IX. CONSENT AGENDA * All items listed with an asterisk are considered routine by the Village Board and will be enacted by one motion. There will be no separate discussion of those items unless a Board member, or resident from the audience so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. X. OLD BUSINESS A. PZ-14-06, 1040 W. Northwest Highway, Mount Prospect Development Group 1.2nd reading of AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE VILLAGE OF MOUNT PROSPECT FOR PROPERTY LOCATED AT 1040 W. NORTHWEST HIGHWAY This ordinance rezones the subject property from B 1 Business Office to R2 Attached Single Family Residence to allow a 17 unit townhome development. The Planning and Zoning Commission has recommended by a vote of 5-2 to deny the request; adoption of the ordinance requires a super majority vote for approval. 2. 2nd reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT AND VARIATION FOR PROPERTY LOCATED AT 1040 W. NORTHWEST HIGHWAY This ordinance grants a Conditional Use Permit for a Planned Unit Development, and a Variation for lot coverage to allow the construction of a 17 unit townhome development. The Planning and Zoning Commission has recommended by a vote of 5-2 to deny the request; adoption of the ordinance requires a super majority vote for approval. (The developer has requested deferral of PZ-14-06 until the March 6, 2007 Village Board meeting.) C. 2nd reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance implements components of the Village's new "Residential Intersection Traffic Control" program and the "Residential Speed Limit" program for Zone 12. (By a vote of 5-0 the Village Board approved deferral of the second reading until the March 6, 2007 Village Board meeting.} XI. NEW BUSINESS A. 1st reading of AN ORDINANCE AMENDING CHAPTER 8, ARTICLE 8 OF THE VILLAGE CODE FOR REAL ESTATE TRANSFER TAX This ordinance (1) tightens criteria and reduces the period in which a person is entitled to the rebate, (2) adds language preventing rental and investment properties from becoming eligible for the rebate and (3) eliminates language for treatment of court ordered transfers. (Exhibit A) XII. VILLAGE MANAGER'S REPORT A. *Request Village Board approval to accept proposal for a third-party administrator (TPA) for the Village's workers compensation insurance program in an amount not to exceed $22,300. B. *Request Village Board approval to accept bids for Shade Tree Furnishing and Planting in an amount not to exceed $199,225. C. Status XIII. OTHER BUSINESS XIV.
