for the 82n6 Annual Mount Prospect Lions Club Festival. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Mayor Hoefert summarized an email received from a resident who expressed concerns regarding Vaccines. The resident requested to remain anonymous. Jill Friedrichs Member of the Special Events commission, resident Ms. Friedrichs spoke before the Board regarding the Special Events commission's Fourth of July parade. Ms. Friedrich stated the commission has been working with Village staff to plan a safe event and is hopeful the event will proceed. Ms. Friedrichs added the commission has received approximately 25 applications from parade participants thus far which is a healthy response. The deadline to submit an application for the July 4th event is June 23. The commission hopes to make a final decision very soon. Ms. Friedrichs introduced Brenda Sawyer, co-chair of the Special Events Commission. Ms. Sawyer thanked the Board for their continued support. Ms. Sawyer also announced the Family Bike Ride is scheduled for August 21, 2021. Jerry Boldt 300 N. School Street Congratulated Mayor Hoefert and welcomed the new members of the Board. • Requested an update on the eastward extension of Mount Prospect station platform - Village Manager Michael Gassady stated staff continues to work with Union Pacific on this initiative • Thanked Mayor Hoefert for fiscally responsive leadership but questioned the fees that appear on the monthly water bill. - Mayor Hoefert suggested the Village include an explanation of fees in the next Village newsletter ■ Disappointed by Trustee Filippone's Vote regarding the appointment of Trustee Matuszak at the May 4, 2021 Village Board meeting. Jaimini Patel 12 N. Albert Street Mr. Patel addressed the Board to express his concern regarding the parking situation at Albert Street Townhomes. • Parking lot at the townhomes are owned by two different owners • Due to the closing of century Tile, residents no longer have the option to lease parking spaces at this location 4 • Wants Village to acknowledge this is a problem for the residents of this townhome community • Requested direction to solve this issue. Mayor Hoefert responded, thanking Mr. Patel and his wife for fringing this situation to the village Board's attention. Mayor Hoefert indicated there is no easy solution and acknowledged parking is an issue for marry residents. Assistant Village Manager Nellie Beckner and Senior Planner Connor Harmon will continue to work toward a solution. 5. CONSENT AGENDA 5.1 List of Bills - April 28, 2021 to May 11, 2021 - $2,918,552.83 5.2 Motion to accept the Joint Purchasing Contract for the purchase of 54 RAB Haybay LED lighting fixtures and associated fixture trim for an amount not to exceed $24,827.58. 5.3 Motion to accept bid Public Works Facility Main Garage Interior Painting Services in an amount not to exceed $42,,570. 5.4 Motion to accept Suburban Purchasing Cooperative bid results for the purchase of one (1) new 2022 Ford F-250 4x4 Pickup Truck for an amount not to exceed $35,,529. 5.5 A RESOLUTION AUTHORIZING EXECUTION OF GRANT OF LICENSE WITH THE MOUNT PROSPECT LIONS CLUB TO CONDUCT THE FARMERS MARKET Resolution No. 20-21 5.6 A RESOLUTION AUTHORIZING EXECUTION OF A GRANT OF LICENSE WITH THE MOUNT PROSPECT LIONS CLUB TO CONDUCT WEEKLY CAR SHOWS Resolution No. 21-21 Motion by Colleen Saccotelli, second by John Matuszak to accept the consent agenda as presented. OLD BUSINESS None 7, NEIN BUSINESS None 8, VILLAGE MANAGER'S REPORT 8.1 Motion to accept bid for Levee 37 Pump Station Emergency Generators in an amount not to exceed $223,856. Director of Public Works Sean Dorsey presented bid results for the purchase and installation of two back-up generators for the Levee 37 Pump Station #1 and Pump Station #2. Mr. Dorsey stated the project will be funded by a $230,,000 grant from the �1 Illinois Department of commerce and Economic opportunity. Mr. Dorsey stated the generators will allow the pumping stations to operate during severe storms when a power outage occurs. Mr. Dorsey stated the engineering plans for this project were developed by Christopher B. Burke Engineering, LTD. The generators will be fueled by natural gas. Mr. Dorsey stated staff received three bid submittals for this project. The lowest responsive bid was received by Powerlink Electric. Staff reviewed their proposal for accuracy and checked their references. Although Powerlink has not performed any work for the Village in the past, their references were commendable and staff is confident they can perform the job satisfactorily. Mr. Dorsey stated the inclusion of a 10% contingency is recommended to allow for Variances and unanticipated conflicts. The timeline to complete the project is 12-16 weeks. Mr. Dorsey stated staff recommends approval of the bid submitted by Powerlink Electric to perform the subject project. Mr. Dorsey provided the following in response to questions from the Board: • Engineer's estimate was $312,800 • Product specifications were Very specific; staff is confident in the quality of the product • The time stated to complete the work in a bit longer than typical due to material shortages Motion by Richard Rogers, second by Colleen Saccotelli to accept bid for Levee 37 Pump Station Emergency Generators in an amount not to exceed $223,856 Yea: Agostino Filippone, Terri Gens, John Matuszak, Peggy Pissarreck, Richard Rogers, Colleen Saccotelli Nay: None Final Resolution: Motion passed 8.2 Motion to accept bid for 2021 Cottonwood Relief Station Rehabilitation Project in an amount not to exceed $384,,923. Mr. Dorsey presented background information, bid results and staff recommendation for the subject project. Mr. Dorsey stated the Village owns and maintains eight sanitary relief stations and two sewage lift stations. Six of the pump stations have been rehabilitated as part of the ongoing project. This year's project is the Cottonwood Relief Station located at the intersection of Cottonwood Lane and Robert Drive. The Village enlisted the consulting services of Burns & McDonnell Engineers to prepare plans and bid documents. Mr. Dorsey provided details regarding the scope of work and bid results. Village staff received two bid submittals. The lowest cost bid was submitted by Martam Construction Inc. who has previously performed work for the Village. Staff found their work to be very good, timely and under -budget. Mr. Dorsey stated staff is recommending a 10% contingency to allow for variances in supply quantities and unforeseen repairs. Mr. Dorsey stated staff recommends to approve the lowest cost responsive bid from Martam Construction. The Board expressed support for this project. There was no additional discussion. Motion by colleen Saccotelli, second by Agostino Filippone to accept the bid for 2021 Cottonwood Relief Station Rehabilitation Project in an amount not to exceed $384,r923. 6 Yea: Agostino Filippone, Terri Gens, John Matuszak, Peggy Pissarreck, Richard Rogers, colleen Saccotelli Nay: None Final Resolution: Motion Passed 8.3 Motion to accept Foster Coach Municipal Bid and purchase of one (1) Freightliner M2 Ambulance in an amount not to exceed $316,585. Acting Fire Chief John Dolan presented background information, purchase history and staff recommendation. Based on the Village's replacement policy evaluation, Acting chief Dolan stated the Department's Ambulance 527 is due to be replaced. Acting Chief Dolan stated funds are available in the 2021 Vehicle Replacement Fund for this purchase. The proposed purchase is a 2022 Freightliner M2 Ambulance. Acting Chief Dolan detailed the benefits of this ambulance that include a Stryker power -lift assist stretcher and load system, a Stryker power -load extended warranty, increased life span of 10-12 years and a more efficient engine layout. The Village is a member of the Northwest Municipal Conference which allows participation in the Suburban Purchasing cooperative Joint Purchasing contract for Freightliner M2 ambulances. The contract is publicly bid and satisfies the requirements of the Village Purchasing Policy. Acting Chief Dolan provided the following in response to questions from the Board: • The proposed new ambulance operates on diesel fuel • Stationed out of Station 12 • Estimated delivery date is March 22, 2022 • Replaced ambulance will eventually be sold at auction There was no further discussion. Motion by Richard Rogers, second by Terri Gens to accept Foster Coach Municipal Bid and purchase of one (1) Freightliner M2 Ambulance in an amount not to exceed $316,585. Yea: Agostino Filippone, Terri Gens, John Matuszak, Peggy Pissarreck, Richard Rogers, Colleen Saccotelli Nay: None Final Resolution: Motion Passed 8.4 As submitted Mr. Cassady thanked the Board for their participation in last week's productive Strategic Planning sessions. Mr. Cassady announced the Strategic Planning process continues on June 8, 2021 with a citizen Summit from 6:00pm-8:00pm at Victoria in the Park. Mr. Cassady added Board members are asked to invite ten residents each to the summit. Residents do not need a personal invitation to attend; the session will be open to the public. Mr. Cassady hopes to wrap up the process with the Board on Wednesday, June 9 from 6:00-9:00pm. Trustee Rogers indicated he is unable to attend the session on June 9. (Clerk's note: Due to scheduling conflicts, the Citizen Summit was tentatively rescheduled to the fall) 9. ANY OTHER BUSINESS In response to a question from the audience, Mayor Hoefert stated he expects Coffee with Council to resume very soon. 7 Trustee Filippone asked chief Koziol if applications are still being accepted for Mount Prospect sworn police officers. chief Koziol responded, stating applications will be accepted through the June 11' deadline. The test is scheduled for June 26th. 10, ADJOURNMENT There being no further business to discuss, Mayor Hoefert asked for a motion to adjourn. Trustee Pissarreck seconded by Trustee Filippone motioned to adjourn the meeting.
