Village Hall Community Center
The meeting convened at 9:00 a.m. Those present were Mayor Irvana Wilks, and Trustees John
Korn and Michaele Skowron. Representing the Village were Village Manager Mike Janonis and
Human Services Director Nancy Morgan.

Mal Holec, Quince Lane received updates on various items: 1) There is no proposed TIF for
Randhurst. 2) The first phase for the Fire and Police facilities is to establish a location for
station 14, PW and the Emergency Operation Center. The second phase will to perform the
space study for the Police and Fire Headquarters. 3) The Village is divided into fifteen traffic
plan studies and we are working our way through the zones. 4) The new Business Consultant
is establishing long term contacts for the village which is a lengthy process. Her progress is
reviewed regularly. 5) Crime Free Housing is a National program involving property
maintenance, eight hour landlord education classes, and a lease addendum stating provisions
of the ordinance. 6) The Village is educating businesses on the Smoking Ordinance, and the
state is developing its Smoking Ordinance.
Roy Strobe, North Lancaster complimented the Police Department for their follow up in
monitoring speeding on his street. He feels that home based business should be licensed as
regular businesses. Inspections are made on a complaint basis. Commercial vehicles need to
be in compliance with the ordinance.
Rosalie Bartfay and Louise Wilson Camp, McDonald Road complained that their neighbor,
Nancy Rook, at 1437 Mandel has an unsightly yard and are concerned that it is a fire hazard.
Ms. Rook is scheduled for the Village's Adjudication on April 26, 2007. Jasmine has been
involved, but Ms. Rook has refused Human Services involvement. Staff will follow up.
Paul Berauer, South Albert is a member of the Youth Commission and was observing the
meeting.
Ken Koeppen, Linneman Road was interested in knowing what leverage the Village has when
residents refuses to replace their front concrete sidewalks. The Village reviews the situation
upon complaints.
Arlene Juracek, South Lancaster stated that the Village's Comprehensive Plan has been
updated. She encouraged everyone to support the Historical Society's efforts to move the Old
School House from the St. John's property. They need an additional $190,000 to complete the
move. She would like to see a first time Village of Mount Prospect employee home buyer
program enacted to encourage employees to live in town.
Kimberly and Andy Skic, North Owen Street. Kimberly conveyed a concern on behalf of
Christine of Curves at Central and Wolf who felt she was treated rudely by the Human Services
staff when offering to donate 700 Ibs. of groceries and hats and mittens to the Holiday Meal
Basket program. Nancy Morgan will check into this matter and asked that Christine give her a
call. Trustee Korn offered to pick up donations when needed.
Carol Tortorello, South Elmhurst Avenue asked why Village vehicles need to continuously
run, and was told it is done for efficiency. Mike Janonis will follow up with Glen Andler, Director
of Public Works.
Mike Warta, Elderberry asked about large bulk items for garbage pick up. The Village no
longer has the two "Clean Up Day" events a year because bulk items can be put out at anytime.
Special pick ups for white goods such as appliances or computers, etc. need to be arranged.
David Schein, NaWaTa Avenue 1) conducted an informal study that determined 50% of drivers
were holding cell phones to their ears, 2) noted that there appears to be an increase in parkway
grass damage this year due to winter salting, and 3) is concerned that the board waived the
water storing ordinance for the Historical Society.
Louis Bowers, Boxwood is concerned about 1) the percentage of affordable housing in town
especially considering the number of teardowns along the Rand, Elmhurst and Central area.
Mount Prospect meets the Federal guidelines for affordable housing, with rentals and condos
being the lower housing entrance. 2) He is concerned about garbage containers being left at
the curb side all week. Containers need to be stored along the side of the home. The Village
reviews the situation upon complaints.
As there was no more business to address, the meeting was adjourned at 10:50 a.m.
