ROLL CALL SECRETARY PRO TEM GEORGE CLOWES CALLED THE ROLL. reJ MOUNT PROSPECT YOUTH COMMISSION MINUTES JANUARY 03, 2007 PAGE TWO APPROVAL OF MINUTES Steve Long, seconded by Paul Berauer, moved to approve the minutes ofthe December 6, 2006 Youth Commission Meeting. Motion carried by unanimous approval. OLD BUSINESS FORMATION OF COMMITTEES BASED ON YOUTH COMMISSION ORDINANCE Chairwoman Corcoran introduced this topic for discussion. YOUTH RESOURCE CATALOG (Section 5.1405C) Steven Long reported he had taken responsibility for the Youth Resource Catalog and had begun working on updating it. He is checking phone numbers and contacts, and determining whether the organizations listed were still active or not. MEETINGS WITH ELECTED OFFICIALS (Section 5.1406) Chairwoman Corcoran pointed out that the Youth Commission is required, under Section 5.1406, to meet with the Vi llage Board and Village President in June and December at a Committee of the Whole Meeting. These meetings were in addition to the presentation of the Youth Commission's annual report to the Board. Members discussed whether these two extra meetings were really necessary, especially since they had not taken place for several years. AI A Schein reiterated his proposal from last month's meeting, where he had suggested forming a liaison committee, where Youth Commission members would attend meetings of the Village Board and other Village Commissions and report back to the rest of the Youth Commission to keep them up-to-date with the business of the Village. Steven Long said that going to these other meetings might prompt ideas for new Youth Commission projects as well as making people more aware of the Youth Commission. Brent Busse recommended that each Youth Commission member should sign up to go to specific meetings and then a schedule could be developed. AI A Schein noted that a calendar of upcoming meetings was available from the Village Clerk each month and said he would bring the current calendar to the next Youth Commission meeting so that members could sign up for the meetings they wanted to attend. Secretary Pro Tem George Clowes called attention to Section 5.1045F of the Youth Commission ordinance, which directs the Youth Commission "To foster and promote cooperation among governmental and non-governmental organizations serving youth within the Village." He said this suggests Youth Commission members should plan on attending Park District and Church Youth Group meetings in the Village. He said he would bring schedules of Park District meetings to the next Youth Commission meeting. He said he would also try to obtain the dates of meetings of Church Youth Groups. A/A Braus suggested asking these other Commission/Board members ifthere were any topics they would like to have the Youth Commission address. A/A Schein suggested giving the Commission/Board members a one-page handout describing the Youth Commission and its work. AlA Gilligan suggested taking a set of talking points about the Youth Commission. Steven Long suggested using the Youth Resource Catalog as a guide to youth meetings they could attend. He said they should get out to meetings of 4-H groups, Boy Scouts, Girl Scouts, Campfire Boys & Girls, MOUNT PROSPECT YOUTH COMMISSION MINUTES JANUARY 03, 2007 PAGE THREE Cheerleading, and other youth organizations as well as Park Districts and Church Youth groups. He said these groups would be good places to recruit new Youth Commission members. COMBINA TION OF REQUIRED MEETINGS WITH VILLAGE BOARD Steven Long. seconded by Paul Berauer, moved to present the Youth Commission's annual report at the same time as the Youth Commission's required June meeting with the Board and Village President, and also to meet again with the Board and Village President in December. Motion carried by unanimous approval. USING GRADE LEVEL OR AGE TO QUALIFY YOUTH COMMISSION MEMBERS Chairwoman Corcoran brought up the question of whether the age requirements for Youth Commission members should be changed. Section 5.1402 of the Youth Commission ordinance refers to "Mount Prospect youth above the age of eleven (11) years old" and Section 5.1403D states that "Members of the Mount Prospect Youth Commission shall be between the ages of twelve (12) and twenty one (21), inclusive, when appointed or reappointed to the Mount Prospect Youth Commission." Discussion ensued among members and adult advisors regarding the various advantages and disadvantages of using grade levels versus age. Michael Higginson moved, seconded by Derek Steinweg, to recommend changing the lower age qualification of Youth Commission members to 12 years of age or the completion of fifth-grade. Motion carried by unanimous approval. YOUTH COMMISSION COMMITTEES 1. YOUTH RESOURCE CATALOG COMMITTEE Steven Long volunteered to head up the Youth Resource Catalog Committee, which would be responsible for keeping the Youth Resource Catalog up-to-date. This Committee addresses Section 5.1405C of the Youth Commission ordinance, which calls on the Mount Prospect Youth Commission to "Compile, maintain, and distribute a current directory of existing services and programs for youth in the Village furnished by public and private agencies." 2. LIAISON COMMITTEE Brent Busse volunteered to head up the Liaison Committee, which would be responsible for keeping track of meetings that Youth Commission members attended and for liaison with Village commissions and organizations. Steven Long and Derek Steinweg also volunteered for this committee. This Committee addresses Section 5.1405F of the Youth Commission ordinance, which calls on the Mount Prospect Youth Commission to "Foster and promote cooperation among governmental and nongovernmental organizations serving youth within the Village." 3. YOUTH VIEW COMMITTEE The consensus of members was that everyone should provide input for possible topics for Youth View. 4. ORDINANCE COMMITTEE No decision was made regarding the disposition of this committee. MOUNT PROSPECT YOUTH COMMISSION MINUTES JANUARY 03, 2007 PAGE FOUR 5. SPECIAL EVENTS COMMITTEE No decision was made regarding the disposition of this committee. 6. LIBRARY DISPLAY CASE COMMITTEE Secretary Pro Tem Clowes reported that the Teen Zone display case at the Mount Prospect Public Library is available to the Youth Commission for the month of March, 2007 and to take advantage of this, a decision on what to display needs to be made by the February meeting. Members suggested asking the current members ofthis Committee -- Alyssa Hillman and Nicole Logisz -- to bring a proposal to the Februarv meeting regarding what to put in the Library display case in March. Secretary Pro Tem Clowes said he would pass this request on to members Hillman and Logisz. 7. PUBLIC RELATIONS COMMITTEE This Committee currently consists of Brent Busse and Paul Berauer. Brent Busse suggested that the Public Relations Committee should include the Liaison Committee and be responsible for coordinating the attendance of Youth Commission members at the meetings of other Village organizations and commissions -- getting the calendars together, building the sign-up sheets, and keeping track of who is going where. AI A Gilligan pointed out that whoever worked on updating the Youth Resource Catalog would initiate liaisons with Village organizations. However, he noted that public relations and liaison were really two different matters and suggested that, rather than getting involved in too many projects, the Public Relations Committee should focus on completing one or two specific PR projects, such as: Making contact with other groups as part of updating the Youth Resource Catalog; Putting the updated Catalog up on the Youth Commission web site; :-J Sending out a news release to announce, "The Mount Prospect Youth Commission recently undertook a project to update the Teen Resource Guide, which is available online..." etc. 8. RECRUITMENT COMMITTEE Secretary Pro Tern Clowes reported that Mayor Wilks had offered to send a letter out to school principals and district superintendents in the Mount Prospect area regarding Youth Commission recruitment and also had offered to attend school assemblies with current Youth Commission members to help them with recruitment. He suggested the Youth Commission should consider the formation of a Recruitment Committee to work on recruiting new members, to promote the Youth Commission to students at local schools, and to coordinate those efforts with the Mayor. Chairwoman Corcoran volunteered to be on the Recruitment Committee. OTHER YOUTH COMMISSION COMMITTEES Secretary Pro Tem Clowes suggested the Youth Commission should also consider forming two other Committees (#9 and #10) to address duties that were identified in the Youth Commission ordinance: 9. YOUTH ISSUES IDENTIFICATION COMMITTEE This Committee would address Section 5 .1405B of the Youth Commission ord inance, which calls on the Mount Prospect Youth Commission to "Identity youth issues in the community by holding public meetings, studying youth services in the Village and in other communities, and receiving communications from schools, community groups, and Village residents; where possible, develop solutions to these problems and, if appropriate, present recommendations to the President and Board of Trustees of the Village." YOUTH PROGRAMS COMMITTEE This Committee would address Sections 5.1405D and 15.1405E of the Youth Commission ordinance, which calls on the Mount Prospect Youth Commission to "Organize and coordinate existing youth programs such as "Youth in Government Day," and to "Develop and implement new programs for youth in the Village." FURTHER DISCUSSION OF COMMITTEES Chairwoman Corcoran suggested that the Liaison Committee would incorporate what was in the Youth Issues Identification Committee because everyone who went to the meetings of different Village organizations would hear about youth issues and bring them back to the Youth Commission. Brent Busse suggested the Committee responsible for the updating the Youth Resource Catalog should be included in the Youth Programs Committee. He proposed having just the following three committees: Public Relations Committee: To oversee the Youth Commission's liaisons with other Village organizations and commissions; Youth Programs Committee: To inform the community about programs for youth; Recruitment Committee: To recruit new members. No objections were voiced to this proposal and members agreed that these three committees would replace all of the previous committees. However, the Bicycle Helmet Committee would continue until that project was completed. Chairwoman Corcoran asked for volunteers to serve on the three committees and the following placements were made: PUBLIC RELA nONS COMMITTEE Members: Paul Berauer, Brent Busse YOUTH SERVICES AND PROGRAMS COMMITTEE Members: Steve Long, Angelo Campos, Michael Higginson, Andrew Steinweg RECRUITMENT COMMITTEE Members: Sarah Corcoran BICYCLE HELMET COMMITTEE Members: Andrew Steinweg, Derek Steinweg, Brent Busse Secretary Pro Tem Clowes suggested the Youth Commission should complete its work on developing an incentive program to promote bicycle helmet safety so that the program is in place for the coming summer. To get the proiect moving again. Andrew Steinweg said he would again e-mail information on the proposed coupons to Brent Busse, who would then pick up the proiect from there. Paul Berauer suggested going back to talk to the people who were involved in this proiect two years ago and confirming they are still on board with the proposed incentive program. Brent Busse noted that those contacts would be Crime Prevention Officer Roscop and Mrs. Dix at Cappanari's. When this project has been completed, this committee will be dissolved and ongoing responsibility for the program will shift to the Youth Services and Programs Committee. ~ MOUNT PROSPECT YOUTH COMMISSION MINUTES JANUARY 03, 2007 PAGE SIX OTHER ASSIGNMENTS Commission members not present will be asked for their committee choices at the February meeting. NEW BUSINESS CHANGES TO THE UNDERAGE DRINKING ORDINANCE Owing to the late hour, discussion of this item was deferred until the February meeting. OTHER BUSINESS RECYCLING COMPUTERS A/A Schein again reviewed the aJiicle on computer recycling that he distributed at the December meeting. Members briefly discussed the possibility of working on a project to distribute older computers to people who could not afford new ones and also to provide some computer training. No action was taken on this Issue. VILLAGE SMOKING ORDINANCE A/A Schein reported the Village had passed an ordinance banning smoking in most public places in the Village. SHINING STAR EVENT A/A Schein asked who was planning to attend this year's Shining Star event. Steven Long and Brent Busse said they were planning to attend, and A/A Braus said he and Nicole Sraus were planning to attend. Paul Serauer, seconded by An(!:elo Campos, moved to approve the purchase of three tickets to the Shining Star event. Voting in favor: All members present. with the exception of Brent Busse and Steven Long. who both abstained. Motion carried. C-:J MINUTES COMMUNITY RELATIONS COMMISSION Community Center, Village Hall Thursday, December 14,2006 The Community Relations Commission (CRC) of the Village of Mount Prospect met Thursday, December 14, 2006, at the Mount Prospect Village Hall located at 50 South Emerson Street, Mount Prospect, Illinois. I. CALL TO ORDER Chairman Tolbert called the meeting to order at 7:12 p.m. II. ROLL CALL Present: Chairman Tolbert Commissioner Fuller Commissioner Hernandez Commissioner Parikh Absent: Commissioner Muench Also in attendance: Richard Eddington, Chief of Police III. APPROVAL OF MINUTES A motion was made by Commissioner Parikh and seconded by Commissioner Hernandez to approve the minutes of November 9, 2006. The minutes were unanimously approved by a voice vote. IV. OLD BUSINESS Suburban Mosaic Book Program Chairman Tolbert advised that the selection process was underway for next year's book and he will make a concerted effort to attend the next Suburban Mosaic Book meeting. "Make A Difference Day" Update Commissioner Hernandez provided an update. Four or five instruments have been collected. After the holidays, she will contact the other schools that participated in the program and make a decision on how to distribute the instruments. V. New Business Martin Luther King Dinner Chairman Tolbert suggested that the Martin Luther King Dinner might take the place of the January meeting. A motion was made by Commissioner Parikh and seconded by Commissioner Fuller to implement the suggestion. The motion was approved by a unanimous vote. Specific information on the location and guest list for the Martin Luther King Dinner will be obtained and provided to the Commissioners as soon as possible. Mission of the Community Relations Committee A wide-ranging discussion of the mission of the Community Relations Commission ensued. Commissioner Fuller will contact the Illinois Commission on Diversity to see what options they would suggest for a local government. Commissioner Hernandez recommended research into an ethnic pride writing event that would allow individuals to express pride in their ethnic Minutes Page 2 December 14, 2006 background. Commissioner Hernandez said that including high school participation would be critical to this being a success. The Chairman directed staff to contact surrounding municipalities to determine the course of action that has been undertaken by their community relations commission. Staff will undertake that as quickly as possible so that the information will be available for the February 8th meeting, where a brainstorming session will occur to help establish the goals and objectives for 2007. Election of Vice Chairperson By a secret ballot Commission Parikh was elected Vice Chairperson of the Community Relations Commission. VI. Correspondence There was no correspondence. VII. Adjournment The meeting was adjourned at 8: 10 p.m. after a motion was made by Commissioner Parikh and seconded by Commissioner Fuller. The motion was approved by a unanimous vote. Community Center 1st Floor, Village Hall Mayor Wilks called the Coffee with Council meeting to order at 9:07 a.m. Trustees Corcoran, Hoefert, Korn, and Skowron were present. Staff was represented by Police Chief Eddington and Village Manager Janonis. It has been vacant for several years. Village Manager Michael Janonis stated there was a tenant considering the property. The type of business was undetermined at this time. Anita Tavlor & Lori Hurlev, Burnina Bush Lane Anita Taylor and Lori Hurley of Burning Bush Lane brought to the attention of the council members a drainage problem that is occurring in their backyards. The problem seems to have been exacerbated by an addition on a home that is adjacent to their backyards. Jim Picardi, a member of the Village Engineering Department, has visited the site. Village Manager Michael Janonis promised a follow-up to see if the situation can be rectified. In the context of the West Nile Virus concerns, the standing water could be identified as a health problem. Village staff will pursue that possibility. Ken Koeppen, South Linneman Ken Koeppen of South Linneman had nothing to comment on and attended for the ambiance of the meeting. Arlene Juracek, South Lancaster Arlene Juracek of South Lancaster wanted to comment on the darkness of Route 83 in the Kohl's/Harris Bank area. She is hopeful that with the new lighting alternatives, specifically LED options, that the adjacent property owners could be encouraged to utilize this new lower cost technology. This location has a substantial amount of pedestrian traffic due to Kohl's and other business establishments in the area. Andv & Kimberlv Skic. North Owen Andy and Kimberly Skic had nothing to comment on today and appreciate their regular attendance as it helps inform them about the ongoing issues in the Village. Mimi Beraer. South Emerson Mimi Berger of South Emerson wanted to seek input regarding a squirrel problem she is having. The squirrels are repeatedly digging up her lawn. As luck would have it, when she was discussing the problem, David Schein entered the room and offered several ideas, including the probability that a neighbor was feeding the squirrels. Further, he suggested that she contact Professor Joel Brown, a University of Illinois at Chicago biologist, who is a squirrel expert. Jim Uszler. South Elm Street Jim Uszler, Representative of the Chamber of Commerce and Downtown Merchants Association requested a temporary sign like that of the Lion's Club to advertise their Saturday night car shows. The members of the Board expressed support for the concept, but wanted to adjust the ordinance so as to accommodate this type of exception. Additionally, Jim Uszler stated that the Chamber of Commerce would be hosting a Candidates Forum on Saturday, February 24th, from 9:00 a.m. until noon. In addition to Village Board candidates, school board candidates and park district candidates will be invited to attend. Sofia Motamedi. Randhurst Mall The proprietor of Gala Tea at Randhurst wanted to comment on the general situation at Randhurst Mall. Although the internal foot traffic is down, she maintains that the mall is well maintained and wishes the mall ownership would be more aggressive in seeking tenants. This started a general discussion regarding Randhurst. It was mentioned by Jim Uszler that Randhurst has retained a planner to offer several proposals to Urban to help them decide the eventual direction that the property will take. It is anticipated that this report will be completed prior to 2008. Clare Ross. North Owen Street Clare Ross commented on some issues regarding renters at 302 North Owen. There were several property maintenance issues, including running a car repair business from the residence. Additionally, three of the cars that are routinely parked at the residence have no vehicle stickers. She commented that inspectors had been responsive during the summer of 2006; however, the property has again fallen back into disrepair. The Village Manager promised a follow-up on the situation. Mal Holec. Quince Lane Mal Holec wanted to inquire about the status of the facility studies. The Village Manager reiterated that a commitment had been made to share the results of the facility studies when they are available. Dave Schein. NaWaTa Avenue Dave Schein wanted to wish everyone a Happy New Year and wanted to know the results of the traffic calming studies. He felt that there was no noticeable traffic increase on NaWaTa. Village Manager Michael Janonis stated that the studies were not available yet. However, the findings will be made public when the study is completed. Mr. Schein expressed a concern regarding a decision matrix that would lead to only retaining high-end businesses and properties that would in essence ignore diversity issues because of the price points of the properties and stores. A wide-ranging discussion ensued where the Village Board highlighted multiple decisions that ensured continuing affordable housing and similar decisions that encouraged diversity of businesses, their clientele and residents. Neil Avenue William Walters had no major issues to discuss, but wanted to inquire about the ownership of Mount Prospect Plaza, which led to a discussion of trucks parking in the rear of Garden Fresh.
