RESOLUTION NO.
32-72
A RESOLUTION OPPOSING STATE IMPOSED TAX FREEZE
WHEREAS, the type, scope and priority of municipal services neces-
sary to meet the needs of the citizens of Mount Prospect is a matter
which should ~d can be controlled by the citizens themselves through
their municipal government; and
WHEREAS, the providirig of municipal services is dependent on tax
revenue, and the determination .of the amount of revenue will, in
turn, determine how much and what kind of services can be provided;
and .
ffiIEREAS, local determination of local services requires local con-
trol of local taxes, and any freeze or limitation on local tax revenue
production that is not self-imposed by the local elected officials
is a denial of self-determination by the citizens who receive the
services and pay the taxes;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ON~: That the General Assembly of the State of Illinois
conf,rm the concept of home rule for municipalities and refrain
from imposing a tax freeze on municipal property taxes, whereby
municipalities can continue to determine for themselves what ser-
vices they need and determine how much they wish to tax themselves
for such services.
SECTION TWO: That the Village Clerk of the Village of Mount Pros.
pect forward copies of this Resolution to Mount prospect's repre..
sentatives to the General Assembly.
SECTION THREE: That this Resolution be in full force and effect
from and after its passage and .approval in the manner determined
by law.
