PROCLAMATION
"INTERNATIONAL HISPANIC/
LATINO MENTAL HEALTH WEEK"
October 1 - 7, 2006
WHEREAS, in 1992 the International Hispanic/Latino Mental Health Week Campaign was created in
response to the lack of resources and information available for Spanish-speaking residents suffering
from mental health problems and substance abuse. Latinos are identified as a high-risk group for
depression, anxiety and substance abuse; and
WHEREAS, the campaign features workshops and lectures for community residents and
professionals, free mental health screenings, and informational brochures and behavioral health
issues; and
WHEREAS, the Latino Family Institute, in collaboration with the Illinois Department of Human
Services, and Chicago Public Schools/Office of Specialized Services, community providers and
community residents donate time, space, and services to make the campaign a success;
WHEREAS, the campaign strives to increase awareness, knowledge and skills on mental health and
substance abuse treatment needs of Hispanic/Latinos, to increase access to bicultural and bilingual
treatment since existing studies about language skills of mental health professionals found there are
few Spanish-speaking and Latino providers, and to increase competence in the treatment of
Hispanics/Latinos through lectures and workshops;
WHEREAS, the 2006 International Hispanic/Latino Mental Health Week Campaign will begin October
1 sl and conclude on October th 2006.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim
October 1-7,2006 to be
"INTERNATIONAL HISPANIC/LATINO MENTAL HEALTH WEEK"
and urge all citizens to strive to raise awareness of the mental health issues in the Hispanic/Latino
community.

PROCLAMA TION
"FIRE PREVENTION WEEK"
OCTOBER 8 - 14, 2006
WHEREAS, Mount Prospect is committed to ensuring the safety and security of all those living in and visiting
our community; and
WHEREAS, fire is a serious public safety concern both locally and nationally, and homes are the locations
where people are at greatest risk from fire; and
WHEREAS, the nonprofit National Fire Protection Association (NFPA) has documented through its research
that cooking is the leading cause of home fires. One (1) out of three (3) home fires begins in the kitchen-
more than any other place in the home; and
WHEREAS, Mount Prospect's first responders are dedicated to reducing the occurrence of home fires and
home fire injuries through prevention and protection education; and
WHEREAS, Mount Prospect residents are responsive to public education measures and are able to take
personal steps to increase their safety from fire; and
WHEREAS, using proper care when cooking will have a positive effect on the home fire problem; and
WHEREAS, each cooking fire that is prevented in Mount Prospect is an opportunity to prevent painful injury
and costly property damage; and
WHEREAS, the 2006 Fire Prevention Week theme; "Prevent Cooking Fires; Watch What You Heat,"
effectively serves to remind us all of the simple actions we can take to stay safer from fire during Fire
Prevention Week and year-round.
WHEREAS, the Mount Prospect Fire Department is committed to the safety of life and property from
devastating effects of fire; and
WHEREAS, the members of the Fire Department are joined by other concerned residents of Mount
Prospect, as well as other emergency service providers and safety advocates, businesses, schools, service
clubs and organizations in their fire safety efforts.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim the
week of October 8 - 14 as
"FIRE PREVENTION WEEK"
in the Village, and I call upon the people of the Village of Mount Prospect to remember the 2006 message to
prevent cooking fires; watch what you heat.

UNA TIONAL ARTS AND HUMANITIES MONTH"
OCTOBER 2006
WHEREAS, the month of October has been recognized as National Arts and Humanities
Month by thousands of arts and cultural organizations, communities, and states across the
country as well as by the White House and Congress for more than two decades; and
WHEREAS, the arts and humanities embody much of the accumulated wisdom, intellect, and
imagination of humankind; and
WHEREAS, the arts and humanities enhance and enrich the lives of every American; and
WHEREAS, the arts and humanities play a unique role in the lives of our families, our
communities, and our country; and
WHEREAS, the nonprofit arts industry also strengthens our economy by generating $134
billion in economic activity annually and by supporting the full-time equivalent of 4.85 million
jobs;
NOW, THEREFORE, BE IT RESOL VED, that I, Irvana K. Wilks do hereby proclaim October
as
NA T10NAL ARTS AND HUMANITIES MONTH
in Mount Prospect and call upon residents to celebrate and promote the arts and culture in our
nation and to specifically encourage the greater participation by those residents in taking
action for the arts and humanities in our community.

UNA T10NAL BREAST CANCER A WARENESS MONTH"
OCTOBER 2006
WHEREAS, October, 2006 is National Breast Cancer Awareness Month; and
WHEREAS, October 20, 2006 is National Mammography Day; and
WHEREAS, breast cancer is the most common cancer among women, except for skin cancer; and
WHEREAS, breast cancer is the second leading cause of cancer death in women, after lung cancer; and
WHEREAS, the chance of developing invasive breast cancer at some time in a woman's life is about 1 in 8;
and
WHEREAS, almost 212, 920 new cases of female breast cancer will be diagnosed in 2006 and about 40, 970
will die of the disease; and
WHEREAS, African American women are more likely to die from breast cancer than women of all other races;
and
WHEREAS, an estimated 1,720 cases of male breast cancer will be diagnosed in 2006 and about 460 men
will die of the disease; and
WHEREAS, death rates from breast cancer have been declining, and this change is believed to be the result
of earlier detection and improved treatment; and
WHEREAS, mammography - an "x-ray" of the breast- is recognized as the single most effective method of
detecting breast changes that may be cancer long before physical symptoms can be seen or felt.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim the month
of October, 2006 as
UNA TIONAL BREAST CANCER A WARENESS MONTH"
and October 20, 2006 as
UNA TIONAL MAMMOGRAPHY DA Y"
in the Village of Mount Prospect, and I encourage our residents to participate in this observance and
remember "Early Detection Saves Lives."
