PZ-13-07 Hearing Date: April 26, 2007 PETITIONER: Village of Mount Prospect PUBLICATION DATE: Not Applicable REQUEST: Text Amendment - Modifications to Zoning Ordinance MEMBERS PRESENT: Arlene Juracek, Chairperson Joseph Donnelly Leo Floros Marlys Haaland Ronald Roberts Richard Rogers Mary McCabe ST AFF MEMBERS PRESENT: Judith Connolly, Senior Planner Ellen Divita, Deputy Director of Community Development Chairperson Arlene Juracek called the meeting to order at 7:30 p.m. Richard Rogers moved to approve the minutes of the March 22, 2007 and April 12, 2007 meetings and Joseph Donnelly seconded the motion. The minutes were approved 6-0 with Mary McCabe abstaining. After hearing five previous cases, Chairperson Juracek introduced Case PZ-13-07, a Text Amendment, at 10:43 p.m. Judy Connolly, Senior Planner, stated that Staff is in the process of preparing changes to the Zoning Ordinance and is seeking input from the Village Board and the Planning and Zoning Commissioners on the proposed changes. The Village Board and members of the Planning and Zoning Committee discussed the Staff memo and changes to the Village Code at the April 10, 2007 Committee of the Whole (COW) meeting. Ms. Connolly said the proposed changes were arrived at based on Staff's experience using the Zoning Ordinance for permit review and explaining code regulations to residents, feedback from professionals using the Code, and general updates based on current best practices. In addition to this list, Staff prepared a list of topics to be reviewed to ensure the Zoning Ordinance is consistent with recent Village Board decisions. The list was created based on actual Zoning Cases and trends Staff are aware of occurring in other communities. She gave a brief summary of the April 10, 2007 COW discussion. Ms. Connolly stated that Staff received direction that future townhome developments should have a density closer to 6-7 units per acre as allowed in recently approved projects. She said Staff learned there is general support for existing Village regulations regarding Floor Area Ratio and further action is not necessary. Ms. Connolly stated that Staff was directed to create definitions and provisions for Permitted and Conditional Uses. She said Trustees and Commissioners will forward additional changes to Staff. Ms. Connolly said regarding unenclosed porches, there was general support for allowing the porches to be approved administratively, using a process similar to the Minor Variation process. Staff worked with the Village Attorney to confirm that Staff has the authority to approve a Conditional Use. Ms. Connolly stated that Staff was directed to conduct further research for Sign Code updates to ensure that signage regulations reflect current technology and signs do not create a nuisance or hazard. Arlene Juracek, Chairperson Planning & Zoning Commission Meeting April 26, 2007 PZ-13-07 Page 2 Ms. Connolly stated that Staff is requesting the Commission's input on possible code changes and making the Commission aware of future meeting dates and steps involved with the code updates. However, the list of upcoming meeting dates included with the memo will most likely change and be pushed back approximately one month to allow adequate review time and discussion; a revised calendar will be sent at a later time. There was no additional discussion at this time. Richard Rogers made a motion to adjourn at 10:48 p.m., seconded by Joseph Donnelly. The motion was approved by a voice vote and the meeting was adjourned.
