RESOLUTION NO. 2-74
A RESOLUTION AGAINST THE RTA PROPOSED
BY SENATE BILL 27
WHEREAS. the voters of the Village of Mount Prospect will be asked to vote on
March 19, 1974, on whether or not they want to create a Regional Transporta-
tion Authority; and
WHEREAS, the enabling legislation provides for !!.2. guarantee that any of the
money raised through taxes will be spent to improve transportation in areas
outside of those served by CTA; and
WHEREAS. the enabling legislation gives the non-elected RTA governing board
taxing power without representation of the people; and
WHEREAS, the enabling legislation allows this appointed board to issue bonds
without referendum. at private sale, uncompetitive!Y,. in an amount up to
One-Half Billion Dollars; and
WHEREAS, a disproportionate share of the revenue raised for RTA will be ex-
tracted from Chicago area motorists in the form of increased gasoline sales taxes
and unlimited parking taxes;
WHEREAS, the funding provided for in the enabling legislation is totally inade-
quate in that it creates a planned deficit by 1980 of nearly One Billion Dollars,
which will either create fantastic tax increases in the six county area or bank-
rupt the system; and
WHEREAS, the RTA board would enjoy a veto power over the right of any local
units of government in the entire six counties to receive any federal or state
transportation grants or assistance; and
WHEREAS. the RTA board would enjoy unlimited power to take over any public
roads or streets without the consent and over the objection of any municipality
in the six counties; and
WHEREAS. in essence, this proposition does nothing more than take the present
situation of a state- subsidized transportation system in the City of Chicago and
fund it by taxes from the outlying areas with no improved service in those areas;
and
WHEREAS, this RTA does not solve the real transportation problem which is the
inability of the CTA and the commuter railroads combined to serve the modern
transit needs in our decentralized six-county region;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect
find that no present emergency exists with respect to regional transportation. that if
such an emergency does in fact exist it has been in existence for several years, and
that the poor draftsmanship of this RTA proposition is totany unacceptable and, there-
fore, the Mayor and Board of Trustees of the Village of Mount Prospect must hereby
go on record as opposed to the proposition as presented.
SECTION TWO: That the Mayor. Board of Trustees, and all other Village officials
inform the voters of this opposition and the objections to the proposition; and en-
courage the voters of the Village of Mount Prospect to vote "NO" on the creation
of an RTA in the referendum to be held on March 19, 1974.
SECTION THREE: That this Resolution shall be in full force and effect from and
after its passage and approval in the manner provided by law.
