HomeMy WebLinkAboutOrd 2037 12/05/1967 ORDINANCE NO. 2037 AN ORDINANCE PROVIDING FOR THE MAKING OF A LOCAL IMPROVEMENT IN AND FOR THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, IILINOIS BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, IILINOIS: SECTION 1: That a local irnproverrent shall be made in the Village of Mount Prospect, Cook County, Illinois, the nature, character, locality and description of which improvement is as follows: That a cast iron water supply pipe of eight (8) inches internal diameter be constructed and laid in Golf Road from and connected to an existing eight (8) inch water supply pipe at a point located approximately ten (10) feet west of the northwest comer of Maple Street and Golf Road, thence east in the north parkway of Golf Road to a point approximately ten (10) feet east of the northeast comer of School Street and Golf Road; and that a cast iron water supply pipe of six (6) inch internal diameter shall be constructed and laid along the west parkway of Elm Street from Golf Road to a point approximately twenty (20) feet north of the center line of Lonnquist Boulevard and connecting to the existing eight (8) inch water supply pipe therein; and that a cast iron water pipe of six (6) inch internal diameter be constructed and laid in the north right of way on Sunste Road at a point connecting with the installed six (6) inch line in the west parkway of Elm Street and extending east and connecting to the existing eight (8) inch water supply pipe located in the easterly right of way of School Street, along with the necessary appurtenances thereto, in the Village of Mount Prospect, Cook County, Illinois. The proper location of all water supply pipes enumerated above are more fully described on the drawings attached hereto and by reference made a part hereof. All cast iron pipe and fittings herein provided shall be made of the best quality of cast iron, centrifugally cast in metal molds, cement lined, Class 22. Allowable variations in diameter and thickness, method of manufacture, marking and coding, shall conform to the U. S. Government Specifications WW-P421, Class 22 pipe. All mains and fittings shall be capable of withstanding internal working pressure of 150 pounds per square inch. Pipe shall be designed for a depth of cover of five and a half (5-1/2) feet. Mechanical joint fittings shall be used throughout. The joints shall be executed in accordance with manufacturers' recormnendations, and joints shall be tightened with approved torque wrench or other approved I means to secure uniform and allowable tension of the joints. I I Four (4) six (6) inch gate valves in the supply lines shall be provided at locations shown on the attached drawnings and shall be of the mechanical joint type. Hub or spigot end valves will not be permitted. One (1) eight (8) inch gate valve in the supply lines shall be provided at the location shown on the attached drawings and shall be of mechanical joint type. Hub or spigot end valves will not be permitted. Two (2) eight (8) inch by eig)1t (8) inch pressure connections and two (2) six (6) inch by eight (8) inch pressure connections in the supply lines shall be provided at locations shown on the attached drawings and shall be of the mechanical j oint type. The eight ( 8) inch gate valves and pressure connections shall be housed in basins of five (5) foot inside diameter. All valves shall be of double disc type and shall have mechanical joint ends. The vlave waterway shall be sIOClth and shall stand without leaking, a test pressure of three . hundred (300) pounds per square inch, and a working pressure of one hundred fifty (150) pounds per square inch. The valve body shall be of the best -1- 'I I quality cast iron, bronze or brass mounted with bronze stem. The six (6) inch gate valves and pressure connections shall be housed in basins of four (4) foot inside diameter. All valves shall be of double disc type and shall have mechanical joint ends. The valve waterway shall be smooth and shall stand without leaking, a test pressure of three hundred (300) pounds per square inch, and a working pressure of one hundred fifty (150) pounds per square inch. The valve body shall be of the best quality cast iron, bronze or brass mounted with bronze stem. Four (4) fire hydrants shall be properly connected by six (6) inch internal cast iron pipes to the water supply lines in the locations shown on the attached plans. Hydrants shall be equipped with a mechanical joint, auxiliary valve, and valve box as shown on the plans attached hereto. Said hydrants shall be of the best quality cast iron, bronze mounted with five (5) inch valve opening, two (2) two and one half (2-1/2) inch hose nozzles, having one (1) steamer connection. Hydrants shall be of the type adopted as standard by the Village of Mount Prospect, Illinois. One (1) of the four (4) hydrants, which will be located at the northwest corner of Elm Street and Golf Road, shall be of the break line flange type construction as per the standard established by the Village of Mount Prospect, Illinois. Vlave basins of the above enumerated inside diameter shall be circular in shape and shall be constructed of concrete block masonry in conformance with American Society for Testing Materials for Concrete Masonry Units, C-139-39 and blocks shall be five (5) inches in thickness. The upper portion of the walls shall taper to an inside diamtere of twenty-four (24) inches at the top of the basin upon which shall rest a cast iron frame and cover; the combined weight thereof shall be three hundred and twenty (320) pounds and the top of said cover shall be set at the elevation of the adj acent ground. Mortar used in laying up valve basin sidewalls and for plastering outside of sidewalls shall be composed of one (1) part Portalnd Cement and two (2) parts fine aggregate. The bases of the valve basins shall be constructed of Portland cement concrete six (6) inches in thickness, circular in shape, of a diameter six (6) inches larger than the outside wall diameter of the valve basins. Concrete for the base of the valve basin shall be composed of one (1) part Portland cement, two and one-half (2-1/2) parts of fine a€,.,gregate and four (4) parts of coarse aggregate as hereinafter specified. The water valves to be housed within the basins shall be supported by two (2) dry brick walls, extending from the top of the base to the bottom of the water main, one (1) dry wall to be constructed on either side of each valve. All trenches excavated for the water mains shall be refilled with the material excavated and tamped and flooded so as to leave the surface of the ground in as good condition as before the start of the work. As directed by the Engineer, trenches caused by the construction of the cast iron water supply lines which fall beneath existing street pavement, sidewalks, curbs and driveways, shall be backfilled with sand, screenings, pit run gravel, crushed stone or pea gravel, from the spring line of the pipe to the finished sub-grade. The trench backfill shall be thoroughly "jetted" in a manner and with equipment satisfactory to the Engineer. Existing bituminous driveways and street pavement shall be removed where it is necessary for this water main construction. The waste material resulting therefrom shall be removed and disposed of off the site. The driveways and street pavement so removed shall be replaced with materials equivalent to the original materials and to the same width and thickness. All excess material shall be removed from the site and the contractor shall cause sufficient top soil to be deposited and spread to a finished depth -2- of at least six (6) inches, fine raked, and grass seeded. Thirty-four (34) buffalo boxes shall be installed so as to facilitate water service to the adjacent properties benefiting fran the improvement herein. Service lines for each property shall be installed from the main to the shutoff box located at the buffalo box, and shall consist of one (1) inch copper, type K, soft. All materials of every kind and character to be used in the const- ruction of this improvement shall be of first class quality, suitable for the purpose for which is is to be used and subject to the inspection and approval of the Board of Local Inprovements, Village Of Mount Prospect, Cook County, Illinois. All of siad work shall be constructed in a workmanlike manner under the supervision of the Board of Local Improvements, Village of Mount Prospect, I Cook County, Illinois. I SECTION 2: That the recorrmendation of the Board of Local Improve- I ments of the Village of Mount Prospect, providing for the improvement, and the estimate of the cost thereof made by the President of the Board of local Improvements, both hereto attached and made a part hereof, be, and the same are hereby approved. SECTION 3: That the said improvement shall be made and the whole cost thereof, together with an amount not exceeding six per cent (6%) of the estimated cost, to-wit: THIRrY THREE 'I'HOUSAND THREE HUNDRED AND EIGHTY NINE DOILARS AND FIFTY CENTS ($33,389.50), which is hereby provided for to apply , towards the cost and expense of making, leving and collecting said special assessrrent and all other expenses allowed by law, being the amount included in the estimate, thereof, shall be paid by special assessrrent, in accordance. with the Illinois Mtmicipal Code, Article 9, Division 2 and amendments thereto. SECTION 4: That the aggregate amount herein ordered to be assessed · against the property and against the municipality, if any, and also the I assessment on each lot and parcel of land herein assessed shall be divided as follows: The said assessment to pay the cost of construction of said improve- ment and the cost of levYing, making and collecting said assessrrent and all expenses allowed by law, shall be divided into ten (10) installments, in the I manner .provided by the statute in such case made and provided. IT IS HEREBY made the duty of the Board of Local Improvements of the Village of Mount Prospect, to file in the Office of the Clerk of the Court in wich such assessment was confirmed, a certificate signed by the Secretary of the Board of Local Inprovements of the Village of Mount Prospect of the date of the first voucher and the amount of said voucher, within thirty (30) days after the issuance of the said voucher. All installments shall bear interest until paid at the rate of six per cent (6%) per annum. Interest on all installments shall begin to run in accordance with the provisions of the Illinois Municipal Code, Article 9, Division 2 and amendments thereto. Interest on such first installment shall be due and payable and shall be collected at the same time as the first installment. Interest on the second and succeeding installments shall be due and payable and shall be collected with the installments respectively as in said Code relating to special assessment provided. -3- SECTION 5: That for the purpose of anticipating the collection of the second and succeeding installments of siad assessment for the cost of said improvements, the Village of Mount Prospect shall issue bonds payable out of said installments, bearing interest at the rate of six per cent (6%) per annum, payable annually, signed by the President of the Board of Trustees of the Village of Mount Prospect and attested by the Village Clerk of said Village. Said bonds shall be issued in accordance with and shall in all respects conform to the provisions of the Illinois Municipal Code, Article 9, Division 2 and amendments thereto. SECTION 6: That the President of the Village of Mount Prospect, be, and is hereby directed to file a Petition in the Circuit Court of Cook County, Illinois, in the name of the people of the Village of Mount Prospect, praying that steps may be taken to levY a special assessrrent for the purpose of defraying the expense of siad improvement so far as the same may lawfully be done and to ascertain what property will be benefited, in accordance with the provisions of this ordinance, and in the manner prescribed by law. SECTION 7: That all ordinances, or parts of ordinances in conflict with this ordinance, be, and the same are bereby repealed. SECTION 8: That this ordinance shall be in full force and effect from and after its passage and approval thereof J according to law. PASSED: This 5th day of December, 1967.
