Kensington Road Mount Prospect, Illinois 80058 BOARD OF FIRE AND POLICE COMMISSIONERS OPEN SESSION MINUTES February 1, 2021 Meeting via Video Conference Chairperson Powers called the meeting to order at 5:45 p.m. Roll Call: James Powers, Chairperson Jeanna Claussen, Commissioner Rockne Bork, Commissioner Mark Busse, Commissioner William Knee, Commissioner Phone 847/870-5858 CLOSED SESSION Chairman Powers asked for a motion to go into Closed Session at 5:49 p.m. a. Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. b. Approve Closed Session Minutes of December 7, 2020, January 4,2021, January 5, 2021 A motion was made by Commissioner Knee and seconded by Commissioner Claussen to go into Closed Session at 5:49 p.m. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried The Board returned to Open Session at 6:00 p.m. Roll Call: Chairman Powers. Commissioner Claussen, Commissioner Bork, Commissioner Busse, and Commissioner Knee. Also in attendance: Police Chief Koziol, Fire Chief Lambel, and BOFPC Recording Secretary Rhode. CITIZENS TO BE HEARD, Chairman Powers read verbatim the comment from an email the Board of Fire and Police Commission received on January 20 from Lindsay Kulak expressing concern over the use of the thin blue line on the police patch. Chairman Powers responded: Thank you for your comments regarding the patch, which includes the symbol of the "Blue Line" worn by the Mount Prospect Police Officers. The Board of Fire and Police Commissioners (BOFPC) has a very distinct and restricted area of responsibility. What you have raised in your comments does not fall under the BOFPC areas of responsibility, which are the Testing, Screening, Hiring and discipline of rank and file Fire Fighter/Paramedics and Police Officers. Ms. Ronak McFadden joined the meeting via video conference and expressed her concern over the police patch. She believes since the Board does oversee the hiring it would fall under their purview. Chairman Powers thanked her for her comments. Page 1 BOFPC Minutes 02/01/2021 APPROVAL OF MINUTES Chairperson Powers asked for a motion to approve the Closed Session minutes of December 7, 2020. A motion was made by Commissioner Knee and seconded by Commissioner Claussen to approve the Open Session Minutes of December 7, 2020. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried Chairperson Powers asked for a motion to approve the Open Session minutes of January 4, 2021. A motion was made by Commissioner Busse and seconded by Commissioner Claussen to approve the Open Session Minutes of January 4, 2021. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried Chairperson Powers asked for a motion to approve the Open Session minutes of January 5, 2021. A motion was made by Commissioner Claussen and seconded by Commissioner Bork to approve the Open Session Minutes of January 5, 2021. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers FIRE DEPARTMENT UPDATE Nothing to Report Nays: None Abstain: None Motion Carried FIRE DEPARTMENT — LIEUTENANT PROMOTIONAL PROCESS Chief Lambel discussed the Lieutenant Promotional Process. Chairman Powers will need to approve two letters and once he reviews them, they will be sent out with the packet. The promotional process will begin February 3rd and it will take about 5 months to get through the process. Chairman Powers asked how the information is sent out and Fire Chief Lambel responded that email is the primary form of communication. Fire Chief Lambel asked the Board to approve the Reading List. Chairman Powers asked if anyone had questions regarding the Reading List. With no questions, he asked for a motion to approve the Reading List. A (notion was made by Commissioner Claussen and seconded by Commissioner Knee to approve the Reading List. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried' POLICE DEPARTMENT UPDATE Chief Koziol informed the Board he would like to do oral interviews the 2nd week of April. EXTENSION OF POLICE OFFICER ELIGIBILITY LIST Chief Koziol discussed extending the Police Officer Eligibility List. Chairman Powers suggested extending it 6 months. Chairman Powers asked for a motion to extend the Police Office Eligibility List to November 19. A motion was made by Commissioner Claussen and seconded by Commissioner Bork to approve the Reading List.
