MAYORS REPORT 02/06/2007 PROCLAMATION "AMERICAN HEART MONTH" FEBRUARY, 2007 WHEREAS, the month of February has been appropriately named American Heart Month by the American Heart Association; and WHEREAS, it is critical to empower individuals, and increase their awareness of steps they can take to reduce the risk of heart disease; and WHEREAS, the American Heart Association works every day to advance medical research, spread lifesaving knowledge and reaching out to people of all ages, to ensure stronger, longer lives for all. NOW, THEREFORE, 1, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim February, 2007 to be "AMERICAN HEART MONTH" and I urge all individuals, especially those in Mount Prospect to familiarize themselves with the signs, symptoms, and treatments for cardiovascular disease so that we might begin to reduce the devastating impact it has upon our population. PROCLAMATION "BLACK HISTORY MONTH" FEBRUARY, 2007 WHEREAS, African-American history is one of the great human chronicles of all times and is the story of men and women whose ancestors arrived on these shores in chains, but with extreme courage andfaith, prevailed against centuries of slavery and discrimination to build lives for themselves and their families, to contribute immeasurably to the strength and character of our nation; and WHEREAS, in 1926 Carter G. Woodson initiated Negro History Week, which, in 1976, was expanded to the entire month of February to recognize and celebrate contributions of African- Americans to our nation's culture and history; and WHEREAS, in every facet of United States history, African-Americans have made contributions, adding significantly to the strength of our nation; and NOW, THEREFORE, 1, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim February, 2007 as "BLACK HISTORY MONTH" and I encourage all individuals to take advantage of opportunities to educate themselves and raise awareness and appreciation of the history and contributions of African-Americans to our great nation, while striving to eliminate even the most minute evidence of discrimination towards all individuals. WILKS AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: JANUARY 31, 2007 SUBJECT: VINO 100 110 SOUTH EMERSON STREET REQUEST FOR CLASS V L1CQUOR LICENSE On Tuesday, January 30, 2007, the Village Manager met with Ms. Jennifer Martinez regarding her request for the creation of a new class "V" liquor license at the above referenced location. The Class "V" provides for the retail package sale of wine only. Ms. Martinez is planning to open "Vino 1 00" a franchise wine shop in the soon to be completed Emerson development in downtown Mount Prospect. The "Vino 1 00" concept includes offering one hundred varieties of wine that cost twenty-five dollars or less. Store inventory will also include wines that are more expensive. "Vino 1 00" also sells wine related accessories. There are currently half a dozen "Vi no 1 00" shops located in the northeast region of Illinois. According to Ms. Martinez the shop will occupy approximately 1500 square feet of the retail space on the first floor of The Emerson. Initial plans call for Monday through Saturday hours of operation. Ms Martinez indicated she will be the full-time manager and operator of the shop. She anticipates hiring a few part-time employees to assist her. Ms. Martinez indicated that she has no previous experience with the sale or delivery of alcoholic beverages. The Village Manager indicated that the successful completion of a certified liquor server's course would be a requirement of the license. The Village Manager discussed with Ms. Martinez the requirements of the Village's liquor code including the need to be mindful of sales to minors as well as obviously intoxicated persons. The requirements of the Village's Flight Ordinance were also discussed. Ms. Martinez indicated that she was familiar with the requirements of the liquor code. A completed application as well as most other documentation is on file. Ms Martinez has submitted to a background check and fingerprinting. If the Village Board views this application favorably, an ordinance creating a new Class "V" license would need to be adopted. The license would be issued contingent upon showing proof of successful completion of a certified liquor server's course and the issuance of a final occupancy permit for the space currently under construction. AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
