JANONIS DATE: MARCH 12,2007 SUBJECT: ACCEPT THE SUBURBAN PURCHASING COOPERATIVE (NWMC) B FOR THE PURCHASE OF TWO 2008 FORD 4 WHEEL DRIVE CAB & CHASSIS ($69,900.00) Background In the current budget, there are funds available to replace unit 2716 and 2742. Both trucks are 1997 Chevrolet 1-ton dump trucks used by the Public Works Department Street/Buildings Division for hauling small loads of material, supplies and equipment to job sites throughout the Village. Both trucks are equipped with snow and ice removal equipment. These trucks are used during snow removal operations to clear snow from public buildings, Village parking facilities, and downtown business district. Replacement Schedule 2716 and 2742 were purchased in 1997. The vehicle/equipment replacement schedule for 1-ton dump trucks is 12 years or 50,000 miles. 2716 and 2742 have entered their 10th year of service with 2716 having logged 40,752 miles and 2742 logging 25,466 miles. Life Cvcle Cost Analvsis Life cycle cost analysis has been completed for both 2716 and 2742. The life cycle cost analysis is attached for your review. The optimum economic replacement point for 2716 has been calculated at year 6 and the modified economic replacement point for 2716 has been calculated at year 8. The optimum economic replacement point for 2742 has been calculated at year 3 and the modified economic replacement point for 2742 has been calculated at year 6. Other Factors These trucks have been moved up for replacement due to the problems with the General Motors 6.5L diesel engines. Both trucks had the fuel injection pump and fuel injection module replaced twice and 2742 has had the pump replaced three times. General Motors has recognized the problem and has provided a 11 year/120,000 mile warranty on the injector pump, but have not made the fuel injector pumps more reliable. With the warranty running out in March 2008 we had moved the replacement up to 2007. Replacing the vehicles this year they will still have warranty coverage and still have retail value when they are sold at auction. In budget year 2006 we deferred the replacement due to the warranty troubles Ford Motor Company was having with the 6.0L diesel engine. The new Ford cab and chassis being proposed have a new 6.4L diesel engine which Ford has stated will resolve all the problems in the past with the 6.0L diesel engine. Subject: Accept Suburban Purchasing Cooperative (NWMC) Bid for Two 4-Wheel Drive Cab & Chassis Date: March 12, 2007 Page 2 of2 Another factor is the clearing of snow from the top floor of the Village Hall Parking Facility. These trucks will be equipped with a lower profile dump body and emergency lighting to facilitate easy access to the upper deck without having to remove the emergency lighting when it is necessary to haul snow from the parking facility. Replacement Recommendation It is my recommendation that replacements for 2716 and 2742 be purchased during the 2007 budget year. Bid Recommendation I am recommending the purchase of two (2) 2008 Ford F450 4-wheel drive, 16,000# GVWR, cab and chassis with a 6.4L diesel engine per our specifications from the Suburban Purchasing Cooperative (NWMC) award winner Currie Motors, Inc., Frankfurt, Illinois. I request that the Village Board authorize the purchase of two (2) new 2008 Ford F450 4 wheel drive cab and chassis at a cost not to exceed $69,900.00. Funds for this proposed purchase are available in account 6707709-660115, in the amount of $91,400.00, page 293, of the current budget. Funds remaining will be used to purchase the necessary equipment to make the unit completely functional. JANONIS FROM: VEHICLE/EQUIPMENT MAINTENANCE SUPERINTENDENT SUBJECT: Backqround In the current budget, there are funds available to replace unit 4528. 4528 is a 1992 International 53,000 lb. GVWR dump truck with snow and ice control equipment. This unit is used by the Public Works Department maintenance crews to haul miscellaneous materials, such as asphalt, black dirt, sand, stone, etc. to job sites throughout the Village. The unit is also equipped with a snowplow, underbody scraper, and "V" type salt spreader for winter snow and ice control. Replacement Schedule 4528 was purchased in 1991. The vehicle/equipment replacement schedule for large dump trucks is 15 years. 4528 has entered its 16th year of service and has logged 35,626 miles. In addition, the hour meter on the engine has logged 3722 hours of operation (equivalent to 111,060 road miles). This vehicle satisfies the Vehicle/Equipment Replacement Schedule criteria for replacement. Life Cvcle Cost Analvsis Life cycle cost analysis has been completed on 4528 and is attached for your review. The optimum economic replacement point has been calculated at year 6. The modified economic replacement point has been calculated at year 15. Other Factors The truck we are proposing to replace has some frame cracking showing this year due to the rust between the two "e" channel frame construction. The cracks have been welded and reinforced to make the frame as sound as it was when new. The rust will continue to grow because the truck is operated in extreme wet and cold weather conditions where salt and other chemicals are needed to control the snow and ice conditions. The new proposed truck chassis will have a single heavy duty "e" channel frame and will eliminate the build up rust between the channels. We are also proposing to install a pre-wetting system on this new truck. The pre-wetting system shall be used to wet the salt with liquid calcium chloride as the salt is spread. The liquid calcium chloride increases the salt melting action to a minus 5 degrees. With the pre-wetting system there will be additional weight on the truck due to the "liquid salt" and storage tanks. Replacement Recommendation It is my recommendation that a replacement vehicle for 4528 be purchased during the 2007 budget year. Bid Recommendation I am recommending the purchase of one 2007 International 7400 Series, 53,000# GVWR cab and chassis from the State of Illinois contract (PSD 4013471) award winner Prairie International Truck Sales, Springfield, Illinois. Accept State of Illinois Bid For The Purchase of One Truck Cab and Chassis March 12, 2007 Page 2 of 2 I request that the Village Board authorize the purchase of one new 2007 International 7400 Series 53,000# GVWR truck cab and chassis at a cost not to exceed $71,356.00. Funds for this proposed purchase are available in account no. 6707709 - 660115 ($116,700.00), page 293 of the current budget. The remaining funds will be used for equipment (underbody snow plow, pre-wetting system, and hydraulic components) to make the vehicle completely functional. GVWR dump truck with snow and ice control equipment. This unit is used by the Public Works Department maintenance crews to haul miscellaneous materials, such as asphalt, black dirt, sand, stone, etc. to job sites throughout the Village. The unit is also equipped with a snowplow, underbody scraper, and "V" type salt spreader for winter snow and ice control. Replacement Schedule 4527 was purchased in 1991. The vehicle/equipment replacement schedule for large dump trucks is 15 years. 4527 has entered its 16th year of service and has logged 32,100 miles. In addition, the hour meter on the engine has logged 3734 hours of operation (equivalent to 112,020 road miles). This vehicle satisfies the Vehicle/Equipment Replacement Schedule criteria for replacement. Life Cvcle Cost Analvsis Life cycle cost analysis has been completed on 4527 and is attached for your review. The optimum economic replacement point has been calculated at year 8. The modified economic replacement point has been calculated at year 14. Other Factors The current truck chassis has a double "c" channel frame construction and has rust between the two channels. This rust will eventually cause the frame to crack. At the time when we purchased the truck in 1991 we had to have both "c" channels to meet the weight limits when the truck is loaded with salt during snow and ice control operations. The new proposed chassis will have a heavier single "c" channel frame construction eliminating the need for a double "c" channel and the rust between the channels. Replacement Recommendation It is my recommendation that a replacement vehicle for 4527 be purchased during the 2007 budget year. Bid Recommendation I am recommending the purchase of one 2007 International 7400 SFA Series, 35,000# GVWR cab and chassis from the State of Illinois contract (PSD 4013471) award winner Prairie International Truck Sales, Springfield, Illinois.
