WHEREAS, the Village of Mount Prospect is continuously basing 'improvements on a
comprehensive transportation planning process, and systematically studying traf-
fic congestion and safety problems on all major streets and highways in the Vil-
lage of Mount Prospect; and
wtlliREAS, the President and Board of Trustees desire TOPICS funds for use in
carrying out Village programs in accordance with standard Federal-Aid procedures
and requirements of the U. S. Department of Transportation;
NOW, THEREFORE, BE IT Rf'~OLVED BY THE PRESIDENT AND BOA.RD OF TRUSTEES OF THE
VILLAGE OF MOUN'"i' PROSPECT, ILLINOIS:
SECTION ONE: That the Village of Mount Prospect hereby expresses its desire to
participate in a Traffic Operations Program to Increase Capacity and Safety
hereinafter be referred to as TOPICS, and hereby makes application for said par-
ticipation.
SECTION TlNO: That the Village ofl\lo'unt Prospect hereby represents that it is
a1tlare of the general requirements for participation in rrOPICS as outlined in
U.S. Department of Transportation Policy and Procedure f\1emorandum 21-18 entitled
"Urban Traffic Operator Program to Increase Capacity and Safety".
SECTION THREE: Tnat the Village of ~f]ount Prospect agrees '\"ll th the State of
Illinois on the following:
A. Tne establishment or continuation of a loca.l traffic
engineering unit, or other arrangement satisfactory
to the State of Illinois, to insure the proper mainte-
nance and operation of completed improvements.
B. The establishment and maintenance of regulations neces-
sary for the proper operation of the traffic network.
C. The administrative jurisdictions 'ilhich will be respon-
sible for the enforcement of these regulations and the
extent of their Obligations.
SECTION FOUR: That the Village of Mount Prospect hereby requests the cooperation
and assistance of the State of Illinois in the development and implen~entation of
a TOPICS program in the Village of Mount ,Prospect.
SECTION FIVE: That authority is hereby given the Village President to sign and
the Village Clerk to attest anydoctiments' of application for TOPICS funds or
documents necessary to implement same for this program.
