Fiscal Impact Dollar Amount Budget Source Category Type Information Information January 5, 2021 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD - ;4 In the 2020 Community Investment Plan (CIP), there are funds available to continue the rehabilitation of the Village"s sanitary lift and relief stations. These stations are used to provide relief to the Village -owned wastewater system in the event that the interceptor sewers of the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) become surcharged during rain events. The Village owns and maintains eight (8) sanitary relief stations and two (2) sewage lift stations. This project will be the seventh sanitary lift / relief station rehabilitation. To date, Huntington,, Louis Street,, William Street, Lincoln Street and both George Street North and South station rehabilitations have been completed. The scope of work in this project includes the Cottonwood Relief Station situated at the intersections of Cottonwood Lane and Robert Drive. Work will include design engineering to facilitate removal of the existing pump station and replacement with a packaged, prefabricated pump station. Design work will also include all mechanical piping, electrical modifications, elimination of the existing 1 programmingdry well, and control system i pump station. ' � I' • AMP To design these improvements, staff requires technical assistance from a qualified civil engineering consultant. Accordingly, staff prepared a detailed request for proposals (RFP) necessary to solicit these services. A copy of this RFP is enclosed. Consulting engineers were asked to submit a technical proposal detailing the firm"s background, key personnel, and approach to the project. In addition, each firm was also asked to submit a separate cost proposal indicating work effort anticipated and a not -to -exceed fee. The required scope of work included and inspections of the existing Lincoln Street Relief Station; preparation of plans and bid documents; meetings,, construction oversight, and obtaining all necessary regulatory permits. RFPs were distributed to four (4) engineering firms with expertise in the design and construction wastewater pumping stations. In addition, the RFP was placed on Onvia the Village's online bid /RFP service. TableSeven (7) technical proposals and seven (7) cost proposals were received. Each proposal was evaluated based on the background of the firm, related project txperience, proposed services and scope of work, schedule work effort and proposal content. The majority of the firms had adequate experience and appropriately trained staff to design and implement a successful wastewater pumping station rehabilitation project. Accordingly, the evaluation results were closely distributed. The highest • firm wasBurns i McDonnell of •ve., Illinois. Burns McDonnell"s proposal provided numerous examples of successful wastewater pumping station rehabilitation projects similar in scale and scope as the proposed work. Examples cited included projects for the Village of Villa Park,, Village of Hoffman Estates, and the City of Lockport. The designed work will be performed in 2021 and the project let in the fiscal year of 2021. The project will include the replacement of dry pit pumps with submersible pumps, controllers, electrical and control wiring. Rehabilitate or replace the wet well with a XYLEM TOP package system and abandon the existing dry well. Background The existing station is a factory built HYDR-O-MATIC sewage lift station installed in 1968. Attachment A depicts the location of the existing Cottonwood Relief station located at the corner of Cottonwood Ln. and Robert Drive. Attached B depicts plans of the existing dry well, wet well and force main. Attachment C depicts current photos of the dry well, wet well and control cabinet. The existing station includes a precast concrete wet well and two (2) dry pit pumps located in an underground steel chamber, a control panel, SCADA, Automatic transfer switch and an emergency back-up generator. The relief station services over 250 single-family and multi -family residences. Problem Statement The Village seeks a qualified Consultant to provide specified civil engineering services necessary to design, award, and implement a relief station rehabilitation project utilizing contracted resources. The scope and scale of this proposed project will be limited by available funding Project Scope The consultant will provide professional engineering services and provide, at a minimum, the following: Design/Bidding Phase 1. Consultant shall prepare detailed plans and specifications suitable for bidding. Plans and specifications shall conform to all current Village of Mount Prospect, Illinois Environmental Protection Agency, and Standard Specifications for sewer and lift station construction in Illinois design criteria 2. Consultant will make application for and obtain any and all necessary permits IEPAand/or MWRDGC permits. 3. Consultant will answer and resolve any IEPA and/ or MWRDGC concerns or issues with design. 4. Consultant shall supply a detailed engineer's estimate of costs for construction of the project. 5. Consultant shall submit all bid documents to the Village for review and approval prior to distribution. 6. Consultant shall advertise and solicit bids for the proposed project from qualified, capable, and experienced sewer and lift station contractors. The Village will post the bid documents on the Villages website and online bid service. 7. Consultant shall evaluate bids, check references, verify contractor representations, and make a written recommendation for award to the Village. 8. Consultant shall assist the Village in assembling all construction contract documents for necessary for execution of the awarded contract. Construction Management and Inspection Phase 1. Consultant shall conduct a preconstruction conference with representatives of the Owner, Contractor(s), Utilities and other interested parties affected by the proposed construction. 2. Consultant shall provide resident engineers, inspectors, technicians, and surveyors for the project as follows: i. Provide a Resident Engineer/Inspector (RE/1) for daily observation of the work during the construction period to observe and record construction progress under the general guidance of the Engineer. On the basis of on-site observation, the Engineer will keep the Owner informed of the progress of the work, shall endeavor to guard the Owner against defects and deficiencies in the work of the Contractors, and may disapprove or reject work as failing to conform to the contract documents. ii. Prior to the start of construction, the Consultant shall make a digital photographic survey of the targeted work zone(s) to document existing conditions of both public and private property. The survey shall be conducted at a scale sufficient to note defects in driveways, sidewalks, structures, and landscaping in or adjacent to probable construction work areas. 7 iii. Prepare written daily inspection reports. Reports are to be delivered to Owner in an electronic format. Digital photographs documenting work tasks in progress as well as any potential problems or unusual conditions shall also be included with each report. iv. Assist the Owner in preparation of any necessary change order and/or field directives. V. Process monthly applications for payment submitted by the Contractor(s), and forward to Owner with recommendations for approval and payment. vi. Assist the Owner with the resolution of inquiries, complaints, or concerns raised by residents or the general public. vii. Review shop drawings and other equipment/material submittals as may be required by the contract documents. viii. Perform a field observation of all completed work before a final application for payment is processed for the Contractor. ix. Revise the original plans in accordance with construction observation records of the Resident Engineer, Inspectors, and the Contractor, and supply the Owner with one set of as -built drawings in a suitable electronic format. Technical Proposal The Consultant's technical proposal shall be organized so that the outline generally follows the format of this request for proposals. The proposal shall cover the approach and the methodology the Consultant intends to use in carrying out the project. The technical proposal should also include statements setting forth the Consultant's line of business, organizational structure, summary of past experience, and specific descriptions of at least three (3) projects completed in the Chicago metropolitan area that are similar in subject, size, and complexity to the scope of services specified herein. These descriptions must include contact information for reputable references that can attest the Consultant's representations. Cost Proposal The consultant will quote a not -to -exceed price for each phase of the services described under Scope of Services. Each price quote should include a breakdown by personnel classification and estimated number of hours spent by each. Price proposals should be submitted as a distinct document in a separate sealed envelope marked: Cost Proposal for Engineering Services Cottonwood Relief Station design and Construction Proposals due December 18, 2020 Present Work Load A complete tabulation of the Consultant's current project workload is to be included. Each project shall be identified by name, type, size, duration, and personnel assigned. Personnel Professional resumes, including education, work experience, professional credentials, and employment status (e.g. full-time, part-time, years with the firm, job description) for each individual to be assigned to the project described herein should be provided. Disqualification of Proposals More than one proposal for the same work described herein from an individual, firm or partnership, a corporation or an association under the same or different names, will not be considered. Reasonable grounds for believing that any party is interested in more than one proposal for the work contemplated will cause the rejection of all proposals in which said party is interested. If there are reasonable grounds for believing that collusion exists among the parties submitting proposals, the proposals of the participants in such collusion will not be considered. Licenses Each party submitting a proposal shall possess all necessary federal, state, and local licenses as are required by law, and shall furnish satisfactory proof to the Village upon request that the licenses are in effect during the entire period of the Contract. Award of Contract The award of any Contract may be made to the Consultant who submits the proposal which is in the best interest of the Village as evaluated by Village staff. Such evaluations will include the experience of the Consultant, capability of the Consultant, and other factors deemed by Village staff to be in the best interest of the Village. In addition, the Village reserves the rights to accept or reject any and all proposals, to waive any informality in any proposals, and to accept any proposals considered advantageous to the Village. N BURNS MSDON N ELL' 4 24 25 Project Approach & Methodology Background Based upon our review of the November 11, 2020 Request for Proposals (RFP), it is Burns & McDonnell's understanding that the Village of Mount Prospect (Village) wishes to engage the services of a professional engineering consultant to provide design and construction engineering services for the Cottonwood Relief Station Rehabilitation Project The existing relief station includes a pre -cast concrete wet well connected to a dry well which has two pumps discharge into an 8 -inch diameter force main. An emergency back-up generator is located on the south side of Cottonwood Lane and the west side of Redwood Drive. This relief station provides relief during rainfall events in which the sanitary sewer surcharges caused by infiltration/inflow or restriction at the MWRDGC discharge. After our review of the RFP and our meeting with Village staff in the field on December 10, 2020, we understand the project includes the replacement of the existing pumps, controllers, electrical and control wiring as well as the rehabilitation or replacement of the existing wet well with a XYLEM TOP package system. Piroject Approach Burns & McDonnell 5 s approach is to provide design and construction engineering services required for delivery of an efficient, quality project to the Village while minimizing the impact to all stakeholders. We intend to accomplish this through proactive project management and coordination with the Village. Our proposed project manager, 011aus Duinkellbeirg, will manage the project and has managed numerous projects for the Village. Our technical advisor, lRaindy Patchett, worked with Claus on Village projects and brings that same high level of service to this project that the Village has come to expect. We will confirm the Village's objectives can be met and project schedules are realistic. We will work with the Village to develop an efficient plan for completing the project on budget and on schedule while minimizing impacts to the public. Clear, concise communication with project stakeholders will be critical to the public and Village's perception of the ® Some key considerations are presented in the following paragraphs. 26 a Project Kickoff Meeting It will be very important to have a detailed project kickoff meeting prior to initiating any project ® The purpose of the kickoff meeting will be to establish lines of communication, review the project scope, document that the Village's objectives have been identified and discuss the critical path to meeting those objectives. Burns & McDonnell will review existing project documents, prepare a formal request for information (RFI) for any missing information, and review permitting requirements prior to the meeting. Regulatory Agencies & Permitting Based on our review of the RFP, Burns & McDonnell anticipates that permits will be required from the Metropolitan Reclamation District of Greater Chicago (MWRDGC) and the Illinois Environmental Protection Agency (IEPA). Our project team has experience in coordinating with both IEPA and Construction Staging Based upon our site visit, it was noted that the relief station is located in the parkway of Cottonwood Lane between the sidewalk and roadway and this intersection is a school bus pickup location. It will be critical that the contractor secures their working area and materials at the completion of each day and that construction debris are kept to a minimum so as to not impact the residents, school bus operations or student safety. As part of the requirements for the project, we will create a construction staging plan during the design phase to address these concerns. Preconstruction Videotaping Prior to the commencement of construction operations, the existing conditions at the project site should be documented via a videotape. The contractor must complete and submit this in sufficient time that it can be reviewed prior to the start of construction. It is recommended that the contractor and resident engineer both be present during the videotaping to verify the appropriate information has been recorded. Properly documented existing conditions will assist in mitigating potential construction related issues between the contractor, the Village, and the public both during and after construction. Bypass Pumping The proposed improvements to the existing relief station may require the use of a bypass pumping system during rainfall events as typical wastewater flow bypasses the relief station. Burns & McDonnell designed the replacement of an existing 4 -MGD sanitary sewage pump station located near the Barrington Square Mail in Hoffman ® As part of the engineering services provided to the villages, Burns & McDonnell reviewed the conditions of the existing lift to determine if it would be beneficial to refurbish it as opposed to replacing it. However, non-destructive testing of the existing structures indicated that they had experienced too much degradation for this to be cost effective. Burns & McDonnell then developed options to replace the station using different configurations of wet wells, dry wells and submersible pump stations. An option that included reusing the existing wet well was selected because it enabled the station to provide additional capacity when it was hydraulically connected to the new wet well/pump station. To make this wet well structurally sound, the design included lining and reinforcing of i® Because the overall project site was rather tight, the design also included construction of a new wet/pump station using drilled pier methodology as opposed to standard cut and cover construction. This was critical to the projects overall success, because this new wet well/pump station was over 40 feet deep. Prior to this project, FRWRD had to transfer sludge from the North Plant to the South Plant via 6,500 gallon tanker trucks traveling over City of Elgin streets. This process severely limited the amount of sludge that could be transferred and treated in one day as well as presented a traffic safety hazard due to the lack of signalized intersections along the route. The new 8 -inch diameter sludge transfer main was connected to an existing 8 -inch diameter HDPE main that was installed as part of a joint effort with the City of Elgin. In addition to this main, Burns & McDonnell designed process improvements to the sludge handling system at the North Plant to automate the sludge transfer process. These improvements included a new primary sludge lift station with two chopper pumps, re -piping of the basement of the sludge transfer building, installation of motorized actuators on the primary sludge tank valves, air -line modifications to improve the aeration system, installation of a pneumatic tank to regulate pressure within the sludge transfer main, new sludge transfer pumps capable of pumping sludge from the North Plant to the South Plant and a new SCADA system tied to the system at the South Plant. The project included the preparation of plans and specifications, utility conflict resolution, permitting, bidding assistance, shop drawing review and on-site construction inspection. It operated as a duplex pump station since the third pump has not been installed. The existing station had a small separation wall and jockey pump in the spot designated for the third pump. The wall and jockey pump were a retrofit to the original design, due to wastewater from the Pine Valley subdivision entering the station approximately 2 feet from the bottom of the ® The sanitary sewer in Pine Valley was acting as part of the wetwell, with sewage from the lift station backing up into this sewer. The station was retrofitted for use with a portable emergency generator- however with the added development and the potential risk associated with system backups in the event of a power failure the City determined that a new on-site emergency generator was needed for the lift station. Concurrent with the new on-site generator, the City requested that Burns & McDonnell complete a design to eliminate the jockey pump and install the it pump as intended in the original lift station design. Burns & McDonnell was also requested to evaluate an odor control issue in the vicinity of 18th Street and Jefferson Street and inspect the air relief valves on the Briggs Street Lift Station Force Main and recommend a time frame for replacement and/ or maintenance. Burns & McDonnell completed the design of the rehabilitation to the Briggs Street Sanitary Lift Station and installation of an on-site emergency generator. As part of the project, Burns & McDonnell was required to perform a detailed topographic field survey of the lift station site and analyze the required capacity of the lift station. Vermillion County contacted the NeCDRA about the possibility of connecting to the NeCDRA's sewer system and having wastewater from the jail treated at the NeCDRAs wastewater treatment ® The NeCDRA contracted with Burns & McDonnell to provide detailed study, design, permitting and on-site construction management for the installation of a new sanitary lift station and force main to convey wastewater from the jail to the NeCDRA sanitary sewer system. An extension of the NeCDRA gravity sanitary sewer was also completed.
