NEW BUSINESS
The Police Department is budgeted to replace seven (7) front line police vehicles
in 2020. Five (5) of the vehicles are 2015 Dodge Charger all -wheel drive pursuit
vehicles r two 2016 Ford Explorer all-wheeldrive pursuit vehicles.
Listed below are the seven (7) vehicles budgeted to be replaced:
• P- 3,r 2016 Ford Explorer with approximately 98,,481 miles
• P-6.1 2016 Ford Explorer with approximately 82.,795 miles
P-71 2015 Dodge Charger with approximately 78,168 miles

All seven (7) vehicles - - evaluated using Public Work'sdetailed comprehensive
replacementpolicy. The policy uses a point based criterion that rates the following

four (4) major !! ! mileage,, repair maintenance (R&M) !' ,'
condition of the body/mechanical components. A point total equaling or exceeding
eleven (11) out of sixteen (16) indicates that a vehicle should be replaced. A copy
of the Public Works Evaluation Forms • B ! • are attached
• each vehicle.
Squads P-3. P-6, P -7f P -11f P-14,, and P-19 all scored a total of fourteen (14)
points, which indicates the vehicles are recommended for replacement. These
vehicles have exceeded their life expectancy (14 points) and major repairs will be
needed if service life is extended any longer based on current conditions.
Squad P-40 scored a total of twelve (12), which indicates the vehicle is
recommended for replacement. The vehicle has reached its life expectancy (12
points) and major repairs will be needed if service life is extended any longer
based on current conditions.

PurchasingThe Village is a member of Northwest Municipal Conference (NWMC),, which has
pricing available through the Suburban Purchasing Cooperative (SPC). The 2020
Dodge Charger all -wheel drive pursuit vehicle is included in the 2020 Joint
Contract #149 and the 2021• • Explorer all-wheeldrive
includedvehicle is in the 2020 Joint Purchasing Contract #152. These . publicly
bid contracts that satisfies the procurement requirements of the Village of Mount
The Police Department has utilized Dodge Chargers in its fleet for 6 years and
Ford Explorers for 11 years., primarily as front line patrol vehicles, during which
time they have demonstrated their reliability. The Dodge Charger and Ford
Explorer have all -wheel drive, which has been invaluable during times of
inclement weather.
Funding for the replacementsquads• • •, in the 2020 Annual
Budget on p. •e 383 of •mmunity Investment Program section . • listed
under account 061-60-90.00.1-708.660.003. The total budgeted amount for this

purchase is $311,000., which reflects the purchase price for the seven (7) vehicles
as well as the emergency lighting,, prisoner cages, communication equipment and
vehicle markings. A copy of the five (5) Dodge Charger price sheets and two (2)
Ford Explorer price sheets are attached.
The vehicles being replaced will be evaluated by Public Works to determine
whether or not they should be sold through the GovDeals-com Internet auction or
repurposed within the Village.
