HomeMy WebLinkAboutOrd 1158 05/24/1966 - Ordinance No. 1158 AN ORDINANCE AMENDING THE POWERS AND DUTIES OF THE VILLAGE MANAGER BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That Section 4.102 of Chapter Four of the Municipal Code of Mount Prospeet of 1957 as amended, be and hereby is further amended by adding to Section 4.102 after the last sentence in paragraph three, so that paragraph three of Section 4.102 shall be and read as follows: "Any vacancy in the office of the Village Manager shall be filled within ninety (90) days after the effective date of such vacancy. In the case of the absence or disability of the Manager, the Village Board may designate a qualified administrative officer of the Municipality to perform the duties of the Manager during such absence or disability." SECTION TWO: That Section 4.103 of Chapter Four of the Municipal Code of Mount Prospect of 1957, as amended, be and hereby is further amended, so that said Section 4.103 shall be and read hereinafter as follows: SECTION 4.103. POWERS fu~D DUTIES OF VILLAGE MANAGER The Village Manager shall be the executive officer and head of the administrative branch of the Nillage and he shall be responsible for the effecient administration of all departments. The powers and duties of the Manaeer shall be: (A) To enforce the laws and ordinances within the Municipali ty; (B) To appoint and remove all directors of departments. No appointment shall be made upon any basis other than that of merit and fitness; (C) To exercise control of all departments and divisions thereof that may be created by the Board of ~rustees; (D) Attend all meetings of the Village Board unless excused therefrom by the Board, except when his removal is under consideration. The Manager shall have the privilege of taking a part in the discussion of all matters comi~g before the Board but shall have no vote therein. He shall be entitled to notice af all meetings, regular and special, of the Board. .I (E) To recommend to the Board of Trustees for adoption of such measures as he may deem necessary or expedient; (F) To have all the powers and exercise all the duties granted to the Village Clerk and comptroller with respect to the preparation of a report of estimated funds necessary to defray the expenses of the Village for the fiscal year for the consideration of the Board of Trustees prior to the preparation of the annual ap9ropriation ordinance; (G) To prepare and submit to the Board of Trustees as of the end of the fiscal year a complete report on the administrative activities of the Village for the preceding year. (H) Purchase of all materials, supplies and equipment, for which funds are provided in the budget, but he may not purchase any items which exceeds any budget appropriation until the Village Board has increased the appropriation; provided that for purchases of more than $500.00 he shall be required to receive sealed bids and shall present such bids to the Village Board for approval or rejection. The Manager shall advise the Village Board as to whether or not any contract offered is desirable, or which of several contracts offered is most desirable for the Village. In case of accidents or other circumstances creating an emergency, the Village Manager may, with the consent of the Village Board, award contract and make purchases for the purposes of repairing damages caused by the said accident or meeting said public emergency; but he shall file promptly with the Village Board a certificate showing such emergency and the necessity of such action, to- gether with an itemized account of all expenditures. SECTION THREE: This ordinance shall be in full force and effect from and after its passage and approval in the manner provided by law.
