IX. CONSENT AGENDA * All items listed with an asterisk are considered routine by the Village Board and will be enacted by one motion. There will be no separate discussion of those items unless a Board member, or resident from the audience so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. X. OLD BUSINESS A. PZ-14-06, 1040 W. Northwest Highway, Mount Prospect Development Group 1. 2nd reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE OF MOUNT PROSPECT FOR PROPERTY LOCATED AT 1040 W. NORTHWEST HIGHWAY This ordinance rezones the subject property from B1 Business Office to R2 Attached Single Family Residence to allow a 17 unit townhome development. The Planning and Zoning Commission has recommended by a vote of 5-2 to deny the request; adoption of the ordinance requires a super majority vote for approval. 2. 2nd reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT AND VARIATION FOR PROPERTY LOCATED AT 1040 W. NORTHWEST HIGHWAY This ordinance grants a Conditional Use Permit for a Planned Unit Development, and a Variation for lot coverage to allow the construction of a 17 unit town home development. The Planning and Zoning Commission has recommended by a vote of 5-2 to deny the request; adoption of the ordinance requires a super majority vote for approval. (By a vote of 5-0 the Village Board approved deferral of the second reading until the May 1, 2007 Village Board meeting.) B. 2nd reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance implements components of the Village's new "Residential Intersection Traffic Control" program and the "Residential Speed Limit" program for Zone 12. (By a vote of 5-0 the Village Board approved deferral of the second reading until the May 1, 2007 Village Board meeting.) XI. NEW BUSINESS A. 1st reading of AN ORDINANCE AMENDING CHAPTER 22 (FLOODPLAIN REGULATIONS) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Section 22.102 "Definitions" and Section 22.105 "Base Flood Elevation" under Article I, "Floodplain Management Regulations." (Exhibit A) B. * A RESOLUTION ACCEPTING A GRANT FROM THE ILLINOIS HOUSING DEVELOPMENT AUTHORITY FOR HOME BUYER ASSISTANCE PROGRAM This resolution authorizes the Village to accept a $42,000 grant in HOME money from the Illinois Housing Development Authority (IHDA) to assist first time homebuyers purchase homes in the Village. (Exhibit B) C. *RESOLUTION AMENDING RESOLUTION NO. 30-00 SUPPORTING THE CREATION OF THE FIRST TIME HOMEBUYER ASSISTANCE PROGRAM This resolution modifies the Village's current First Time Homebuyer Program guidelines to mirror Illinois Housing Development Authority (IHDA) program guidelines. (Exhibit C) XII. VILLAGE MANAGER'S REPORT A. *Request approval to enter into a professional services contract with retail recruitment specialist (consultant) Cathy Maloney, in an amount not to exceed $39,000. The consultant will assist with the recruitment and placement of appropriate businesses within the Village's central business district and other commercial corridors. B. Request Village Board approval to accept bid for Sewer Line Spot Relays in an amount not to exceed $209,465. C Request Village Board approval to accept bid for Sewer Repairs Using Cured-in- Place-Pipe (CIPP) Process in an amount not to exceed $976,776.90. D. Request Village Board approval to accept proposal for Professional Services for Cured-in-Place-Pipe (CIPP) and Spot Relay Works in an amount not to exceed $95,800. E. Request Village Board approval to accept proposal for Neighborhood Traffic Study and Post-Studies in an amount not to exceed $152,300. F. Status XIII. OTHER BUSINESS XIV.
